The long-awaited development of Hill East’s Reservation 13 site continues to move forward, hitting two major milestones last week.
The development team of Donatelli Development and Blue Skye Development were joined by D.C. officials Friday to cut the ribbon on the project’s first building and break ground on the second.
The first building, branded as Park Kennedy, features 262 apartments, 31 of which are affordable, plus 13K SF of retail. Its units range from studios to two-bedrooms, and its amenities include a grand atrium, rooftop lounge, fitness center and coworking library.
The second building is planned to include 100 permanent supportive housing units and 13K SF of retail. The buildings will have 156 total parking spaces.

EJF Capital last year invested in the first building through its opportunity zone fund, and EagleBank provided a $60M construction loan.
The project sits at the intersection of C and 19th streets SE, less than a half-mile from the Stadium-Armory Metro station and the RFK Stadium Campus. They are part of the 67-acre Reservation 13 site, owned by the District.
The District has been working to redevelop the site since 2002, when the D.C. Council approved a master plan. It selected the Donatelli-Blue Skye team in 2015 for the first two buildings.
In July, the Office of the Deputy Mayor for Planning and Economic Development announced it is preparing to release requests for proposals for developers to build on eight additional parcels at Reservation 13.
