Atlanta Developer Pitches 700-Unit Project Across From Ballston Quarter

The site of Virginia's first Harris Teeter grocery store, across the street from a large-scale mall redevelopment, has been tapped for a major mixed-use project.

An affiliate of Augusta, Georgia-based Southeastern, partnering with Harris Teeter, has filed plans with Arlington County for a 685-unit development at 600 North Glebe Road in Ballston, the Washington Business Journal reports.

The project would be built on the site of the Harris Teeter, which owns its property, and the adjacent Mercedes Benz dealership. The North Carolina-based grocer opened on the property in 1998 as its Virginia beachhead and has expanded to over 40 stores in the commonwealth.

The developer's plan calls for demolishing the 20-year-old, low-rise Harris Teeter building and replacing it with a 300-unit apartment building with 13K SF of retail. It would also demolish the car dealership and build 380 apartments, with a new, 71K SF Harris Teeter on the ground floor.

The apartment buildings would be roughly 85 feet tall. The plans also call for a half-acre public park and a three-level parking garage with 923 spaces. Southeastern is working with DCS Design and Parker Rodriguez Inc. on the development plans, which are being reviewed by Arlington's planning staff.

The site is across the street from Ballston Quarter, the mixed-use redevelopment of the Ballston Common Mall into 360K SF of retail, including a 25K SF food hall, a 406-unit residential tower and 176K SF of office space. The first stores began opening at the project last month, but developer Forest City has not yet held a grand opening event.
