Law Firm Relocating From Downtown To Washington Harbour

Groom Law Group has inked a lease at one of the city’s most iconic office properties on Georgetown’s waterfront.

The firm is taking 39K SF at Washington Harbour, which spans more than half a million square feet along the Potomac River, Bisnow has learned. JLL's brokers represented the landlord and tenant.

Groom plans to move in late 2027 to a portion of the 107K SF that Kelley Drye & Warren is leaving behind in its move to The Wharf later this year.

It is moving from roughly the same square footage at Grosvenor’s 1701 Pennsylvania Ave. NW, according to JLL Senior Vice President Mac Hall.

Hall said the “vibrancy” of the Georgetown submarket was a big draw for the firm.

“From the views to the investment in the building to countless neighborhood amenities like the newly opened River Club, this is a vibrant and spectacular location for our firm to continue to lead the country’s benefits, retirement and healthcare law practice for generations to come,” Groom Executive Principal Christine Keller said in JLL’s release. 

The Washington Harbour complex at 3000 and 3050 K St. NW has stood as the waterfront entrance to Georgetown since 1986. Its owner since 2018, Global Holdings Group — founded by Israeli billionaire Eyal Ofer — completed a $10M upgrade last year that added spec suites and a fourth-floor conference center.

“Making the proper investments is something we can control,” Hall said. “Our building is a little bit older, but the neighborhood and the other characteristics that you can't build are just great for us, and I think that helps really attracting these tenants.”

Over the past year, six other office tenants totaling nearly 34K SF — including TD Cowen, law firm Foster Garvey PC, Martek Global Services and iDiscovery Solutions — have either signed onto or moved into Washington Harbour. The property is now 87% leased.

Hall said the property is getting “Class A-plus” rents ranging from $60 per SF to the high $70s.

Class-A rents in D.C. averaged $73.21 per SF in the first quarter of the year, according to JLL’s office report.

“When you're getting a suite with those water views, we are demanding pretty top-of-the-market rents here,” Hall said.
