C. Robert (“Bob”) Dalrymple is a partner in the Bethesda law firm Selzer Gurvitch Rabin Wertheimer & Polott P.C, heading up the Firm’s Land Use/Zoning practice group. Mr. Dalrymple practices in the areas of land use, real estate, municipal and other areas of administrative law, primarily in Montgomery County and Frederick County and the municipalities within those counties. Mr. Dalrymple has provided extensive services to clients throughout the region who have encountered growth management and increasingly complex legislative and regulatory issues during all phases of the due diligence review, entitlement and development process, including legislative amendments and administrative appeals and litigation related to development approvals and entitlements. In this regard, Mr. Dalrymple has represented, among others, local and national retail, office, residential, industrial/warehouse and mixed-use developers and builders, golf course developers, non-profit institutions and organizations, financial institutions, hospitals and other institutional users, as well as complex development and urban redevelopment projects including public/private partnerships and governmental RFP’s.

Selzer Gurvitch specializes in real estate and business transactions, tax and estate planning, commercial litigation and dispute resolution, land use, zoning and administrative law and real estate taxation. Mr. Dalrymple sits on the Selzer Gurvitch Board, and additionally commits substantial time and effort in participating in various community, civic, charitable, business and professional organizations and services.Mr. Dalrymple has served on the firm's Management Committee since 2001. In November 2006, Isiah Leggett was elected to a four-year term as Montgomery County Executive. He is the first African American to be elected to this public office. In November 2014 he was reelected by County voters, with winning over 65% of the ballots cast in each election.

Isiah Leggett was the first African American to be elected to the County Council. Ike Leggett served four terms as an At-Large Member (1986 – 2002). He also served as the Council's President three times (1991, 1998, 1999) and as its Vice-President three times (1990, 1997 and 2002). As a Council Member he also chaired the Council’s Transportation and Environment Committee and served on the Education Committee.

His other political service includes chairing the Maryland Democratic Party from December 2002 – December 2004, which involved working with local officials throughout the State of Maryland. Leggett was elected as president of the Maryland Association of Counties in January 2015.

He holds four higher education degrees: Bachelor of Arts from Southern University, a Master of Arts degree and a Juris Doctorate degree from Howard University, and a Master of Laws from George Washington University. Ike Leggett graduated from Southern University in 1967 as a Distinguished Military Graduate. In 1981 he was selected as the Southern University Outstanding Alumni. He finished first in his class from Howard University Law School, graduating Magna Cum Laude. At the time of his Howard Law School graduation, he held the third highest academic average in the law school's history. In 1985 Leggett received the Outstanding Alumni Award from Howard University Law School.

In earlier leadership experience he served as an infantry Captain in the United States Army. His tour of duty in the Vietnam War earned him the Bronze Star Medal, the Vietnam Service, and Vietnam Campaign Medals. As an administrative aide he specialized in small business concerns for Congressman Parren Mitchell of Maryland's 7th Congressional District. He also worked as a Social Security Administration claims examiner and as a staff attorney for the Department of the Navy.

In 1977 Ike Leggett was selected as a White House Fellow, one of a small number of citizens selected from across the country for their exemplary civic, professional and educational achievement. This program assigns the Fellows as staff members to the President of the United States and Members of the Cabinet. After his term as a Fellow, the Board of Directors of the White House Fellows Foundation elected Leggett as its Treasurer.

He served as a Professor of Law at the Howard University Law School from 1975 - 2006. He ran the day-to-day operations of the Law School as its Assistant Dean from 1979 – 1986.

Ike Leggett lives in Burtonsville with his wife, Catherine, who is Vice President for Human Resources of the International City Management Association; ICMA is a non-profit company that assists retired public service employees with financial matters. His daughter, Yaminah, a bio-medical researcher, and her family live in Silver Spring. Ike is a member of the Resurrection Baptist Church of Olney.

He manages relationships with current and prospective financing partners, directs the underwriting of potential investment properties, manages the firm’s investment assets, and reports on all investments to lenders and investors. He has more than twenty years of experience in the real estate industry with complex joint venture structures spanning a diverse range of property types.

Prior to joining StonebridgeCarras, Mr. Marquis worked in public accounting with Reznick Group in audit/compliance. He holds a Bachelor of Science in Finance and Accounting from Husson University and is a Certified Public Accountant. Mr. Marquis served as co-chair of the District of Columbia Building Industry Association Capital Markets Committee from 2014-2016. He is a member of the Urban Land Institute (ULI) and serves as a mentor in the ULI Mentorship Program.

Adam Davis brings more than 15 years of experience in commercial real estate development and finance. Since joining Foulger-Pratt in 2004, Mr. Davis has been responsible for retail development and acquisitions.

Before he joined Foulger-Pratt Development, Mr. Davis worked in commercial real estate finance in Utah. Mr. Davis holds a Bachelor of Science in Finance from Brigham Young University and a Master of Science in Real Estate Development from Johns Hopkins University.

Marc Dubick, Principal/President, has over 38 years of experience as an institutional real estate investor and developer. Prior to Duball, Mr. Dubick served as Senior Vice President and shareholder of Lowe Enterprises, one of the country's largest real estate pension fund advisors. Following 17 successful years at Lowe, Mr. Dubick formed Duball, LLC in 2004. He has been directly involved in the acquisition, investment, development or redevelopment of over 3.5 million square feet of commercial, retail and residential properties.

Mr. Dubick earned his J.D. from the Washington School of Law at American University, a BA in Economics from the University of Maryland, and graduated from the Gilman School in Baltimore. He has participated in the Urban Land Institute and the International Council of Shopping Centers. Mr. Dubick has been active in the lacrosse community having played at the University of Maryland and been president of Bethesda Youth Lacrosse Club.

Todd Pearson

Mr. Pearson is the Vice President of Acquisitions and Development for the B. F. Saul Company

and affiliates. The Saul organization owns and operates approximately 8 million square feet of

retail space, 5.2 million square feet of office and mixed use space, and 19 hotels primarily in the

DC metropolitan area. Todd's primary role is helping the organization grow through the

identification, acquisition, and development of real estate assets. His responsibilities include:

sourcing and negotiating real estate deals, valuing potential opportunities, completing acquisition

due diligence, and managing the design, entitlement and development of our mixed use projects.

Prior to joining the B. F. Saul Company in 2005, he worked in public accounting. Todd received

his MBA from the University of Virginia, Darden School of Business and a Bachelor of Science

degree in Accounting and Information Systems from Virginia Polytechnic and State University.

He serves on the Board of Trustees of the National Association of Real Estate Companies, is a

Commissioner and member of the Executive Committee for the Loudoun County Economic

Development Advisory Commission, co-chairs Loudoun’s Nighttime Economy Ad Hoc Committee,

and is an active member of the National Association of Real Estate Investment Trusts and Urban

Land Institute. He is a Certified Public Accountant.

Todd lives in Washington DC with his wife Sarah and four children; Mage, Jack, Eleni, and

Benjamin.

Summary

The Wisconsin Avenue/Rockville Pike corridor continues to evolve. With all its many confusing names like White Flint, Pike District, North Bethesda, Rockville Pike, 355 and more, there is no confusion that this corridor will continue to surprise us with new opportunities. All this redevelopment promises to create a new sense of place highlighted by urban-style density focused around experiential retail and amenity rich multifamily.

What new projects are on their way? Where do the improvements to Rockville Pike stand? What’s the status of the much need Bus Rapid Transit? What will be the transition between the County and City of Rockville? What does the County Executive say about economic development?
