  Jeffrey Eisen

  Jeffrey Eisen, MD, MBA currently serves as the Acting President and Chief Medical Officer of the Behavioral Health Network for the MultiCare Health System, the largest provider of behavioral health and substance use disorder treamtent services in Washington state. In this role, Dr. Eisen leads the system-wide delivery of psychiatric services, which includes the development of a collaborative, coordinated system of behavioral healthcare across the region. Prior to MultiCare, Dr. Eisen served as the Chief Medical and Health Integration Officer of Cascadia Behavioral Healthcare, the largest provider of community-based mental health and substance use treatment services in the state of Oregon and one of the country's first CCBHCs. In addition, Dr. Eisen holds a faculty research and teaching position in the Department of Psychiatry at Oregon Health and Science University. Prior to these appointments, Dr. Eisen served as a full-time faculty member in the Department of Psychiatry at Harvard Medical School, and as the Medical Director for Community Behavioral Health Services at Beth Israel Lahey Health, Massachusetts’ largest health system. Dr. Eisen has extensive experience across the continuum of behavioral healthcare, from acute hospital and Emergency Department based care to outpatient and outreach services, including substance use disorder treatment programs at several levels of care, with an emphasis on delivering evidence based practices and building improved coordination of care within and across organizations. He has presented nationally on such topics as population health and data analytics approaches for the behavioral health field, behavioral health centered integrated care, and substance use disorder challenges including the opioid overdose epidemic and the prescribing of controlled substances. Dr. Eisen received his MD from the University of Chicago Pritzker School of Medicine and completed his postdoctoral residency in adult psychiatry at Cambridge Health Alliance and Harvard Medical School. He was a fellow in forensic psychiatry at the University of Massachusetts, affiliated with the Massachusetts Department of Mental Health. Dr. Eisen also holds an MBA from the Stanford University Graduate School of Business, with certification in Public Management.

  Phaedra Pascoe

  Phaedra Pascoe, MD, has a long-standing passion for community behavioral health, including ensuring equitable access to high-quality care. She completed medical school at the University of Washington, where she followed the underserved pathway. She continued her training at the University of Washington for her psychiatry residency and child and adolescent fellowship. She served as chief resident during both residency and fellowship and was active in teaching medical students and residents. Dr. Pascoe holds dual board certifications with the American Board of Psychiatry and Neurology in Adult Psychiatry and Child and Adolescent Psychiatry. Dr. Pascoe joined SOUND in 2019, where she initially served as the senior child psychiatric supervisor before becoming the chief medical officer in 2023.

  Dr. Kathryn Gilligan joined Compass Health in 2023 as chief medical officer (CMO). In her role as CMO, Dr. Gilligan works with clients, staff and community partners to support equitable access to care, integrate services and expand programs for people experiencing mental health and substance abuse needs. As CMO, Dr. Gilligan is focused on furthering Compass Health’s work in creating an integrated model of care that supports whole person health, strengthening collaboration across behavioral health and physical health providers to better meet the holistic needs of clients. As part of her work supporting current and future generations of healthcare professionals, Dr. Gilligan co-leads a local committee comprised of area hospitals, first responders, community partners, and school representatives to promote collaboration and partnership within the mental health care community. Dr. Gilligan came to Compass Health after serving as the medical director of behavioral health at Providence Medical Group in Everett and has over ten years of experience as an inpatient and outpatient psychiatrist. Since 2018, she has been working with Washington State University College of Medicine 3 rd and 4 th year medical students. With her help, since April 2024, Compass Health has been able to offer clinical rotations to WSU medical students interested in learning more about community mental health inpatient and outpatient programs. She earned her Doctor of Medicine degree from The Ohio State University and received her bachelor’s degree in fine arts from the University of Cincinnati.

  Brian Giebink

  As behavioral and mental health practice leader, Brian has a deep understanding of current research and trends in mental health design and uses his expertise to create innovative, research-based solutions that improve the patient experience in healthcare environments. Brian has served as the mental health expert on numerous projects around the world, holding roles in planning, design, and consulting for inpatient, outpatient, community, and crisis services, guiding project teams towards improved outcomes in mental health environments. At HDR, Brian leads the behavioral health design studio, introducing current trends and design strategies to a broader team and works with smaller focus groups to discuss and develop strategies to improve the mental healthcare environment for patients and staff. Brian has presented on the topic of behavioral and mental health at multiple conferences around the country and is a consistent contributor to thought leadership in his field. Brian enjoys finding opportunities to share his passion and expertise with the next generation of architects and designers in his local community. He is an active participant in the FGI Health Guidelines Revision Committee, focusing on behavioral health design. He is an adjunct associate professor at the University of Kansas, has served as a design critic and juror for multiple design studios focused on mental health, and contributes to an AIA advocacy committee on mental health design. He mentors colleagues throughout HDR as well as architecture and design students at numerous universities including University of Kansas, University of Minnesota, and Rochester Institute of Technology.

  Adam is a Senior Project Manager at BNBuilders with over 20 years of experience in the construction industry, specializing in life sciences and healthcare. He has successfully led numerous complex CGMP and behavioral health projects, including the Confluence Health Bed Tower and Juno Therapeutics Bothell Expansion. With a background of more than 10 years as a Project Superintendent, Adam brings a keen eye for detailed planning and excels at building cohesive, high-performing teams.
