Loudoun County Board of Supervisors

Phyllis J. Randall was elected Chair At-Large of the Loudoun County Board of Supervisors in

November 2015 and reelected in November 2019. Her election was historic as she became the

first person of color in Virginia’s history to be an elected chair of a county Board.

As Loudoun’s Chair At-Large, she represents Loudoun on various regional, state, and national

bodies including, Chair of the full Northern Virginia Transportation Authority (NVTA) and Chair of

the NVTA Governance and Personnel Committee.  She also currently serves as a member of

the National Association of Counties (NACo) Health and Human Resources Committee and

founding member of the (NACo) Economic Mobility Leadership Network, a member of the

Virginia Association of Counties Health and Human Resources sub-committee and a member of

The Washington Metropolitan Council of Governments (COG) Board of Directors, Human

Services and Public Safety Policy Committee, Regional Forward Coalition, and DC Statehood

sub-committee.

Chair Randall also serves on the Board of Supervisors’ Finance/Government Operations and

Economic Development Committee and the Transportation and Land Use Committee.

In June of 2018, Chair Randall was selected as one of only twenty-five women in the country to

be included in the 2019 class of Governing Magazine’s Women in Government Leadership

Program. In addition, in 2018, 2019, 2020 and 2021, the citizens of Loudoun County voted Chair

Randall Favorite Public Official, an honor which she is most humbled by and proud of.

From 2009-2011, Chair Randall served as Chair of Virginia’s Fair Housing Board under former

Governors Tim Kaine and Bob McDonnell. From 2014 to June of 2018, she served as Chair of

Virginia’s State Board of Corrections under Governor Terry McAuliffe.

By profession, Chair Randall is a mental health therapist, with substance dependence as her

emphasis area. She has worked with justice-involved populations, both in and out of

incarcerated settings, a career she has enjoyed for over 20 years.

She and her husband Thaddeus (T.W.) have lived in Loudoun since 2003, and are the proud

parents of two sons, Ashon and Aaron.

Taylor O. Chess is Senior Manager Director, Development for Peterson Companies and serves on the Company’s Investment Committee. Taylor has developed retail projects valued over $250 million. He is a visionary, known for spotting acquisition opportunities, imagining the possibilities, divesting of property, acquiring land, and building joint ventures.

Taylor has been instrumental in leading the company’s expansion into new ventures and development and looks at all disciplines of real estate to find the best use based on market conditions and social and economic changes.

Prior to Peterson Companies Taylor was Senior Vice President, Investments at Regency Centers where he established the Mid-Atlantic and Northeast offices. During his eight years, he developed 11 centers valued at approximately $660 million and assisted in the acquisition of 140 centers.

Taylor studied at California State University, Northridge. He serves on numerous philanthropic boards and committees including Joe Gibb’s Youth For Tomorrow, Fairfax County Sports Tourism Tax Force and mentors real estate students through ULI’s mentoring programs. He was recently appointed by Gov. Glenn Youngkin as a member of the Metropolitan Washington Airports Authority board of directors to help establish policy and provide direction to management for the operation of Dulles International and Reagan National Airports and the Dulles Toll Road. He served as ICSC’s State Director of Maryland, Washington D.C. and Virginia and has been a guest speaker for the GWU Real Estate Program.

FUN FACT: While studying in California Taylor tried his hand at Hollywood and landed roles in popular television shows and movies like Dynasty, Matlock, Solid Gold and Space Balls to name a few.

FAVORITE PROJECT: Creating new development opportunities. Once he’s achieved a goal, he looks forward to the next big thing.

James Policaro has more than 25 years of experience in the commercial real estate industry, and is currently Senior Vice President of Development for Lerner Enterprises. Mr. Policaro is a founding member of the Tysons Partnership, and is responsible for the development of numerous mixed-use projects within Lerner’s portfolio, including The Corporate Office Centre at Tysons II.

Peter Crowley is a design leader and visionary of master planning and urban design projects across the

globe. A storyteller at heart, Peter connects the story of a place to its design by understanding the client

and their vision, then seamlessly blending it with the character of the land and the context of the place. He

believes placemaking is the best way to connect with users and keep them coming back.

