Bowser Replaces Head Of Housing Development In New Term Shake-Up

D.C. Mayor Muriel Bowser has selected a new temporary leader for the Department of Housing and Community Development at the start of her third term as the District's chief executive.

Colleen Green was named new acting director of the agency tasked with overseeing the mayor's Housing Production Trust Fund, taking over stewardship of DHCD from interim Director Drew Hubbard.

A DHCD spokesperson forwarded Bowser's Jan. 3 announcement when asked for comment. Hubbard stepped into the interim role after Bowser's longtime DHCD director, Polly Donaldson, retired in September 2021.

Green will be tasked with stewarding the HPTF after its largest cash infusion yet, reaching roughly $450M in the latest D.C. budget.

Green previously served as chief of staff at the agency from 2007 to 2009. In the intervening years, she's managed a $60M portfolio for the National Community Reinvestment Coalition and developed more than 2,000 housing units in New York, D.C. and Richmond, according to the mayor's office.

She was most recently vice president for business development and strategic initiatives at CORE DC, a firm that manages short-term housing.

Green's appointment came amid a slew of new leadership after Bowser was sworn in for her third term, making her the longest-serving mayor since Marion Barry. Lindsey Appiah was named acting deputy mayor for public safety and justice, Timothy Spriggs was named acting director of the Department of Public Works, and Tommy Wells, the former Ward 6 council member who has served as head of the Department of Energy and Environment, was named director of the Office of Policy and Legislative Affairs, being replaced by interim DOEE Director Richard Jackson.
