  Kate Gallego

  Mayor Kate Gallego is the second elected female Mayor in Phoenix history and the youngest big city Mayor in the United States. She graduated from Harvard University and earned an MBA from the Wharton School of Business at the University of Pennsylvania. Before being elected to Phoenix City Council, Mayor Gallego worked on Economic Development for local utility company, Salt River Project. Mayor Gallego has focused on three key policy areas during her time in office: diversifying the economy, strengthening infrastructure investment, and working to make Phoenix a leader in sustainability. Her record of proven results includes leading the campaign to pass Phoenix's citywide transportation plan through 2050, which was the largest local government commitment to transportation infrastructure in the country when it passed in 2015. She has led efforts on criminal justice reform and ensuring equal pay for equal work. Mayor Gallego is passionate about building a Phoenix that works for everyone and increasing the quality of life for all Phoenicians. Phoenix is the fifth largest city in the United States and is currently the fastest growing city in the country.

  Chris Loeffler has served as the CEO and Chairman of Caliber’s Board of Directors since its inception. As CEO, Chris directs and executes global strategy, oversees investments and fund management, and contributes to private and public capital formation. As a Co-Founder, Chris took an early role in forming the Company’s financial and operational infrastructure and navigating the vertical integration of all real estate and investment services. Prior to forming Caliber, Chris served as an Assurance Associate at PwC in Phoenix, Arizona, completing public company audits, developing control systems, and completing several acquisition or sale transactions. Some of Chris' clients included Honeywell International, Inc., CSK Auto Inc., Verizon Communications, Inc., Republic Services, Inc., Car Wash Partners, Inc., and the Arizona Diamondbacks. Chris earned a Bachelor of Science degree in business administration with a concentration in accounting from California Polytechnic State University, San Luis Obispo.   Terry Goddard

  Terry Goddard served as Mayor of Phoenix from 1984 to 1990. He was elected Arizona Attorney General twice in 2002 and 2006 and is currently starting his third term as an elected director and Board President of the Central Arizona Project. Terry’s terms as Mayor were dedicated to opening the planning process to citizen input through the Phoenix Futures Forum and empowering the Village Planning Committees. He led the effort to establish the first Phoenix homeless facility (CASS), the Historic Preservation Commission and the Arts Commission (now known as the Phoenix Arts and Culture Commission) and the One Percent for Art program; kick started the resurgence of downtown Phoenix and led the way for regional rapid transit. He was elected President of the National League of Cities and named Municipal Leader of the Year in 1988. After service as mayor, Terry taught a graduate course on urban planning with an emphasis on neighborhood preservation and downtown revitalization at the ASU College of Architecture and Urban Design. As Arizona Attorney General (2003-2011), Terry focused on protecting consumers and fighting trans-national organized crime. He led the Arizona effort against international money laundering and brought the polygamous sects in Northern Arizona and Utah under the rule of law. In 2010, he received the Kelly-Wyman Award, the highest recognition given by the state attorneys general. For the past 6 years, he has taught a course on the law of state attorneys general at ASU College of Law. Starting in 2016, Terry led an initiative effort to abolish dark money in Arizona elections. In 2022, 72% of Arizona voters approved Prop 211. An Arizona native, Terry is a graduate of Harvard College and ASU College of Law. He retired from the US Naval Reserve as a Commander and lives in downtown Phoenix with his wife Monica. Terry is currently engaged in repurposing an historic church as a community asset.

  I have 24 years of City of Phoenix service, in addition to 16 years of enforcing and applying Zoning Ordinances, City Codes, Building Codes, policies and regulations. I have served in multiple roles in the Planning and Development Department as a Chief, Senior and Engineering Technician, Construction Permit Specialist, Planner I, Planner II, Project Manager and Planner III. I have gained a broad experience interpreting building code and projects subject to complex federal, state and local rules, communicating with residents, and management. I have served as the Light Rail Liaison to support the Light Rail Administrator in the City Manager’s Office and have managed various projects and programs in multiple areas including urban economic development, commercial development, transportation development and business assistance. I have a Bachelor of Science degree in Public Service and Public Policy from Arizona State University and bring supervisory, organizational skills, and a dedication to customer service that will complement the strengths in my new role as a Program Manager in the Planning and Development Department, Office of Customer Advocacy.   Brian Cassidy, AIA is the President of CCBG Architects, Inc. with studios in downtown Phoenix and San Diego. He has been involved in many adaptive reuse, and mixed-use high-density housing projects in greater Phoenix, including more than 12,000 new apartment units. This work includes a diverse body of warehouse renovations that are breathing new life into our city. Brian passionately advocates to build Phoenix into a world class city in which to live, work, worship and play. He is a graduate of Arizona State University, and is the Chair of the Phoenix Warehouse District Council, which promotes and brands the District in concert with a series of creative volunteers and businesses.

