Most of the US calls them BIDs (business improvement districts), but in Georgia they're known as CIDs (community improvement districts). And at 14 square miles, the Gwinnett Village CID is the largest in the state. How it works: members  tax themselves to fund improvements, receiving state and federal matching funds in the form of grants. The ultimate goal: increasing property values and sparking revitalization. And according to executive director Chuck Warbington, a return on investment is in clear sight. The big doing: the 164-acre OFS Brightware Fiber Optic plant, which is being marketed heavily for redevelopment. Ready with a master plan is DPZ, the legendary Florida architectural firm that specializes in live-work-play communities (it created Seaside, Fla. from scratch). And incentives abound: any out-of-state company that comes on down gets credited $3,500 per employee  annually for five years. For more information, click here.
