James A. Fetgatter is Chief Executive of the Association of Foreign Investors in Real Estate (AFIRE), a position he has held since 1992. AFIRE is a nonprofit association formed in 1988 whose members are foreign institutions with a common interest in international real estate investing. AFIRE members have $1 trillion in real estate investments worldwide. He has guided the growth of the association from a small group of Dutch pension funds to an organization of over 190 investors from 21 countries.

Prior to his appointment as Chief Executive, Mr. Fetgatter spent 15 years in various aspects of the real estate industry. His last two positions before joining AFIRE were with Dutch and UK investment and development companies.

Mr. Fetgatter served as an officer in the United States Navy and holds a Master in Business Administration from Harvard University and a BS from Oklahoma State University.

Muriel Bowser serves as Washington, DC’s seventh elected Mayor. Sworn in on January 2, 2015, she pledged to bring a fresh start to the District of Columbia, create pathways to the middle class for residents, and foster a culture of inclusion, transparency and action.

Mayor Bowser expanded opportunity across all 8 Wards of DC by strengthening job training programs, and by attracting and retaining jobs in the District. As of the first quarter of 2016, there are burgeoning projects across the city that will eventually deliver 32,000 new jobs. Washington, DC is the economic engine of the metropolitan region, and has one of the strongest local economies in the country.

Mayor Bowser is committed to producing, protecting and preserving affordable housing. In her first budget, she devoted an historic $100 million to the Housing Production Trust Fund, putting an unprecedented number of affordable housing units into the pipeline. She also made historic investments in education to accelerate the pace of education reform. DC has the fastest improving urban school district in the nation.

The Mayor is committed to making sure every Washingtonian gets a fair shot, including its most vulnerable residents. When she came into office, she pledged to end homelessness. She has taken bold moves to deliver on that commitment, including releasing a plan to replace the city’s largest family shelter with small, dignified family housing.

In everything she does, the Mayor puts District residents first, and ensures that the city’s priorities match the peoples’ priorities. She holds community engagement forums to solicit public input prior to finalizing her fiscal year budget. She is creating a more transparent and open government through a cutting edge open data policy. She championed the successful launch of one of the largest, most transparent body worn camera programs in the nation, to enhance trust between the community and DC’s metropolitan police department. And she launched an inclusive technology program to support startups and entrepreneurs offering products and services to underserved communities.

Prior to her time as Mayor, Bowser served as the Ward 4 councilmember of the DC Council – first elected in a special election in 2007, and re-elected in 2008 and 2012. As a Councilmember, Bowser served as the Chairwoman of the Committee on Economic Development which created more than 5,000 units of affordable housing, passed legislation to build a new soccer stadium and secured from the federal government the best portion of the Walter Reed campus for DC. Bowser led her colleagues to pass comprehensive ethics reform and increased transparency in government contracting.

Bowser also served as an Advisory Neighborhood Commissioner in the Riggs Park neighborhood. A native Washingtonian, Bowser earned a Bachelor of Arts degree in History from Chatham University and a Master’s degree in Public Policy from American University.

David M. Rubenstein is a Co-Founder and Co-Executive Chairman of The Carlyle Group, one of

the world’s largest and most successful private investment firms. Mr. Rubenstein co-founded the firm in

1987. Since then, Carlyle has grown into a firm managing $230 billion from 30 offices around the world.

Mr. Rubenstein is Chairman of the Boards of Trustees of the John F. Kennedy Center for the

Performing Arts and the Council on Foreign Relations; a Fellow of the Harvard Corporation; a Regent of

the Smithsonian Institution; a Trustee of the National Gallery of Art, the University of Chicago, Memorial

Sloan-Kettering Cancer Center, Johns Hopkins Medicine, the Institute for Advanced Study, the National

Constitution Center, the Brookings Institution, and the World Economic Forum; a Director of the Lincoln

Center for the Performing Arts and the American Academy of Arts and Sciences; and President of the

Economic Club of Washington.

Mr. Rubenstein is a member of the American Philosophical Society, Business Council, Harvard

Global Advisory Council (Chairman), Madison Council of the Library of Congress (Chairman), Board of

Dean’s Advisors of the Business School at Harvard, Advisory Board of the School of Economics and

Management at Tsinghua University (former Chairman), and Board of the World Economic Forum

Global Shapers Community.

Mr. Rubenstein has served as Chairman of the Board of Trustees of Duke University and the

Smithsonian Institution, and Co-Chairman of the Board of the Brookings Institution.

