Massive Navy Yard Refinery Plans Expansion Amid Criticism From Residents

Philadelphia Energy Solutions seeks to expand its Navy Yard refinery, the largest of its kind on the East Coast, into the area known as Southport, on the eastern end of the yard, but its plans have been met with resistance from local residents.

PES is one of six companies vying for the 195 vacant acres owned by the Philadelphia Regional Port Authority. Its plan includes building several tanks for crude oil storage, as well as a dock for importing and exporting. Local residents claim the refinery, bought from Sunoco in 2012, has a "long history of violations of the Clean Air Act" and is harmful to those living nearby. Multiple advocacy groups seek to block PES from winning the parcel, according to the Philadelphia Inquirer.

Other proposals for the parcel include a shipping dock, warehouses, an energy port and more warehouses. All plans must be submitted by the end of August. [Philly]
