James Warner

CEO

City-State Brewing Co

James Warner first fell in love with beer in Scotland, where he attended college in the mid-1990s. It wasn’t just the taste, but the culture that captivated him — friends gathering in a pub for hours, people settling in with writing or a book, and families welcomed. Fast forward to 2008, Warner is working on climate change policy, pining for a good beer, and living in a row house with the space to brew it. So, he and a buddy bought some brewing equipment and made their first batch on the back porch of a friend’s house. In 2013, James decided entrepreneurship was a better way for him to make positive change. He saw the potential for a hometown brand that would help people fall in love with the District as he had. And, as only a former policy wonk can do, he started in the weeds, learning the trade on the front lines of breweries from Montana to Montgomery County where he worked as a craft beer salesman for the distributor Legends, Ltd., a job he kept as he built City-State from the ground up. James is a husband, father, and a first-time entrepreneur who has realized his dream with the help of a talented team. He and his wife Melinda live in Brookland with their daughter, Shoshana.
