The Miami-Dade County Commission approved plans for heavy equipment dealer Kelly Tractor Co. to build its headquarters on more than 240 acres beyond the county's Urban Development Boundary.

The Miami-Dade County Commission approved the plans in a 9-3 vote on second reading Tuesday, overriding a veto issued by Mayor Daniella Levine Cava earlier this year.
It is the first project approved beyond the urban development boundary since 2013, the South Florida Business Journal reported.
As part of the agreement, Miami-based Kelly Tractor committed to giving the county priority access to its equipment during emergencies and advance notice if it plans to sell its existing headquarters, a 196K SF warehouse on 9 acres in Doral.
Kelly Tractor submitted plans in May 2023 to build a 2.7M SF headquarters west of NW 137th Avenue and the Dolphin Expressway, much of it on wetlands.

The plans call for indoor storage, administrative offices, classrooms and training facilities, and sales offices, according to the supplemental report.
The measure passed its first reading in July 2025 and was reconsidered in January before Cava vetoed it Feb. 1.
The proposal has drawn opposition from environmental groups concerned about development on wetlands and from residents who say the project would weaken protections around the urban development boundary. Kelly Tractor, meanwhile, has argued that it needs room to expand in Miami-Dade County, where it has been headquartered since the 1960s.
Environmental groups and county residents have raised concerns about the project's impact on wetlands, groundwater and flooding in the area.
The vote to override the mayor’s veto was deferred four times this year before the commission approved the project Tuesday.
Commissioners Danielle Cohen Higgins, Vicki Lopez and Micky Steinberg voted against the project.
Kelly Tractor did not respond to a request for comment.
