Patrick M. Appleby, a veteran of WinnCompanies for more than two decades, serves as President of both WinnResidential and WinnResidential Military Housing Services. In this role, he is responsible for directing the property management operations for the 100,000 apartments in the company's owned and managed portfolio, including more than 40,000 homes managed under the Military Housing Privatization Initiative (MHPI).

He assumed responsibility for all of WinnResidential operations in 22 states and the District of Columbia after serving for 16 years as the executive in charge of privatized military housing managed through the company's joint venture with Lendlease.

A member of WinnCompanies senior leadership team, Mr. Appleby also has strong prior experience in the market rate, affordable and tax credit housing fields.

Prior to joining WinnCompanies in 1999, Mr. Appleby was a Principal at Boston Financial/Lendlease Residential, where he was responsible for a diverse portfolio of more than 6,000 apartment homes. In this role, Mr. Appleby also tracked operational results, explored ancillary revenue opportunities and implemented efficient procurement practices for the company’s entire portfolio of more than 40,000 apartment homes.

Mr. Appleby has served on the Military Housing Committee of the National Apartment Association (NAA) since its inception and was previously a member of the NAA’s Apartment Careers Committee. He currently serves on the Board or Directors of the NAA Education Institute (NAAEI)

He is a Certified Property Manager with the Institute of Real Estate Management (IREM), as well as a Certified Specialist in Housing Credit Management (SHCM) with the National Affordable Housing Management Association (NAHMA).

JoLynn Scotch

As Managing Director of Operations, JoLynn Scotch oversees operations for Bozzuto in Florida, Georgia, Virginia, Washington, D.C., Maryland and Illinois; an apartment portfolio of over 40,000 units across 127 properties and 1.3 million retail square feet. JoLynn works in conjunction with the executive team to drive performance at the property level, and provides strategic support to her team, clients, and business development initiatives.

Prior to her promotion, JoLynn served as a Senior Vice President where she oversaw a portfolio of over 10,000 units, representing more than 50 properties in the Chicago and Washington, D.C. metro areas. JoLynn has worked in the property management industry for 30 years and has overseen the successful lease-up of several of the most prominent luxury apartment buildings along the East Coast. Prior to joining Bozzuto, she held several positions during her nine-year tenure with Archstone-Smith both in East and West Coast markets.

Called a “Startup Hero” by North Carolina Business Magazine and a maverick and mold breaker by SouthPark Magazine, Chris has written 9 books, and is an Adjunct Professor of Entrepreneurship and Innovation at UNC – Charlotte and Queens University of Charlotte. Chris serves on the board of four startups and advisor three other Charlotte based companies. Chris travels the country speaking on the topics of startup success, innovation, entrepreneurship, sales, technology, and automation.

Chris began working at AvidXchange in 2000 as one of its earliest employees. AvidXchange, a global unicorn with a +$1 billion valuation, is one of the fastest growing fintech companies in the country with 1,300 employees across seven offices.

Chris has been on a journey to prefect a message that resonates and motivates audience since he was 18 years old. “My dad had me read the book, See You At The Top, by Zig Ziglar. Robby Mailatyar

Robby Mailatyar is Senior Managing Director of Real Estate for Greystar, with responsibility for the management and national oversight of the conventional owned assets. Since joining Greystar in 2007, Robby has held roles as operations and financial analyst supporting the Houston area, regional property manager, and senior director in development and new construction. Leading up to his current role he assumed leadership responsibility for the Midwest division, where he played a critical role in stabilizing and growing the company’s Midwest business. Active in the multifamily industry since 2005, Robby is experienced in high-rise, mid-rise, and garden-style assets, and has worked with numerous institutional owners including Goldman Sachs, RREEF, Howard Hughes, CROW, Blackrock, Intercontinental, and ST Residential.

His knowledge in management, investment, and development has been instrumental to the operations team, and his analyst skills, oversight capabilities, and innovative thinking have created increased property values in targeted markets. Robby holds Texas and Minnesota real estate licenses and a certified residential manager designation through the Minnesota Multi Housing Association.

Carlo A. Scissura, Esq. is President & CEO of the New York Building Congress, a position he has held since January 2017.

The New York Building Congress is a broad-based membership association committed to promoting the growth and success of the construction industry in New York City and its environs. The organization – which includes members from across the building community – provides a unique forum to advance an industry-wide agenda focusing on economic and infrastructure investment, job creation, and professional exchange.

Carlo and his team have spurred tremendous growth at the Building Congress. With record membership, increased visibility across the five boroughs and the entire region, and a focus on securing infrastructure investment from the city, state and federal levels of government, the Building Congress is stronger and more influential than ever.

Prior to joining the Building Congress, Carlo was President & CEO of the Brooklyn Chamber of Commerce. Under Carlo’s leadership, the Chamber became one of New York’s largest business advocacy and economic development organizations, and its membership grew by more than 200 percent to over 2,200 members. During this historic period of growth, the Chamber’s efforts were widely recognized as creating national models for business development, outreach and technical assistance, and regional branding.

Carlo served both as Chief of Staff and General Counsel to Brooklyn Borough President Marty Markowitz for nearly five years before leading the Brooklyn Chamber. During his tenure, he restructured operations at Borough Hall and served as senior advisor to the Borough President. He focused on driving the borough’s economic development agenda, working closely with the Mayor’s Office, City Council, and Economic Development Corporation (EDC), and served on the Boards of EDC, the Brooklyn Navy Yard Development Corporation and Brooklyn Public Library.

A graduate of both Pace University and Pace Law School, Carlo owned a thriving solo practice law firm in Dyker Heights prior to joining the Borough President’s Office. He previously served on the staffs of State Senator Vincent Gentile and Assemblyman Peter Abbate.

Carlo is the President of the Federation of Italian-American Organizations, where he has spearheaded the building of the new Italian Cultural and Community Center in Brooklyn. He is a member of the Boards of the Brooklyn Navy Yard Development Corp., The New York City Regional Economic Development Council, ACE Mentorship, Salvadori Center and the Friends of the BQX. Carlo is a former member of Community Board 11 in Brooklyn and the District 20 School Board and Community Education Council. Carlo is currently Chair of the Brooklyn-Queens Expressway redevelopment panel, tasked with evaluating options for the replacement of the aging highway from the Atlantic Avenue interchange to Sands Street in Brooklyn. Carlo has also received numerous honors and awards for his work.

Born and raised in Bensonhurst, Carlo is a lifelong Brooklyn resident. He currently lives in Bay Ridge, Brooklyn with his daughter, Teresa Rose.
