Houston is the 28th-hardest metro to build housing in, according to BuildZoom Chief Economist Issi Romem, who looked at the cost of building multifamily and single-family housing across the country. Houston's 10 toughest ZIP codes to build in are:

1. 77024 (Memorial)

2. 77043 (Beltway 8 and I-10)

3. 77008 (The Heights)

4. 77401 (290 Corridor)

5. 77025 (Braeswood)

6. 77006 (Montrose)

7. 77027 (Afton Oaks)

8. 77091 (Greater Inwood)

9. 77381 (The Woodlands)

10. 77076 (Northline)
