Mitsui Fudosan America's 50-story multifamily tower at Hope and Eighth streets downtown was headed for a full Los Angeles City Council vote, but two new appeals have thrown up roadblocks in front of the project.

Digital Realty, a Texas-based developer with a nearby project, and the Coalition for Responsible Equitable Economic Development Los Angeles, a group associated with trade unions, filed appeals against the project with the Los Angeles planning department.

Both groups have previously filed appeals against the project, called Park Terrace, but both were appeals rejected in July, The Real Deal reported.

Digital Realty, which has proposed a data center project adjacent to Mitsui Fudosan's tower, alleges in its appeal that the apartment project breaks design guidelines for Downtown and the developers failed to consider the environmental impacts of the project. CREED LA claims the tower violates zoning regulations and CEQA.

The new appeals have not yet been placed on the agenda for planning commission discussion, a Department of City Planning representative told TRD.

Mitsui Fudosan began the entitlement process for this project in 2017, according to Urbanize LA. It has previously planned for a groundbreaking for this project in 2024.

The developer has another project, a 42-story tower at Eighth and Figueroa streets, expected to be complete by the end of this year.
