The appeal against a 34-story tower planned for Wilshire Boulevard has been denied.

The applicant, Coalition for Responsible and Equitable Economic Development in LA, or CREED, and the Department of City Planning "failed to mutually agree" to extend the time the appellate body had to act, so the appeal was denied on a technicality, according to a letter from the City Planning Commission first reported by Urbanize LA.

The Crescent Heights project at 3100 Wilshire Blvd. was approved by the director of planning in January.

CREED filed the appeal to stop the project's exemption from the California Environmental Quality Act.

Crescent Heights plans to build a 34-story tower with 297 apartments over a 410-car garage. Because the project taps into the city's transit-oriented communities guidelines, 33 of the apartments will be available to extremely low-income households.

The development plan would preserve portions of the existing 1930s commercial building at the site. That building would be repurposed as about 7K SF of retail and restaurant space and would also contain amenities for the building above it.

Crescent Heights is also planning a 70-story tower in Downtown LA. The timeline for that project is unclear.
