Ryan Combs joined the JPI team as senior vice president of affordable housing after an extensive success record in property development, construction and community outreach. Combs specializes in the development of affordable housing communities. He is responsible for new business development related to affordable workforce and senior living multifamily communities. Combs manages all aspects of affordable site selection, local government and community relations, due diligence, and final approval processes.

Angela is a Senior Managing Director in the Dallas office of JLL Capital Markets, Americas, focusing on Affordable Multihousing. She joined JLL in February 2022 as a strategic leader to grow this important market segment.

Prior to joining JLL, Angela was with Fannie Mae for 17 years where most recently she served as Senior Director of Affordable Housing and led the team to successive

record-breaking production volumes. In this position, she determined production

strategy and managed deliveries from Fannie Mae’s nationwide network of lenders.

Her team focused on properties with recorded rent and/or income restrictions or other affordability characteristics.

Before joining Fannie Mae in 2004, Angela worked for Bank of America, providing

construction financing for affordable multifamily properties. She also worked for

AIG/SunAmerica Affordable Housing Partners structuring equity investments in Low

Income Housing Tax Credit properties.

Angela was recognized by Affordable Housing Finance as an industry catalyst and

was named one of AHF’s 2016 Young Leaders. She has served on the board of the

Central Arlington Housing Development Corporation and as an officer on the board of the North Texas Housing Coalition.

Hugh Cobb

Hugh A. Cobb is the Principal of Asset Living. Asset Living is a 3 rd party real estate management firm, with offices in Dallas, Houston, Denver, Phoenix, Atlanta, and district offices in over 40 states. Founded in 1986, Asset Living holds an NMHC (National Multihousing Council) Ranking of ”4th Largest” with a growing portfolio of 1,000 properties and 175,000 units, conventional, student B2R, senior and affordable properties. Mr. Cobb was the 2021 President of the Texas Apartment Association, with over 12,000 members, and the Past President of the Apartment Association of Greater Dallas. He is Vice President-at Large of the National Apartment Association. Hugh was appointed by President Ronald Reagan in 1984, to serve The White House in Washington D.C. Hugh earned a Bachelor of Business Administration (Dean’s List) from Texas Wesleyan University in 1983. Mr. Cobb has over 30 years of real estate experience including management, brokerage, new construction, lending, and investment. Mr. Cobb is a Certified Property Manager® (CPM).

Hector Zuniga is a 20+ year real estate professional whose work experience includes capital origination, asset & fund management, project & construction management, land development, acquisitions/dispositions, and other areas real estate finance in all commercial real estate asset classes. He has been directly involved in more than $2.5 Billion in real estate asset capital transactions in both the U.S. and Mexico. Since 2011 Hector has been involved in the Affordable Housing industry originally managing a $350 Million Portfolio of Federal Housing Tax Credit Equity investments comprising nearly 10,000 affordable housing units while at Wentwood Capital Advisors. Hector joined KeyBank in early 2018 as a Community Development Lending Balance Sheet Loan Originator and currently serves as a Senior Banker on Key’s Commercial Mortgage Banking Group, specifically arranging permanent debt capital for Targeted Affordable Housing projects. Hector has originated more than $750MM in debt capital for affordable housing communities across the country consisting of both LIHTC and non-LIHTC transactions.
