Lisa Gutierrez is a Senior Vice President at U.S. Bancorp Impact Finance where she serves as the Director of Business Development for Affordable Housing. In this role, Lisa leads the affordable housing equity, debt, and multi-investor funds originations teams, nationally. Her expertise includes managing low-income housing tax credit (LIHTC) and tax-exempt bond business development efforts. Lisa specializes in all types of multifamily housing finance including: LIHTC, tax-exempt bonds, mixed income, market rate and various state and local programs.

Lisa has been with U.S. Bank since 2006, all of which has been in the Affordable Multifamily Housing finance space. As a graduate of California State University Sacramento, B.A. in Public Relations, Lisa is active in the LIHTC industry and currently serves as the board chair for the Housing Trust of Silicon Valley, and board member of the California Housing Consortium, and National Association of Affordable Housing (NAAHL), and past board chair of California Community Reinvestment Corporation (CCRC).

In 2023, Lisa was inducted into California Housing Consortium's Housing Hall of Fame. She was also recognized by Women We Admire as one of Sacramento's notable women leaders in both 2025 and 2026. Lisa has been named three times to U.S. Bank's Legends of Possible, the company's highest honor for top performers.

Mindy Rex

Mindy Rex has been Chief Operating Officer for The Pacific Companies since 2013, prior to which she was a Vice President and a leading originator for Wells Fargo’s Community Lending and Investment Group for eight years. At TPC she oversees all development activities from application award until stabilized occupancy. Her primary focus is deal structuring and leading TPC’s development and construction teams through the initial financing closing at a pace of 12-18 executions per year. In addition to standard tax credit equity, construction and perm loans/bonds, and numerous public resources such as HOME, CDBG, and USDA, Mindy has personally overseen private capital raises in excess of $200 million for TPC’s pipeline of affordable and market rate housing developments.

Beth Mullen

Beth Mullen is CohnReznick's Affordable Housing Industry Leader. She is also a member of the Firm’s Tax Practice Executive Committee. She has more than 25 years of experience providing consulting, tax, and accounting services to real estate owners and developers and the community redevelopment industry.

Beth has been involved with the low-income housing tax credit (LIHTC) program since its inception and has provided consulting services to developers, state credit agencies, and investors. A significant portion of her time is devoted to helping put deals together by structuring public/private partnerships that are financed in part by the LIHTC, federal and state historic tax credit programs, the federal New Markets Tax Credit Program, energy tax credits, and historic rehabilitation tax credits. She manages the CohnReznick tax requirements for private corporate funds and publicly syndicated LIHTC partnerships comprising several billion dollars in invested assets.

Her clients value her unique ability to interrelate tax credit regulations and compliance requirements, financial reporting under Securities Acts law and compliance, and cost certification reporting requirements enumerated by HUD and state housing agencies. Beth assists her clients during the development stages of their properties bringing the foresight necessary in dealing with the competing interests of the developer, lenders, investors and regulatory authorities.

Beth is involved on an ongoing basis in upgrading CohnReznick’s state of the art financial analysis model that is used to structure transactions. She assists clients with tax planning and research and any necessary correspondence with the Internal Revenue Service and state taxing authorities. She is responsible for the Firm’s tax quality control review of all tax returns for owners of affordable housing. Beth is an industry spokesperson and a frequently invited speaker at national and local industry trade conferences. She teaches internal and external courses on low-income, New Markets, and historic tax credits and has published articles in several trade magazines.

Mark Dean

Mark Dean is Head of Affordable Production at NewPoint Real Estate Capital. He is responsible for expanding the reach of NewPoint’s rapidly growing Affordable Housing Platform and leading the team offering affordable housing developers and providers access to NewPoint’s unrivaled suite of Agency, HUD/FHA and Proprietary lending solutions for the creation and preservation of affordable housing nationwide. Dean has nearly 40 years of experience providing investment and mortgage banking services to real estate firms. He spent much of his career at affordable specialist Citi Community Capital

(formerly Newman & Associates), where he retired in 2020 after 22 years of serving as Managing Director and Head of Production. During his tenure, Citi Community Capital grew to become the largest affordable housing lender in the nation, closing $7 billion in lending volume in 2020. Prior to Citi, Dean served in various positions at U.S. Bank, including running the Western Region Public Finance group. Dean holds a Bachelor of Arts in Finance from Washington State University.