  Joshua began his career in commercial real estate in 2004, and it wasn’t long before his headstrong attitude allowed him to forge ahead and start SimonCRE in 2010, during some of the toughest economic times. As Founder and CEO, Joshua leads the company’s growth strategy while directing the daily operations. He carries the torch for a team committed to developing projects that benefit clients and the communities they serve. SimonCRE develops properties all across the country. To date, the company has completed more than 295 projects across 23 states, equaling a total value of more than $1.222 billion. He applies his boundless energy toward supporting and giving back to the industry he loves. He’s served on a number of boards and routinely presents as an industry expert at numerous conferences across the country. He is extremely active in the community, chairing the YPO Retail Symposium and with his involvement with ICSC. Under his leadership, SimonCRE has become a vital partner in the rapid growth of many national retailers within emerging communities. Beginning with the new retail center of Village at Prasada and the addition of Prasada North, which at 1,300,000 square feet is the largest open-air retail center to be built on the West Coast in the last 15 years, he has expanded his efforts to better serve tenants and communities alike. To this end, several other open-air retail centers are now under development: Medina Station in Mesa, bringing 350,000 square feet; Roosevelt Commons, covering 100,000 square feet; Asante Trails, which will be a multi-phase 44-acre mixed-use project; and Elm Street at Surprise City Center, which will be a multi-phase 40-acre project with the first phase occupying 70,000 square feet. All of these developments are poised to add exciting new retail and dining options for consumers. When Joshua isn’t working, he enjoys spending time with his wife, Brittany, and their children, Sloane and Oliver.

  Ken is responsible for developing the mission and overall strategic path for MC Companies and manages all private equity relationships. Ken graduated from Pacific Lutheran University in Tacoma, Washington, and took a job managing a 60-unit high-rise apartment community in downtown Seattle. Ken founded McElroy Management in 1998, and in 2001 merged his company with Ross McCallister, creating MC Companies. Ken brings 36 years of senior-level experience in multifamily asset and property management as well as development, project and construction management, investment analysis, acquisitions and dispositions, business development, and client relations. To date, he has acquired and sold in excess of $1 billion in commercial real estate. Ken has held many board positions with the Arizona Multi-Housing Association with the most recent as past Chairman of the Board. He currently serves on the Board of Directors for the Southwest Autism Research and Resource Center (SARRC). He is author or coauthor of more than a dozen books on investing and real estate, including ABC’s of Real Estate Investing, and his most recent book, ABCs of Buying Rental Property, which helps young entrepreneurs make their first purchase.

  Mark serves as a Principal and Market Leader of the Phoenix office.   Adam Finkel

  Adam Finkel joined Marcus & Millichap Capital Corporation (MMCC) in July 2025 as Senior Managing Director of the Phoenix office. Mr. Finkel is responsible for securing commercial debt and equity financing for an array of property types including multifamily, office and industrial, retail, senior housing, and hospitality. He is well connected with national, regional, and local funding sources including, but not limited to, agency lenders (e.g., Fannie Mae, Freddie Mac), commercial banks, CMBS lenders, life insurance companies, private and public funds, and hard money lenders. He specializes in capital advisory for transitional and stabilized commercial real estate assets and brings a deep understanding of structured finance, private capital, and institutional funding sources. Prior to joining MMCC, Mr. Finkel served as Managing Partner and Co-Founder of Tower Capital, a Scottsdale-based capital advisory firm he launched in 2015. Under his leadership, the firm built a regional presence, adding offices in Denver, Los Angeles, and Dallas. The company originated more than $3.5 billion in debt and equity across asset classes and was consistently ranked among the fastest-growing private companies by Inc. 5000. Before founding Tower Capital, Mr. Finkel was a Vice President at Johnson Capital, where he arranged over $360 million in bridge and permanent financing for property owners nationwide. He also held leadership roles at Travers Realty Corporation, including serving as Designated Broker and Managing Director of the firm’s Phoenix office, and began his career at Levrose Real Estate, where he negotiated more than 300 commercial transactions. Mr. Finkel is a graduate of Arizona State University, where he earned a bachelor’s degree in Business Administration and Communication. He holds a real estate broker’s license in Arizona and is a Certified Commercial Investment Member (CCIM).   Thomas Maynard, the GPEC Senior Vice President of Business Development, has been with the Greater Phoenix Economic Council since August 2013. Thomas co-manages the Business Development team and oversees GPEC’s international business attraction efforts. Over the years, Thomas has worked with hundreds of companies evaluating Greater Phoenix, ranging from Fortune 500 companies to startups.   David J. Hrizak is a dynamic, versatile, and seasoned leader with extensive experience in real estate strategy formulation, implementation, and development. As an entrepreneur with a proven track record of developing multiple businesses and properties utilizing both personal and private investment capital, he has generated above average returns for partners on every project. David began a career in real estate in 1995 as a commercial real estate broker marketing cash flow producing assets such as office buildings, shopping centers and apartment buildings. After four years of success and tapping out the potential within a family-owned business, he launched his entrepreneurial career with creation of Investment Property Consultants, Inc., a licensed Illinois Real Estate Broker serving as broker and property manager of investment real estate totaling over $150MM. In 2001, he formed Burzak Investment Group, Inc., with the goal of locating and identifying real estate development opportunities, either as ground-up development or redevelopment of existing properties. Utilizing creative deal-making and strong negotiation skills, David directed the company’s successful participation in the office, industrial, medical, retail, and residential sectors. Investments included buy, build, and hold for cash flow and buy, build, and sell projects. In 2010 David founded Streamline Construction & Development Corp., a General Contracting firm, to further enhance investment returns by providing budget cost analysis and project management on development projects. Burzak and Streamline Construction & Development together have facilitated and executed investments totaling over $100MM. David brings to Streamline Capital Group, LLC experience and expertise including identification and analysis of sites for investment or development, direct involvement in the entitlement process with various municipal bodies and officials, oversight of the construction process, and cultivation of financing relationships. As a collaborative and community-minded project leader, David spends his time volunteering as Chairman of the Board of Oakwood Creative Care, a nonprofit serving those suffering with Alzheimer’s disease and dementia. He lives with his family in Mesa, Arizona.
