Two new players have entered the battle to develop a city-owned parcel near Lake Merritt. A community coalition known as East 12th WishList plans to submit a letter of intent by today’s deadline and wants a building with 98 affordable units. UrbanCore, the site's original developer, plans its own competing bid with a nonprofit affordable housing partner. The parcel has become a symbol of the debate between community groups seeking more affordable housing and proponents of additional housing supply.