Mr. Rubenstein is an original signer of The Giving Pledge, a significant donor to all of the above-

mentioned non-profit organizations, and a recipient of the Carnegie Medal of Philanthropy, and the

MoMA’s David Rockefeller Award, among other philanthropic awards.

Mr. Rubenstein has been a leader in the area of Patriotic Philanthropy, having made

transformative gifts for the restoration or repair of the Washington Monument, Monticello, Montpelier,

Mount Vernon, Arlington House, Iwo Jima Memorial, the Kennedy Center, the Smithsonian, the National

Archives, the National Zoo, the Library of Congress, and the National Museum of African American

History and Culture. Mr. Rubenstein has also provided to the U.S. government long-term loans of his rare

copies of the Magna Carta, the Declaration of Independence, the U.S. Constitution, the Bill of Rights, the

Emancipation Proclamation, the 13 th Amendment, the first map of the U.S. (Abel Buell map), and the first

book printed in the U.S. (Bay Psalm Book).

Mr. Rubenstein is the host of The David Rubenstein Show: Peer-to-Peer Conversations on

Bloomberg TV and PBS, and Leadership Live with David Rubenstein by Bloomberg Media; and the

author of The American Story: Conversations with Master Historians, a book published by Simon &

Schuster in October 2019, and How to Lead: Wisdom from the World's Greatest CEOs, Founders, and

Mr. Rubenstein, a native of Baltimore, is a 1970 magna cum laude graduate of Duke University,

where he was elected Phi Beta Kappa. Following Duke, Mr. Rubenstein graduated in 1973 from the

University of Chicago Law School, where he was an editor of the Law Review.

From 1973-1975, Mr. Rubenstein practiced law in New York with Paul, Weiss, Rifkind, Wharton

& Garrison. From 1975-1976, he served as Chief Counsel to the U.S. Senate Judiciary Committee’s

Subcommittee on Constitutional Amendments. From 1977-1981, during the Carter Administration, Mr.

Rubenstein was Deputy Assistant to the President for Domestic Policy. After his White House service and before co-founding Carlyle, Mr. Rubenstein practiced law in Washington with Shaw, Pittman, Potts &

Trowbridge (now Pillsbury Winthrop Shaw Pittman).

Barry Sternlicht is Chairman & CEO of Starwood Capital Group, the private alternative investment firm he formed in 1991 focused on global real estate, hotel management, oil and gas, and energy infrastructure. Mr. Sternlicht also serves as Chairman of Starwood Property Trust (NYSE: STWD), the largest commercial mortgage REIT in the U.S.; and French crystal maker Baccarat S.A.; as well as member of the Board of Directors of Invitation Homes (NYSE: INVH) the largest publicly traded investor, owner and operator of single-family homes in the U.S.

For the past 26 years, Mr. Sternlicht has structured investments with an asset value of approximately $92 billion. Starwood Capital’s funds have invested in approximately 172,500 multifamily/condo units, 2,900 hotels, 74 million square feet of office properties, 54 million square feet of retail and 52,000 lots of land in residential subdivisions. The Firm currently manages approximately $56 billion of assets on behalf of its high net worth and institutional partners. In 2008, Mr. Sternlicht founded SH Group, his new hotel management company. SH Group is the owner and manager of Baccarat Hotels & Resorts and 1 Hotels brands.

In 2016, Mr. Sternlicht was the recipient of PERE’s inaugural Lifetime Achievement Award. In 2015, he was named the Global Industry Figure of the Year by PERE, received the Cornell Icon of the Industry Award and the Lifetime Achievement Award from the International Hotel Investment Forum. In 2013, Mr. Sternlicht was named the Most Important Person in Commercial Real Estate Finance by The Mortgage Observer. In 2010, Mr. Sternlicht was named Executive of the Year and Investor of the Year by Commercial Property Executive. Mr. Sternlicht was also named America’s Best Lodging CEO by Institutional Investor Magazine. He is a member of the Interior Design Magazine Hall of Fame. He has received the Preston Robert Tisch Distinguished Industry Leadership Award from New York University, the CEO Diversity Award from Diversity Best Practices/Business Women’s Network, the Lifetime Achievement Award from the Association of Travel Marketing Executives, the Hospitality Heritage Award from the American Hotel and Lodging Association, and the Marketer of the Year Award from Brandweek. Mr. Hughes is CEO of the Capital Markets group and CEO of Hines’ East Region. He is a member of the firm’s Executive, Steering, Strategy and global Investment Committees. Additionally, Hughes chairs the Capital Markets Committee. He is responsible for all institutional capital raising activities globally, including structuring of commingled funds and joint ventures. As head of the East Region, Hughes oversees all development, acquisitions and operations activity in the Eastern United States. His past experience includes serving as a development officer in Hines’ Washington, D.C. office.

