A plan to transform the West LA Civic Center into a mixed-use hub with almost 1,000 housing units and 40K SF of new retail and restaurants is chugging along, with developers now looking ahead to a 2023 kick-off to the project.

Los Angeles County Supervisor Sheila Kuehl and Los Angeles City Council Member Mike Bonin discussed the project at a recent community meeting, the Santa Monica Mirror reported. The project, which is also slated to bring a roughly 70K SF municipal office building to the site, is expected to be complete in 2028.

The housing component includes 496 market-rate apartments, with the remaining 431 residential units a mix of moderate-income and affordable units.

Developers AvalonBay Communities and Abode Communities were selected in January by LA County and the city of Los Angeles to develop the site.

“AvalonBay and Abode Communities have extensive experience developing mixed-use housing and retail projects in Los Angeles, and successfully engaging local residents throughout the development process,” Kuehl said in a January statement about the project.

AvalonBay has a roughly 500-unit project planned in the Arts District and affordable housing developer Abode Communities has projects in the works in Boyle Heights and Mid-City, according to Urbanize LA.

The Santa Monica Boulevard site is the current West Los Angeles Civic Center. The 8-acre property sits just west of the 405 Freeway, and it is bounded by Santa Monica Boulevard and Corinth, Iowa and Butler avenues. On the site now are municipal offices, a senior center and a courthouse that is no longer in operation. The senior center will be redeveloped into a new multipurpose center still devoted to seniors and their needs.

The design team for the development, called West LA Commons, includes Koning Eizenberg Architecture, OLIN and AC Martin.
