D.C. Office of Planning

Andrew has served as the Director of the DC Office of Planning since November 2018. Prior to that time, he was the Chief of Staff at DC’s Office of the Deputy Mayor for Planning and Economic Development (DMPED) where he guided economic policy development, including legislative and budget proposals and oversaw the operations of the 80-person agency. He also oversaw policy coordination among across 11 District agencies, including planning, housing, transportation, regulatory, and creative agencies. This included work on Mayoral policy initiatives such as Opportunity Zones, the Pennsylvania Avenue Initiative, the Housing Preservation Strike Force, the Mayor’s affordable housing initiatives, and autonomous vehicles and mobility innovation. Prior to that role, Andrew served as Deputy Chief of Staff at DMPED, where he assisted the organization with improving its use of data and advised on economic development policy. Throughout his time at DMPED, he worked to improve the agency’s data and analysis capacity and to create open and accessible data and analysis, especially through the creation of the Economic Intelligence program.

Before joining the District Government, Andrew helped start up the Consumer Financial Protection Bureau. He developed an analytics team to model consumer risk for financial institutions and helped create and run the Director’s Financial Analyst Program, which recruited undergraduates to join the Bureau for a two year rotational program. Andrew has also worked at Treasury's Community Development Financial Institution Fund setting up the Capital Magnet Fund for affordable housing and supporting the New Markets Tax Credit program. Prior to his federal government service, Andrew worked on redevelopment planning and finance for the DC Housing Authority. Andrew holds a Masters in City Planning from MIT and a B.A. from Princeton's Woodrow Wilson School of Public and International Affairs.

Mark Vulcan

Mark A. Vulcan is the Program Manager, Tax Incentives for the Maryland Department of Business and Economic Development (DBED). He is responsible for the administration of DBED’s tax incentive programs and provides advice on tax policy and legislation.

Prior to his appointment in 2002, Mr. Vulcan had been the Manager of Hearings and Appeals for the Comptroller of Maryland and an Assistant Attorney General for the Maryland Aviation Administration. He had formerly worked in the private sector as a tax attorney for several large corporations and also was in private practice. He has 30 years of experience in tax and business law and is a Certified Public Accountant. He graduated from Duquesne University with a B.S. in Business and Administration (Accounting) and J.D. degrees. Mr. Vulcan also has earned a Master of Laws in Taxation degree from Georgetown University.

Rob McClintock is currently Vice President, Research for the Virginia Economic

Development Partnership (VEDP) and, as such, is responsible for managing the

development of relevant marketing data and resources to support the business

recruitment, retention, expansion and international investment objectives of VEDP. Key

functions of the Research Department include targeting analysis and strategic positioning

for VEDP’s marketing efforts; tracking available real estate inventory throughout the

Commonwealth to recommend to business prospects; producing custom proposals for

Virginia’s business prospects; and producing general economic research information,

geospatial analysis, and site specific mapping to assist with client decision making. He

has served in this position since 1999.

He has over 27 years of service with VEDP and its predecessor agency, the Virginia

Department of Economic Development. For a short period in 1998-1999, he served as

Director of Economic Development in Hanover County, Virginia.

Professionally, he has worked as an associate (1978-81) in the Richmond consulting firm

of K.W. Poore & Associates, specializing in comprehensive planning and community

development projects. From 1981-84, he served as Regional Planner for the Central

Virginia Planning District Commission in Lynchburg. He worked as Director of

Planning and Development in Amherst County, Virginia from 1984-88, and was the

county’s first staff person assigned to economic development responsibilities.

McClintock is a native of Virginia and a graduate of the University of Richmond (BA,

1977) and Virginia Tech (Masters in Urban and Regional Planning, 1984). He is a 1993

graduate of the Economic Development Institute at the University of Oklahoma.

Professional affiliations include membership in the American Planning Association,

International Economic Development Council, Virginia Economic Developers

Association, the Council for Community and Economic Research, and the Southern

Economic Development Council.

Olivia S. Byrne is a partner in the Washington D.C. office and a member of the firm’s Real Estate Investment, Development, and Finance group.

Olivia spearheads the firm's U.S. Economic Incentives practice along with the Real Estate and Public Finance practices in the Washington, D.C. office. Olivia has successfully obtained economic incentives for clients on a national basis including the District of Columbia and has extensive experience drafting legislation for economic incentives. She represents clients in real estate projects relating to headquarters buildings, mixed use, retail, office, residential, manufacturing, warehouse, healthcare, hotels, restaurants, and sports arenas. Her real estate practice involves site location for many different industries, namely technology, broadcasting, manufacturing, as well as industrial, sports, and entertainment facilities and hotels. She and her team represent inbound companies from abroad as well as U.S. companies relocating or deciding to remain in place and expand. Her proven track record demonstrates proposals to certain corporations such as manufacturing in excess of US$100 million dollars in economic incentives. She served as lobbyist for The Advisory Board Company that won the “Game Changer Award” at the Washington Business Journal’s Best Real Estate Deal of the Year Awards in 2016.

