A founding principal of Stonebridge, Douglas Firstenberg directs firmwide strategic planning, oversees landmark development projects, and plays a key role in major transaction negotiations. Under his leadership, Stonebridge has developed several of the region’s most innovative and successful urban mixed-use properties, including breakthrough transit-oriented developments and public/private initiatives.

Mr. Firstenberg has more than thirty-five years of real estate industry experience, leading complex development projects totaling more than 10 million square feet and $4 billion in value. Mr. Firstenberg started his career with K.S. Sweet Associates, a Philadelphia-based real estate and investment firm where he was named partner. In 1993, he co-founded Stonebridge Associates in Washington, D.C., and led the transformation of the firm into an urban infill mixed-use developer. Mr. Firstenberg graduated from Duke University with a Bachelor of Arts and currently serves in leadership roles of several industry and charitable organizations.

Kristi Smith serves as the Executive Vice President, Development, of JBG SMITH. Ms. Smith has over 15

years of real estate development and investment experience. She oversees a development portfolio

consisting of DC and MD office and residential projects and has overseen two large GSA build-to- suit

projects in Rockville, MD. Prior to joining JBG SMITH in 2010, Ms. Smith was with CIM Group as an

Investments Associate.  She also worked at Clark Realty Capital as a Development Executive. Ms. Smith

is a NAIOP DC l MD board member and sits on its Leadership Committee. She is also a board member of

DCBIA, Friends of White Flint, and the White Flint Sector Plan Implementation Advisory Committee. Ms.

Smith holds a B.S. in Commerce, The McIntire School of Commerce at The University of Virginia and an

M.B.A. with Distinction, Kellogg School of Management at Northwestern University.

Chris Weilminster

Mr. Weilminster is Executive Vice President - President of Mixed-Use Division for Federal Realty Investment Trust. In this capacity, Mr. Weilminster is responsible for directing the overall strategy and day to day operations and leasing of the Trust’s 4.4M+ mixed-use portfolio. In addition, he is responsible for identifying hotel and office partners for Federal Realty's mixed-use projects. Mr. Weilminster also serves as a member of the Trust's Executive Committee and Investment Committee.

Mr. Weilminster joined the Trust in 1990 as a small shop-leasing associate with primary responsibility for the Trust's Washington, D.C. area properties. In 1996, he was promoted to Anchor Tenant Leasing. He was promoted to Vice President-Anchor Tenant Leasing in 2000, Senior Vice President-Leasing in 2005, Executive Vice President in January 2015 and then promoted to President of the Mixed-Use Division in 2016.

Mr. Weilminster completed graduate work in Real Estate Development at Johns Hopkins University and earned his Bachelor of Science degree in Finance and Marketing from Syracuse University. He is an active member of the Urban Land Institute, serving on their CRC Green Council, and the International Council of Shopping Centers. He has been a guest lecturer for real estate at several universities including Syracuse University and the University of Miami. Mr. Weilminster is an Advisory Board member for Neediest Kids, a program of the National Center for Children and Families and a member of the MRED Advisory Board at the University of Miami.

Heather Dlhopolsky

Heather Dlhopolsky is a Partner in the Firm’s Land Use/Zoning Practice as well as the Practice Group's Chair. Heather also serves on the Firm’s Management Committee, and chairs the Firm’s Marketing Committee.

She works on all matters of land use/zoning issues for projects including mixed-use, multi-family, and commercial properties. Her clients have included commercial and multi-family developers, institutions, and churches, among others. Her practice covers Montgomery, Prince George’s, and Charles counties and their municipalities, where she interacts extensively with local government entities, including the Montgomery County and Prince George’s County Planning Boards and County Councils, Charles County Planning Commission and County Commissioners, Montgomery County Board of Appeals and Hearing Examiner, Montgomery County and Prince George’s County circuit courts, Montgomery District Court, Rockville Planning Commission, and various city councils and mayors’ offices. She also has in-depth knowledge of and experience with the planning departments and permitting agencies in these jurisdictions.

Aside from her leadership positions at the Firm, Heather is on the Board of the Bethesda Urban Partnership, a member of the NAIOP Leadership Committee for Montgomery County, and active with the Urban Land Institute, among other business and community organizations.