By creating a satisfying design narrative of story

behind the place, the nature of the brand may be

communicated to the public. This approach results in

creating uniquely branded places easily identifi able

to their users. Currently, Peter is collaborating on

teams designing over 15 million square feet of

redevelopment along the Tysons corridor and Reston

Silver Metro line in Northern Virginia.

Peter established LandDesign’s Washington, D.C.

offi ce in 1983 and is a partner and former president

of the fi rm. As a design leader, he participates

in multi-disciplinary teams domestically and

internationally with the objective to create a balance

between design aspiration and market forces.

Peter is recognized by his peers as an industry thought leader and frequently participates in national

planning studies for the Urban Land Institute. He acts as an advocate to align client needs with market

conditions, to bring stakeholders together, to embrace and sustain the environment and to differentiate

places by engaging users through the unique story of place. His dedication to creating memorable space

and developing community through design has been an integral part of the fi rm’s development and the

marketable success of his clients. Peter has used his design skills to craft a wide variety of compelling

projects involving town planning, urban infi ll, mixed use, international resort and master planned communities.

Buddy Rizer serves as the Executive Director for economic development in Loudoun County, Virginia,

which was named the 2021 Economic Development Organization of the Year by the International

Economic Development Council. He leads the agency responsible for encouraging growth and

developing relationships with Loudoun’s business community in both the commercial and agricultural-

based business sectors. During his tenure, Rizer and his team have attracted more than $65 billion in

new commercial investment and more than 60 thousand new jobs. During this time, the growth in the

commercial based has helped lower the tax rate in Loudoun by more than 48 cents on the dollar, saving

residents thousands of dollars annually on their tax bill.

Mr. Rizer has been named a Tech Titan eight times by Washingtonian Magazine (2017 – 2024), one of

the 50 most influential Virginians six times by Virginia Business Magazine (2018 – 2023), a five-time

member of Virginia’s Power 500 (2020 – 2024), and three times named to the Washington Business

Journal’s Power 100 as one of the most influential businesspeople in Washington, DC (2020, 2022,

2023). In 2024, he was named as one of the 50 most influential people in Northern Virginia by Northern

Virginia Magazine.

Mr. Rizer is a Certified Economic Developer (CEcD), a certified Entrepreneurship Development

Professional (EDP), has a master’s in business administration/economics from Longwood University and

is a graduate of Virginia Tech's Local Government Management Graduate Program.

TRINITY Group Construction, Inc. Known for his years of expertise in areas such as office buildings, high-

tech facilities, industrial and R&D buildings, tenant fit-out facilities, retail centers, and preconstruction

services, Flip’s quality of work paid off for TRINITY, and more and more clients began to entrust the

company with their multimillion dollar projects. Before its second year of operation, the company was

awarded a $23 million project, and shortly thereafter, a $20 million build-to-suit facility, along with its

An Alexandria native and Falls Church resident, Andrew has cultivated a unique set of skills, knowledge, relationships, and expertise in

the transactional aspects of real estate law. He has represented clients in 16 Virginia localities, from Arlington County to Winchester, and

specializesin securing zoning approvals and providing counselto residential,commercial, and industrial developers and landowners, advises

clients on all aspects of the land entitlement process and real estate matters, and frequently appears before planning commissions, town

and city councils,county boards of supervisors, localcitizen groups, boards of architecturalreview, and civic and homeowners associations.

Prior to joining The Land Lawyers in 2007, Andrew worked for two members of the Fairfax County Board of Supervisors, the County

Administrator of Caroline County, Virginia, and former Virginia Governor (now U.S. Senator) Mark Warner. In 2004, Andrew worked

for McGuireWoods Consulting, identifying business expansion opportunities and conducting comprehensive studies for public safety,

education, and transportation construction companies across thecommonwealth.

Andrew is an adjunct professor and teaches classes in political science, urban history, historic preservation, and city and regional planning

at the University of Richmond and the University of Mary Washington. He also leads courses for public and private civil engineers on the

land use entitlement process at the Engineers & Surveyors Institute to improve the quality of their plans and the process by which they are

approved.Having studiedNorthern Virginia’s geography and chronicled itsland development history, Andrew’sextensive knowledge of the

region has played a significant role in assisting clients and navigating issues related to development patterns, transportation concerns, and

environmentalchallenges in multiplejurisdictions.
