A third-generation leader within the family-owned Victory Group of Companies, Eric brings more than five decades of experience spanning real estate development, investment and operations. Over the course of his career, he has led the acquisition, development and management of commercial, retail, industrial and large-scale mixed-use projects, with a focus on complex developments that create lasting value for their surrounding communities.

For more than two decades, Eric has been a driving force behind the vision and development of West Harbor, the centerpiece of the San Pedro Waterfront’s revitalization. Developed through a public-private partnership with the Port of Los Angeles, West Harbor spans more than one mile of waterfront and brings together dining, entertainment, recreation and public gathering spaces, including a 6,200-seat harbor-facing amphitheater, a five-acre commercial marina and a boutique amusement park featuring California’s tallest observation wheel. Eric has overseen nearly every facet of the project, from entitlements, financing and public-private partnerships to leasing, design and construction, helping transform the former Ports O’ Call site into a new regional destination and gathering place for the San Pedro community.

Sustainability and responsible waterfront development have also been central to Eric’s approach to West Harbor. Designed to LEED Silver standards, the project incorporates renewable energy generation, water conservation, EV charging infrastructure and 1.2 megawatts of solar canopies, designed to generate roughly as much electricity as the destination consumes on site. Through West Harbor and his broader work, Eric has championed development that strengthens connections between people and place while supporting the long-term economic, cultural and environmental vitality of the communities it serves.

Laura Razo

Senior Associate

McCullough Landscape Architecture

Laura Razo is a Senior Associate in McCullough's Los Angeles office, where she leads public space, streetscape, and mixed-use work across the LA basin. Over more than 25 years. Laura’s work portfolio includes streetscape and transit corridors, parks, sports fields, playgrounds, open spaces, schools, plazas and courtyards, trails, commercial use, single-family residential and high-end residential plus high-density and multi-use development which provide plenty of laterally transferable knowledge for unifying a community environment. These project types contribute toward sustainability, mobility, accessibility, sense of place, visual character, community value, and enhancement of quality of life, and most of all, human connection to nature.

She grew up in Los Angeles neighborhoods that had very little public open space, which is why she continues to lead her work with a conviction for parks, sports fields, and playgrounds. Laura earned her BSLA and MLA at Cal Poly Pomona, with graduate work in environmental planning, wildfire prevention, and water conservation. She then spent six years leading environmental compliance and cultural resources teams through CEQA and NEPA review, and she meets the Secretary of the Interior's Professional Qualification Standards as a Cultural Landscape Specialist. That range means she can see entitlement risk early, while a concept is still flexible.