Mr. Ritchey is responsible for all business development, leasing and marketing as well as new opportunity origination in the Washington, D.C. area. Adam K. Bernstein is the President and CEO of The Bernstein Companies (TBC) a third-generation, 80 year-old Washington, D.C.-based real estate firm.

Since becoming President in 1997, Mr. Bernstein has led the strategic growth of the company into a diversified organization with expertise across asset classes where TBC invests in, develops, and operates office, hotel and multi-family properties. TBC has had direct ownership interest in transactions totaling over $3 billion, both through institutional investment funds and its own private portfolio. In addition, the company has built a structured financed group that

focuses on tax credit syndication and project finance for community development projects nationwide. In 2017, Adam led a successful campaign and TBC with its partner Boston Properties was awarded and finalized the transaction to build and lease Marriott International’s global headquarters which will be approximately 1 million sqft in total including a flagship hotel owned by TBC in downtown Bethesda, MD. Phyllis Liebman Brill has over 20 years of construction management experience working for both commercial real estate developers and contractors in the DC Metropolitan area. She is responsible for the design, permitting, purchasing and construction of interior build-outs and cap ex projects within the MRP portfolio. Phyllis has a B.A. in English from SUNY Binghamton and a Masters in Interior Design from Mount Vernon College (now part of George Washington University). She is also a LEED accredited professional. Phyllis has been an active member of the DC Chapter of Commercial Real Estate Women (CREW) for over 13 years. She has served on the Executive Committee and on the Board of Directors. Ross Draber is the chief operating officer of United Bank, a subsidiary of United Bankshares, Inc., a $19.3 billion bank holding company. He is responsible for the performance and profitability of the Bank, directing commercial and consumer banking sales and service operations throughout the Washington, D.C. metro area. Draber oversees the region’s market presidents and works alongside them to drive growth and develop business strategy and execution plans.

Draber has played an integral role in United Bank’s expansion since assuming the role in 2015. During that time, United Bank has grown to over 70 branches in Maryland, Virginia and Washington, D.C. It has the number one deposit market share among community banks in the Washington, D.C. Metropolitan Statistical Area. Draber is highly involved with the merger and acquisition team and was instrumental in the Bank’s successful acquisitions of Cardinal Financial Corporation and its subsidiaries George Mason Mortgage, LLC and Cardinal Wealth Services, Inc. (2017); Bank of Georgetown (2016); and Virginia Commerce Bank (2014).

Draber previously served as a senior vice president of treasury and corporate finance. In this role, he managed the capital adequacy and regulatory risk of United Bankshares, Inc., serving on the Asset Liability Committee (ALCO) and stress test development team. He oversaw the mergers and acquisitions analysis and supervised commercial loan pricing and term sheet structuring within United Bank. Prior to that, Draber held several positions in treasury and credit administration.

Draber is a CFA® charterholder and a 2017 Washington Business Journal 40 Under 40 honoree. He graduated from Washington and Lee University with a Bachelor of Science in Accounting and Business Administration.

Matt Bronfman is a Principal and the Chief Executive Officer of Jamestown. Mr.

Bronfman joined the company in 1998 as General Counsel and in 2002 was

named Managing Director and Chief Operating Officer. He became CEO in 2012,

and is responsible for managing Jamestown’s global operations and overseeing

corporate strategy and execution. Under Matt’s leadership, Jamestown has

grown its portfolio of assets in the U.S. and expanded into Latin America and

Europe.

Mr. Bronfman has more than 25 years of experience in real estate and has led the acquisition,

redevelopment and oversight for over $20 billion in projects, including Chelsea Market in New York City,

Ponce City Market in Atlanta, Industry City in Brooklyn, the Innovation and Design Building in Boston, and

Ghirardelli Square in San Francisco.

Prior to joining Jamestown, Mr. Bronfman practiced law at Holland & Knight. He currently serves on the

boards for the Atlanta BeltLine Partnership, the Metro Atlanta Chamber, the Jewish Federations of North

America, and is Board Chair of the Jewish Federation of Greater Atlanta. Mr. Bronfman also serves as

President of the board of Directors for the Jamestown Charitable Foundation, which supports nonprofits

to help make cities more enjoyable places to live and work. He has been recognized as a leader in the

industry and is a recipient of the Real Estate Roundtable President’s Circle Award; New York Observer’s

100 Most Powerful People in New York Real Estate in 2013 and 2014; Commercial Observer’s Top 100

Most Powerful People in Commercial Real Estate from 2015 to 2020; Atlanta Business Chronicle’s Most

Admired CEO in 2017; 2019’s 100 Most Influential Georgians by Georgia Trend; and Atlanta Magazine’s

Top 500 Most Powerful Leaders of 2019.