Mr. Oliver T. Carr, III has been the President and Chief Executive Officer at Carr Properties Holdings LP since 2004. Mr. Carr co-founded Carr Capital Corporation in 1994 and served as its President and Chief Executive Officer until 2005. He was responsible for managing Carr Capital, and led managing major acquisitions and financial transactions at the firm. Mr. Carr served as a Director of WashingtonFirst Bankshares, Inc. and its subsidiary WashingtonFirst Bank from December 2012 to May 17, 2013. He served as an Independent Director of Alliance Bankshares Corporation since July 2007. Mr. Carr served as a Director of Alliance Bank Corporation since August 15, 2007 and Alliance Bankshares Corporation since July 2007. He received Master of Science in Real Estate Development from the Massachusetts Institute of Technology in 1992 and his Bachelor of Arts in Urban Studies, with a concentration in Economics, from Trinity College in 1987.

Consagra has over 25 years of banking experience and has served in various roles, including Executive Vice President and Chief Financial Officer of United Bank. Prior to joining United, he served as both Treasurer and Director of George Mason Bankshares, Inc., and Executive Vice President of George Mason Bank. Prior to joining George Mason Bank, he worked as a Certified Public Accountant.

Pat Harris is a partner and the chair of Lerch Early’s land use practice group. She has significant experience securing approvals for mixed-use, transit-oriented development in Bethesda as well as other transit station areas along the Red Line in Montgomery County, Maryland. Pat represents clients before planning boards, government agencies, and elected officials in pursuing approvals of site plans, special exceptions, subdivisions, rezonings, and zoning text amendments; obtaining beneficial master plan recommendations; and securing building permits. Adam K. Bernstein is the President and CEO of The Bernstein Companies (TBC) a third-generation, 80 year-old Washington, D.C.-based real estate firm.

Since becoming President in 1997, Mr. Bernstein has led the strategic growth of the company into a diversified organization with expertise across asset classes where TBC invests in, develops, and operates office, hotel and multi-family properties. TBC has had direct ownership interest in transactions totaling over $3 billion, both through institutional investment funds and its own private portfolio. In addition, the company has built a structured financed group that

focuses on tax credit syndication and project finance for community development projects nationwide. In 2017, Adam led a successful campaign and TBC with its partner Boston Properties was awarded and finalized the transaction to build and lease Marriott International’s global headquarters which will be approximately 1 million sqft in total including a flagship hotel owned by TBC in downtown Bethesda, MD. Adam earned his Bachelor of Science degree from The Wharton School in 1985 and remains actively involved in the university. Mr. Otteni holds a Bachelor of Science in Commerce from the University of Virginia and

a Master of Business Administration with a concentration in Real Estate from the Kenan-

Flagler Business School at the University of North Carolina. He joined Boston Properties

in 2000 upon his graduation from KFBS, and has since taken on increasingly complex

roles in the development of the company’s projects. As a Senior Vice President in the

Development department in Washington, DC, Pete has direct responsibility for all aspects

of development, acquisition and disposition projects throughout the greater DC region,

including acquisition/land acquisition, financing, entitlement, design, construction, and

leasing. Since joining Boston Properties, Mr. Otteni has managed or been directly

involved with over 4.5 million square feet of completed or in process development.

Jim Young currently serves as Marriott International’s Vice President of Corporate Facilities,

Services and Real Estate. He has represented the company’s local interests in traffic,

sustainability, and energy issues by working with local and state government agencies. He

assumes leadership for the company’s sustainable initiatives at Headquarters and among the

numerous progressive and inventive programs he has implemented the most significant is the

achievement of LEED-EB Gold certification from the US Green Building Council (USGBC). His

organization of 185 people provides a safe, comfortable and productive environment for over

3,500 associates working in over one million square feet at Marriott’s Headquarters’ campus

just outside Washington, DC. Currently, much of his energy and attention is focused on

transforming Marriott’s workplace to match the changing landscape, technology and workforce

of the next 20 years. He remains actively engaged in all facets of Marriott’s plans to relocate to

a new corporate headquarters to be located in Bethesda, MD in 2022.

Jim first joined Marriott in 1983 and for the next 20 years worked in hotel operations for

Marriott as well as several Marriott franchisees and competitors. He has experience in the full

service, limited service and conference center segments of the industry. With degrees in

education and business, prior to working in the hospitality industry Jim has experience

teaching, in construction, and in the consumer products distribution industry. He returned to

Marriott in 2003 in his current capacity. Jim serves on several economic and traffic advisory

councils including the County Executive’s Economic Advisory Group and is currently the

Immediate Past Chair of the Montgomery County Chamber of Commerce. Jim also currently

serves on the Board of Imagination Stage, Strathmore, and the Executive Board of the National

Capital Area Boy Scouts of America.
