Kinsey Sale, Executive Director, is an asset manager in J.P. Morgan Asset Management – Real Estate Americas group. An employee of J.P. Morgan since 2006, she is currently responsible for managing a portfolio of office and multi-family assets in the tri-state area. Prior to joining the JPM, she was a research analyst at GVA Williams. Kinsey holds a B.A. in urban studies from Stanford University as well as a M.S. in real estate investment and development from New York University’s Schack Institute of Real Estate. She is a member of the Urban Land Institute.

Charles Epstein

As the Senior Vice President of Development for LMC, a Lennar Company, Charles Epstein is responsible

for leading the sourcing, underwriting, negotiation, entitlement, design, and development of

Multifamily projects in New York, New Jersey, Pennsylvania, and Connecticut. Charles currently

oversees a development portfolio in this region that consists of 1,850 homes (approx. $1 Billion in

Total Costs).

Prior to joining LMC, Charles previously served as the VP of Investments for Alliance Residential

Company and was responsible for sourcing acquisition opportunities, underwriting development

investments, and coordinating asset management efforts in the Northeast. Charles also sourced and

lead Alliance’s first development project in the Northeast, The Quincy, a 393-unit community

located in New Brunswick, NJ. While at Alliance, Charles was also an asset manager for the Alliance

Investment Advisor (AIA) fund assets, which consisted of 3,358 units totaling $500MM in gross

assets. His responsibilities for AIA included: asset management, portfolio management, investor

relations and asset dispositions, as well as raising capital.

Prior to joining Alliance, Charles was employed at Arsenal Real Estate Funds, and participated in

closing $310MM in gross assets (3,352 units) as well as overseeing asset management for more

than $500MM gross assets. He also worked for New Jersey-based Matrix Development Group,

assisting with financing, construction and market research for their industrial and land portfolio.

Charles earned an M.B.A from New York University’s Stern Business School and a B.S. in Finance

from Rutgers University.

Joe Hercenberg

As a veteran of the commercial real estate finance market, Joe Hercenberg, joined Walker & Dunlop in March 2017 as part of the Deerwood Real Estate Capital (Deerwood) acquisition. Mr. Hercenberg is responsible for providing financing solutions to commercial real estate developers and owners throughout the United States.

Prior to joining Walker & Dunlop, Mr. Hercenberg served as an originator for seven years at Deerwood, where he was involved with the origination, underwriting, and placement of over $10 billion in capital. Mr. Hercenberg specializes in all different types of debt and equity capital for deals throughout the United States, both stabilized and transitional deals. Mr. Hercenberg has closed deals in over 35 states and has a broad understanding of office, hospitality, retail, multifamily, manufactured housing, industrial, data centers, and land.

Mr. Hercenberg graduated Summa Cum Laude with a B.A. in Business Administration from Fairleigh Dickinson University, with a specialty in finance.

Beyond the company, Mr. Hercenberg is involved with over 50+ charitable non-profit organizations, both financially and through volunteering. He serves as a member of the Board of Directors for Manhattan Jewish Experience and regularly speaks publicly at schools and events, about his views on philanthropy. In addition, Mr. Hercenberg regularly travels oversees to third world countries, taking families grocery shopping; and is especially passionate about orphans and widows. He has received three awards at New York City Gala Dinners, where he was the honoree: Jewish People’s Choice Awards (from Chabad Manhattan), Community Service Award (from Manhattan Jewish Experience), and Good Heart Award (from Yeshiva of Teaneck).

Jose is a senior managing director and co-office head in the New Jersey office of JLL Capital

Markets, Americas. He joins JLL as part of the HFF acquisition and is a member of the firm’s

leadership committee. Jose specializes in investment advisory throughout New Jersey,

New York and Connecticut and also oversees the day-to-day operations of the firm’s New

Jersey office. During the course of his more than 25-year commercial real estate career,

he’s been involved in more than $62 billion of office, industrial, retail, multifamily and land

sales.

Jose started at HFF in March 2010. Before that, he was the executive director of Cushman &

Wakefield’s New York area investment sales group where he spent more than 17 years. He

began his real estate career as a real estate analyst at PaineWebber, UBS, Inc.

Mitchell Berkey is chair of the firm’s Real Estate, Development and Land

Use Group. He concentrates on all aspects of real estate ventures and

transactions, including acquisitions, sales, financing, development, leasing,

management, loan workouts, ownership restructuring and resolution of

intra-ownership disputes. His extensive background spans all asset types,

including office, retail, industrial, hospitality and mixed-use properties

in markets across the United States.