She focuses her practice on public policy, legislative counseling, real estate transactions, tax exempt bonds, New Markets Tax Credits (“NMTC”), Tax Increment Financings (“TIFs”), public/private partnerships, (including those with colleges and universities), and public finance including multifamily housing projects with low income housing tax credits and tax exempt bonds. She has completed financing transactions with NMTC allocatees for many mixed-use multifamily housing and office projects. She has also worked on numerous multifamily housing projects on a national, state, and local basis. She has also worked on infrastructure projects and other projects financed with TIFs.

She also has extensive experience with real estate acquisitions and sales and the related real estate documentation and due diligence. She served as co-chair of its Washington D.C. Economic Partnership, with Washington, D.C.’s Deputy Mayor for Planning and Economic Development.

She has long-standing experience working with the District's Revenue Bond Program, Office of Deputy Mayor for Planning and Economic Development. She has a strong commitment to the District and its youth, which is demonstrated by the projects she has completed. She is actively involved in the District's revitalization. She is on the Board of Directors for the D.C. Appleseed Foundation and she also co-chairs the D.C. Appleseed Special Education Project to assist children with special needs in the District’s public and private schools. In 2014, 2015, and 2016, she was selected by Super Lawyers as a top Washington, D.C. Lawyer in Government Finance. She was also named by the Washington Business Journal as a "2009 Top Washington Lawyer" Finalist in the Real Estate Transactions category. Her financing structure for the National Association of Realtors' US$40 million real estate transaction was also selected as the "Best Financing Deal of the Year" by the Washington Business Journal.

Olivia represents many for-profit and not-for-profit organizations and assists them in acquiring real estate with tax-exempt and taxable bonds, construction loans, bridge loans, SWAPS, and NMTC. She also assists on many mixed-use projects and frequently helps structure complex financing transactions for organizations. In this capacity, she has more than 20 years of experience representing for profit and nonprofit organizations, including universities and colleges, museums, hospitals, nursing homes, schools and institutions for higher learning. She recently completed the financing for the D.C. headquarters of the largest trade association in the world. She also assists universities and colleges in their financing and real estate projects.

Olivia also represents developers and corporations with real estate acquisitions, renovation projects, and public/private partnerships, as well as mixed-use retail/residential, entertainment projects, and office condominiums. She is one of the few lawyers who has successfully represented developers obtaining Enterprise Zone Bonds in the District of Columbia and TIFs in Maryland.

Ms. Davis serves as Senior Vice President of Leasing of the Metro D.C. region of Brandywine Realty Trust, with primary responsibilities for new business development in the region. She previously served as Senior Vice President of Prentiss Properties with leasing responsibilities for the Mid-Atlantic region since 1985. Ms. Davis began her career in 1981 as a Leasing Agent with the Washington, D.C. office of Trammell Crow Company. She is a Past Chairman of the Northern Virginia chapter of NAIOP, a Past Chairman of The Franklin Square Association, a Past President of Commercial Real Estate Women, Inc. of Washington, D.C. Anthony Chang is the Managing Director for Stream’s Northern Virginia Office. Anthony will lead strategic direction and operations, with primary responsibilities to include expanding Stream’s leasing, property management, acquisition, and development services while building Stream’s brand presence in Northern Virginia.

Prior to Stream, Anthony was a Vice President at WashREIT where, among his accomplishments he co-founded its flexible office program Space+. Prior to WashREIT, he was a leasing broker with Cassidy Turley where he added more than 2.5 million square feet in agency listings in less than three years. Throughout his career, Chang has executed or advised on over $800 million in lease transactions. He serves on the boards of NAIOP Northern Virginia, Northern Virginia Chamber of Commerce and the Fairfax County Economic Advisory Committee. In addition, Chang is a trustee of ULI and serves as the Chair for Mission Advancement for ULI Washington.