In particular, Mr. Johnson has worked with large companies regarding partnership tax issues, tax accounting methods, captive insurance issues and accounting for income taxes. He also has experience in responding to Internal Revenue Service (IRS) audits.

Before joining A&M, Mr. Johnson spent seven years with Covington & Burling as a member of its tax and insurance practice groups. At Covington, his tax practice included representing a professional sports league and its marketing partnership in IRS examinations, representing professional sports clubs in IRS appeals regarding stadium financing and bonus deductions, and also litigation and arbitration relating to tax issues. His insurance experience at Covington included representing a bankrupt, former Fortune 500 steel company in negotiations that successfully settled its environmental coverage claims against many of its insurers.

Earlier, Mr. Johnson was a law clerk for the Honorable Emilio M. Garza of the U.S. Court of Appeals for the Fifth Circuit. Before attending law school, he spent three years with the real estate and financial services tax practice of Arthur Andersen.

Mr. Johnson earned his bachelor's degree in business administration, summa cum laude, with concentrations in accounting and economics, from the College of William & Mary. He earned his law degree from the University of Virginia where he was an Articles Editor of the Virginia Law Review and a member of the Order of the Coif. He also earned an Executive LL.M. in taxation from NYU School of Law.

Pro Bono Experience

Mr. Winston provided pro bono legal services to a single mother struggling to keep her 10 nieces and nephews out of the foster-care system following the death of her sister. The case was compelling enough to receive support and funding from the ABC show "Extreme Makeover: Home Edition." Montgomery County called on Mr. Winston to represent the single mother in the acquisition of a property financed by the county. Mr. Winston successfully completed the transaction in time to beat a 72-hour deadline required for consideration for "Extreme Makeover's" programming.

Mr. Miller founded WDC in 1967 and serves as its Chairman, Chief Executive Officer and Principal Stockholder. A graduate in Urban Planning from George Washington University, Mr. Miller's activities at WDC began with the development of six office buildings in Washington, DC from 1967 to 1985. During this time he guided the firm into retail development, taking the lead in developing twenty open-air neighborhood and community centers in eleven states from 1975 to 1987.

Miller's on-going interest in his home town led back to Washington and a series of complex mixed-use projects: Georgetown Park, an award winning retail, office and residential project; Washington Harbour, the only privately developed project on the Potomac River; and Market Square, two mixed-use buildings with office space, retail space and residential units along Pennsylvania Avenue.

Intrigued by the changes sweeping U.S. retail in the mid-1980s. Mr. Miller led WDC to create the Mills Concept — the value oriented super regional mall. Opened in 1985, Potomac Mills in Woodbridge, Va. was the prototype of this concept. By 1987, WDC focused its expertise in expanding the Mills concept to other major metropolitan areas, opening Franklin Mills (Philadelphia) in 1989; Sawgrass Mills (Ft. Lauderdale) in 1990 and Gurnee Mills (Chicago) in 1991.

To further expand The Mills concept, Mr. Miller founded The Mills Corporation in 1993, capitalized at $1.3 billion through a NYSE public offering. Mr. Miller retired from The Mills Corporation in 1995 in order to pursue other development opportunities in his hometown of Washington DC.

Between 1995 and 1996 Mr. Miller led the Mayor's Interactive Downtown Task Force, a 100-member committee charged with re-vitalizing Washington's central areas. Composed of over 100 key figures from the worlds of government, retail, entertainment, telecommunications, housing advocacy, and recreation, the Task Force identified the development opportunities and economic incentives essential to attract a critical mass of retail, housing, and entertainment to downtown. The Task Force's blue print has resulted in USS 6.21 billion in private and public expenditure including 5,242 new units of housing, 9 million square feet of office space, a new US$ 834 million Convention Center and new Museum of Washington DC within the old Carnegie Library.

His involvement with the Downtown Task Force led him to develop Gallery Place, which combined equal portions of retail/entertainment, residential and office space on a site bridging the Verizon Center and Washington's Chinatown when it opened in the Spring of 2004.

Mr. Miller is actively involved in civic affairs, including his memberships on the Boards of the Third Way and the Chesapeake Crescent, which he co-founded in 2007. In 2006, Mr. Miller was inducted into the Washington Business Hall of Fame.