With three decades of experience on all sides of the transaction table, Mitch

brings a business-oriented approach to his legal practice. As an attorney,

he has advised institutional and entrepreneurial real estate owners,

managers, lenders, corporate real estate users and foreign governments.

As an asset manager, he was responsible for the management of a national

portfolio of office, retail, industrial and residential properties.

Russell Tepper serves as Mill Creek Residential’s Senior Managing Director for development activities in the Northeast region including New York, New Jersey, Connecticut and Pennsylvania. His duties include leading this regional division of Mill Creek for both ground-up and adaptive reuse developments, while furthering its objective to create tailored residential communities that cater to surrounding neighborhoods’ needs.

Prior to joining Mill Creek in 2014, Mr. Tepper was Vice President of Development at Matrix Development Group, where he managed the company’s urban redevelopment portfolio, seeking out new acquisitions of residential and mixed-use properties throughout New Jersey and suburban Philadelphia. Throughout his career, he has been involved in the entitlement, development and construction of over 4,500 multifamily apartment homes and 5 million SF of commercial space.

Mr. Tepper is licensed in the State of New Jersey and earned a Bachelors of Science in Business Administration with concentrations in finance and international business from the University of Delaware.

As a leading agency broker in New Jersey, David is currently the point person on such high-profile leasing assignments such as 10 Exchange Place, Jersey City; 3 Second Street, Jersey City; 30 Montgomery Street, Jersey City; and 15 East Midland Avenue in Paramus.

Throughout his 15 years at Cushman & Wakefield, David’s agency successes have included Samsung Electronics 230,000 SF U.S. headquarters at 85 Challenger Road in Ridgefield Park. He has acted as leasing agent for Onyx Equities for several assets throughout New Jersey, landing tenants such as Octapharma, Sony and Clover Health.

He holds a Bachelor of Arts degree in Architecture from Columbia University and a Masters Certificate in Real Estate Finance at New York University. He is also the Vice President of the Columbia Club of New Jersey and served a term of ten years on the Montclair Kimberley Academy Alumni Board.

David Wolfe

Mr. Wolfe is the Co-Managing Partner in the Property Tax Department at Skoloff &

Wolfe, PC, where he focuses his practice on representing taxpayers in significant real estate tax appeals and property tax related matters. He has extensive experience in all types of property tax appeals, including hotel, multi-family, retail, office, and industrial properties. Mr. Wolfe frequently counsels clients on the property tax implications of the development, acquisition, and disposition of significant assets. He also counsels clients with respect to property tax exemptions and PILOT agreements.

Mr. Wolfe serves on the Board of the National Association of Property Tax Attorneys (NAPTA) and as the Co-Chair of the Real Property Tax Practice Committee of the New Jersey State Bar Association. Mr. Wolfe has been featured or quoted in a wide variety of local and national publications, including Forbes.com, GlobeSt.com, Marketwatch.com, The Washington Post, The Wall Street Journal, Law.com, Law360.com, The New York Law Journal, and Commerce Magazine.

Mr. Wolfe has a track record of obtaining significant assessment reductions on behalf

of his clients.

Examples of those assessment reductions include:

• Reduced hotel assessment from $188 million to $131million;

• Reduced multi-family assessment from $116 million to $67 million;

• Reduced office assessment from $115.5 million to $90million;

• Reduced supermarket anchored center from $66.9 million to $46 million;

• Reduced nursing home assessment from $36 million to $10.1million;

• Reduced big box retail assessment from $21.3 million to $13.4 million;

• Reduced office assessment from $27.8 million to $6.5million.

Mr. Wolfe began his career as an associate at the law firm of Davis Polk and

Wardwell in New York. While at Davis Polk, he focused his practice on regulatory

investigations, securities litigation and banking disputes.

Mr. Wolfe is a member of the American Bar Association House of Delegates and is

the Co-Chair of the ABA’s Diversity & Inclusion 360 Presidential Commission. As a

young lawyer, Mr. Wolfe served as the Chair of the ABA Young Lawyers Division, the

ABA’s largest entity with more than 130,000 members.

Mr. Wolfe received his J.D. from New York University School of Law, and graduated

Ravi S. Bhalla was elected Hoboken’s 39th Mayor on November 7, 2017. Born and raised in New Jersey, Mayor Bhalla is an 18 year resident of Hoboken and 8 year member of the Hoboken City Council.

