Steve is Co-Founder and CEO of Statt, a venture-backed, big data

and AI policy and regulatory intelligence platform based in

Washington, DC and Austin, TX.

Steve was previously the Co-Founder and CEO of the Economic

Innovation Group, a bipartisan economic policy ideas and advocacy

organization, which was the architect for the $100B Opportunity

Zones program.

Earlier in his career, Steve served in the Obama-Biden

Administration, including for the National Security Council and

National Economic Council in the White House. He also held the

role as Chief of Staff for the U.S. and Foreign Commercial Service.

Steve previously practiced law as Majority Counsel to the U.S. House Oversight and

Government Affairs Committee, as well as an Honors Program Attorney in the Justice

Department and Special Assistant U.S. Attorney for the District of Columbia.

Steve received his B.A. and M.A., magna cum laude, from Georgetown University, J.D. from

Columbia Law School, and LL.M., with highest honors, from the London School of Economics

and Political Science.

As Chief Operating Officer (COO) of the Falcone Group, Alfonso Costa Jr. oversees the development of multifamily apartment communities and condominium projects, leading public-private partnership opportunities as well as the company’s operational and strategic initiatives.

His current pipeline of mixed-use development projects includes more than 2,000 residential units and 200,000 square feet of retail & self-storage, with a total value exceeding $1 billion. Such projects include “Block C-East” at Miami WorldCenter, and the “Horizon of Oakland Park,” a mixed-use public-private-partnership with the City of Oakland Park.

Prior to joining the Falcone Group, Alfonso served as Deputy Chief of Staff & Opportunity Zones lead for the U.S. Department of Housing and Urban Development (HUD), where he oversaw policy for the $50 billion annually-budgeted Cabinet agency, which maintains a wide range of housing and community development programs, a $1.3 trillion mortgage insurance portfolio, and approximately 7,000 employees across 57 offices nationwide.

As an expert on the bi-partisan Opportunity Zones program, he held the title of Chairman’s delegate and HUD’s lead representative on the Federal Government’s inter-agency Opportunity and Revitalization Council, and for his efforts he was recognized in the Opportunity Zone Magazine’s “Top 25 OZ Influencers” list for both 2020 and 2021.

A former 5th-grade teacher as a Teach for America corps member, Alfonso is now an active social advocate through philanthropic & academic volunteer efforts on both the local and national levels.

In his home State of Florida, he is the Program Chair of ULI Florida’s Affordable & Workforce Housing Council (AWHC), Advisory Board Member & recent Chair of the Nova Southeastern University Master’s in Real Estate Development (MSRED) Program, recent Member of the City of West Palm Beach Affordable Housing Advisory Committee, Heart & Spirit Society member for the Boca Helping Hands food-giving non-profit organization, and an In Jacob’s Shoes of Hope Hero member for the shoes/socks/school supplies non-profit organization.

Nationally, he serves as a Member of the Harvard Alumni Real Estate Board, National Housing Taskforce, Housing Advisory Council Member of the Bipartisan Policy Center, Board Member of the Home Builders Institute, and Full Member of the Urban Land Institute.

He earned his law degree from Harvard University, master’s degree from the University of Oxford, and bachelor’s degree from Yale University, where he played both Division-I basketball and Division-I lacrosse while serving as Chair of the Yale Athletic Department’s Thomas W. Ford Community Outreach Committee.

Ira Weinstein serves as CohnRenzick’s Managing Principal – Real Estate, Cannabis Industries, where he oversees the advisory, assurance, and tax services pertaining to both industries. His role is to develop and execute strategy that grows the capacity and capability of the firm’s resources dedicated to these industries for the benefit of our clients, our people, and our communities.

Prior to taking on this role, Ira spent eight years managing the Baltimore office and over 20 years managing a consulting practice focused on providing strategic advisory services to clients in support of their vision for growth and enhanced enterprise value. He has extensive knowledge of the public-private partnership, specifically leveraging government programs to accomplish the project finance goals of his client base. Such programs include the federal and state New Markets Tax Credit Programs, the federal and state historic tax credit programs, renewable energy tax credits for investment and production, and the Low-Income Housing Tax Credit.

Ira is a subject matter expert and firm leader on Opportunity Zones, an economic development provision passed as part of the Tax Cuts and Jobs Act, providing technical, transaction advisory, and entity formation services related to this provision.

Ira speaks at conferences and seminars nationwide on a variety of topics. Before joining CohnReznick, he advised local economic development organizations on strategies to revitalize their geographic footprint. Before that, he spent several years in the corporate finance department of a public company raising capital for corporate and project finance and completing acquisitions and divestitures of company assets. His initial experience just post-college was doing credit analysis for a factor of extending credit nationwide across a variety of industries.

P. David Bramble has been working in real estate investment for over 20 years. He dedicates his time to sourcing & capitalizing transactions and overseeing project underwriting and execution. As a corporate and real estate attorney by training, David brings a deep knowledge of all aspects of the real estate cycle. Prior to MCB, David served as the director of commercial lending for a regionally based full-service lending firm –Madison Funding – which he co- founded in 2000. Prior to devoting all his time to commercial real estate investment, David practiced law in the transactions group of Steptoe & Johnson LLP where he provided corporate and real estate advisory services. His practice focused on complex workouts, primarily in the real estate and financial products space.

David serves as the Chairman of the Board of Lendistry, a fintech enabled CDFI focused on providing small business capital to underserved communities nationwide. He serves on the investment committee and board of the Robert W. Deutsch Foundation which invests in innovative people, projects, and ideas that improve the quality of life in Baltimore and beyond. He also serves on the boards of Johns Hopkins Bayview Hospital, Ronald McDonald House, UPENN Institute for Urban Research, The Abell Foundation, and Baltimore Tree Trust.

Mr. Shah joined EJF in 2018 and is a member of the Executive Committee. Mr. Shah is responsible for portfolio management activities for all real estate funds and has overall responsibility for acquisitions, financing, development, construction, and asset management related activities. In his role, Mr. Shah oversees EJF’s real estate investment strategy, capital allocation, and partnership initiatives across the firm’s real estate portfolio. Mr. Shah has over 25 years of experience in the real estate industry. Prior to joining EJF, Mr. Shah was the President and Chief Investment Officer of the Multifamily Division at Kettler Inc., a real estate development firm based in the Washington, DC metropolitan area. Mr. Shah earned his BS in Financial Management from St. Joseph’s University and an MBA in Corporate Finance from the University of North Carolina at Chapel Hill. He is an active member of the Urban Land Institute.

Mr. Siglin focuses his practice on a broad range of business law matters involving corporate structuring, joint ventures, bond financing, syndication of equity, contract negotiation, regulation and compliance, tax credits, property tax exemptions, and real estate acquisition and development. He represents developers, lenders, investors, syndicators, real estate investment trusts, and other businesses and public sector entities. Mr. Siglin is experienced with utilizing federal and state Low-Income Housing Tax Credits (LIHTC) and tax-exempt bond financing to structure transactions; advising on debt and equity terms; negotiating development agreements and construction contracts; assisting with zoning and permitting; advising on compliance issues; counseling on state and local tax incentives; resolving complex tax issues; and providing wide-ranging federal and state tax advice.

Mr. Siglin served as an attorney advisor for the U.S. Department of Housing and Urban Development in Washington, D.C. for four years before entering private practice.