Mr. Eichberg joined Tishman Speyer in 2007, where he currently drives leasing and marketing efforts for the Washington, DC, portfolio. He has been responsible for stabilizing assets and achieving attractive dispositions for the firm, in addition to assisting with acquisition efforts. Mr. Eichberg has over 20 years of experience in the commercial real estate industry, primarily focused on the leasing, acquisition and asset management of office buildings. Prior to joining Tishman Speyer, Mr. Eichberg was a vice president of leasing at Akridge, and previously worked for Grubb & Ellis/Smithy Braedon and J.E. Robert Companies/Archon Group. He is the immediate past president of CREBA of Greater Washington, DC, and the founding president of the James L. Eichberg Foundation. He and his team were responsible for Vornado’s more than 20 million-square-foot office and retail portfolio in the Washington Metropolitan area. He was the Metro DC top producing leasing agent with less than five years of experience in 2011 and 2012. He was the Greater Washington Association of Realtor’s 2012 Rising Star award winner. Before joining Vornado/Charles E. Smith, Mr. Wooters had a successful six-year career at Marsh USA Inc.

Mr. Wooters holds an MBA from Georgetown University’s McDonough School of Business and a Bachelor of Arts from Georgetown University in political economy. RDM is excited to announce Scott Finberg as the newest member of the RDM sales team, and heading up the Washington, D.C. Metro Area markets as Senior Director of Sales. Scott has worked in real estate for the Washington Metro Region for over 19 years. He earned his Bachelor of Communications from Radford University. While at Radford University, he worked for the Sports Information Department and went on to work for the Washington Bullets, Capitals and Redskins. Scott is a licensed real estate salesperson in Virginia.

In his previous job, as a Senior Leasing Director, Scott assisted companies with their office space needs and managed a portfolio of over 2 million square feet. Scott worked with brokers, C-suite executives and property owners on complex transactions totaling millions of square feet and positive revenue dollars. In this role he helped design tenant space, tracked all lease-related information and worked with the operations team on compliance issues.

RDM CEO Peter Boritz sees Scott’s landlord agency broker expertise as a vital part of expanding RDM’s reach. “Scott’s deep understanding of the the Washington, D.C. Patrick J. Tyrrell is the Chief Operating Officer of the Washington DC Division of Vornado Realty Trust. Mr. Tyrrell is responsible for overseeing the division's day-to-day operations. Mr. Tyrrell joined Vornado in April 2003 from the Kaempfer Company, where he also served as Chief Operating Officer.

Mr. Tyrrell has more than twenty years of experience in commercial real estate, including asset and property management, leasing and sales. Prior to joining the Kaempfer Company, Mr. Tyrrell was Director of Operations for the Mid-Atlantic Region for Insignia/ESG, where he was responsible for overseeing all operational aspects of Insignia’s three offices in the Mid-Atlantic Region. Mr. Tyrrell previously served as Operations Manager for Insignia’s Property Services Group. During a prior tenure with Kaempfer, Mr. Tyrrell served as a Senior Asset Manager, where he was responsible for the management and leasing of Kaempfer’s portfolio of Class A, downtown office space in Washington, D.C. He is currently Chair of BOMA’s National Advisory Council (NAC) and is a member of the Industry Advisory Board for the Virginia Tech Program in Real Estate.

Mr. Tyrrell graduated from Boston College with a Bachelor of Science degree in Economics and Political Science and received his Master’s degree in International Affairs from George Washington University.

Kathy Barnes oversees the Akridge regional portfolio and is responsible for all property management and field engineering services. Her focus is on developing innovative Client services and delivering superior building operations management for all Akridge Clients.

Kathy is an expert in many areas of property management, including sustainability, Client-investor relations, financial reporting, operating plans, risk management, and physical structure maintenance.

Under her leadership, the company has been recognized nationally as the “Best in the Industry” for customer service for 11 years by national benchmarking firm CEL & Associates.

Akridge has also won seven TOBY (The Office Building of the Year) Awards, which recognize quality and excellence in office building management as judged by the Building Owners and Managers Association (BOMA) International.

Kathy joined Akridge in 1981 in an administrative role. Over the following 34 years at the company, she gained extensive experience in commercial real estate management services. Gaining more responsibilities as the company grew, Kathy was a property manager and vice president of property management before getting promoted to her current position.

For many years, Kathy has been active in the Apartment and Office Building Association (AOBA) as a member of the Board of Directors, past president (1999) and treasurer (2000-2002).

In 2006, AOBA awarded her the Sydney Glassman Award, which honors outstanding leaders for their career contributions to the real estate industry on a senior-management level. Kathy is also a past member of the Board of Directors of the Golden Triangle Business Improvement District.

Kathy received a Bachelor of Science degree from Virginia Commonwealth University, has earned the Real Property Administrator designation, and is a Certified Property Manager.