In his first few months in office, Mayor Bhalla has focused on improving the quality of life for Hoboken residents while prioritizing fiscal responsibility. He introduced a City budget with no municipal tax increase, maintained the City’s AA+ credit rating, continues to oversee the rehabilitation of Washington Street, formed a Homelessness task force, is pursuing affordable housing strategies, completed the design phase of Northwest Resiliency Park, secured more than $1 million in state transportation funding, and signed executive orders to expand parental leave benefits, invest in the arts, and protect the civil rights of immigrants and the LGBTQ community.

Mayor Bhalla first set his roots in Hoboken at the age of 26, a bachelor fresh out of law school starting his first job at a small law firm in Newark, New Jersey. Mayor Bhalla earned national recognition in the New York Times for his legal advocacy after suffering a violation of his own constitutional and civil rights during a jail visit to a client. The incident motivated Mayor Bhalla to lead a successful campaign to reform the federal government’s visitation policies at correctional facilities nationwide.

It was during this time that Hoboken’s local government was in dire straits. Mayor Bhalla observed and witnessed mismanaged government at the local level, including a government budget that was underfunded and overspent by $12 million, a state takeover of Hoboken, and a 70% spike in municipal taxes in a single year. These dire conditions motivated him to get off the sidelines and seek to reform city government by running for City Council in 2009. During this election, Mayor Bhalla was the highest vote-getter as a first time candidate, and remained on the City Council for 2 terms, from 2008 to 2017. During this time, Mayor Bhalla served as Council President from 2010-2011 and 2013-2014, and Council Vice-President from 2012-2013.

Mayor Bhalla received his undergraduate education from the University of California at Berkeley, where he received a B.A. in Political Psychology. Upon graduation, he attended the London School of Economics (L.S.E.) in the United Kingdom and received a Master of Science degree in Public Administration and Public Policy, and also earned a Juris Doctor Degree from Tulane Law School in New Orleans, Louisiana.

Mayor Bhalla and his wife Bindya reside on Garden Street with their two children, Arza Kaur, age 11 and Shabegh Singh, age 6.

Council President Rolando R. Lavarro, Jr. was elected for a second term as Councilman-At-Large on June 11, 2013. He was voted in for a two-year term as Council President by the newly sworn in Municipal Council on July 1, 2013. Originally elected via a special election on November 8, 2011, he was sworn in on November 21, 2011, becoming the first Asian American in the history of Jersey City to serve on the Municipal Council.

Council President Lavarro grew up in the Greenville section of Jersey City where he still resides with his wife and child. He is the son of doctors Rizalina and Rolando Lavarro, Sr., who immigrated in the late 1960s to the United States from the Philippines. After attending St. Paul’s Grammar School in Greenville, Rolando graduated from St. Peter’s Preparatory High School in downtown Jersey City. He went on to earn his Bachelor of Science in Marketing from New York University’s Leonard Stern School of Business.

Prior to serving on the City Council, Rolando was the Director of Constituent Services for Assemblyman (now State Senator) Robert Gordon in New Jersey’s 38th Legislative District and was an Aide to Councilwoman Mary Donnelly in Jersey City’s Ward B. For a decade, he worked with World Education Services, helping immigrants and foreign students to transition to the United States by providing evaluations of foreign academic credentials.

Rolando is Chair of the Jersey City Redevelopment Agency Board and Chairperson of the Jersey City Municipal Alliance to Combat Alcoholism and Drug Abuse.

Councilman Lavarro is committed to building coalitions and working with diverse groups and organizations in the community. His legislative priorities include crime and public safety and implementing a city budget that prioritizes the needs of Jersey City residents, businesses, and stakeholders.

Eugene T. Paolino is a Partner in the Firm's Jersey City, NJ office and a member of the Land Use & Approvals, Commercial Real Estate & Redevelopment, Corporate Law & Business Transactions, and Complex Commercial Litigation Practice Groups as well as the Land Development, Education and Real Estate Industry Groups. A Jersey City native, Mr. Paolino has practiced law in New Jersey for more than four decades. Mr. Paolino serves as General Counsel to Saint Peter’s University. He was Assistant Corporation Counsel to the City of Jersey City and Special Environmental Counsel to the City of Hoboken. In addition to his robust commercial real estate law and development practice, Mr. Paolino has significant litigation experience, having argued complex contract disputes and corporate claims at every level in the trial and appellate courts.
