3.1M SF Logistics Park Slated For Oakley In East Bay

The city of Oakley on March 10 approved a nearly 3.2M SF industrial and logistics campus on 164 acres in rural eastern Contra Costa County, about 50 miles east of San Francisco.

The Bridgehead Industrial Project would span 10 buildings and take approximately six to 10 years to fully build out, the San Francisco Business Times reported. It would be the largest industrial project in the growing North Interstate 680 industrial corridor that also includes the cities of Antioch and Pittsburg.

A data center was part of the initial development plan, but developer JB2 Partners and property owner Oxfoot Oakley LLC shelved that part of the Bridgehead plan following pushback from Oakley residents, the Business Times reported.

Much of the land for the project footprint is open space, while a portion includes the Cline Family Cellars’ former Oakley-area vineyards. Water scarcity was an ongoing concern for the vineyard, and operating it was no longer viable, Oxfoot Oakley told the San Francisco Business Times.

A rail line also bisects the property and creates two distinct development footprints, Oxfoot Oakley said in a project description submitted to the city in 2025. Just under 87 acres are located on the north side of the railroad tracks, while 76.4 acres are located south of the line.

Building sizes for the development would range from 117K SF to 936K SF, the Contra Costa Times reported. Oxfoot Oakley said it expects as many as 872 semitrailers will be parked on-site when the project is completed, with another 1,763 spaces dedicated to employee parking.

The city of Oakley Community Development Department said the Bridgehead Industrial Project requires an amendment to its master plan, as well as rezoning and design review. The project could create as many as 3,500 jobs when completed and fully leased and approximately 3,700 construction jobs during build-out, the San Francisco Business Times reported.

Other projects in the area include the 2.2M SF Contra Costa Logistics Center just to the west of the proposed Bridgehead Industrial Project. A few miles north, Rockefeller Group International is constructing its first Northern California industrial development in Antioch. The 435K SF building at Black Diamond Industrial Center is expected to come online in the third quarter, the company said.
