Yitzchok Schwartz filed new plans for a 2.6-acre Clinton Hill site that once served as a migrant shelter and was originally rezoned by RXR.
The latest filings call for the demolition of six buildings and the construction of three ground-up developments with office, residential and religious uses, marking a departure from previous plans for the full-block site. PincusCo first reported the new plans.

The largest of the buildings would be at 33 Hall St., where filings with the Department of Buildings show Schwartz plans to develop a 159K SF, 13-story office building. Its base includes a synagogue with men's and women’s shuls. It would also have terraces on the seventh and 13th floors.
At 1 Hall St., Schwartz’s firm, YS Developers, is planning an 84-unit, 208K SF mixed-use building. The first of the 15 floors includes commercial space, plus a lobby, package room and bike storage. Underground, there would be a parking garage with 48 spaces.
A twin 15-story building, also with 84 units, is planned for the adjacent lot at 4 Ryerson St.
The complex wouldn't all be demolished. YS Developers filed plans earlier this year to convert 14 Ryerson St. into 89 units and the first floor of 313 Park Ave. into six units.
The total number of proposed units varies by application. Earlier permits place the total at 974 proposed units, while the latest shows as many as 425 units.
YS Developers purchased the 550K SF site from RXR for $121.4M in April, a $40M discount from what Scott Rechler’s firm paid.
After purchasing the site in 2016 for $160M, RXR invested another $100M to renovate the existing structures into a commercial hub called The Hall. The pandemic, however, threw a wrench into plans for the luxury office space.
The property was then used as a temporary shelter for asylum-seekers, operated by NYC Health + Hospitals. The shelter closed in March, leaving the space vacant.
RXR planned to redevelop the site into a nine-building mixed-use complex, securing zoning approval for 650K SF of new housing just months before the sale. Under RXR, two industrial structures would be torn down and replaced with a 21-story residential tower. Eight other buildings would have undergone conversion to residential use.
RXR’s plans would have spanned a total of 933K SF and delivered 620 rental units to the Brooklyn neighborhood.
YS Developers has several other projects in the works, including a 300-unit condo development at a controversial site near the Brooklyn Botanic Garden at 970 Franklin Ave. Several developers have attempted to build on the site, including Ian Bruce Eichner. Community groups have fought back, claiming the projects would cast shadows on the garden.
Earlier this month, YS Developers purchased 1150 Broadway, a residential development site in Bedford-Stuyvesant, with Rabsky Group for $23.5M.
Nearby, at 25 Marcus Garvey Blvd., YS Developers has proposed a 20-unit building. At 599 Willoughby Ave., the developer filed plans for a five-story building with 10 units.
