Andrew Mcintyre is charged with overseeing and leading the asset management function of CPI’s growing residential and mixed-use portfolio while continuing his responsibilities of furthering the company’s development and S.A.M. Strategies. Through Mr. Mcintyre’s leadership and years of experience, CPI has successfully realized its long-term vision of redeveloping existing shopping centers into vibrant mixed-use residential projects.

Prior to joining Combined Properties, Mr. McIntyre was the Senior Vice President of Development and Construction for Penzance. Before Penzance he was Vice President of Development at The JBG Companies, Project Manager for PN Hoffman and a Project Engineer for Clark Construction.

Mr. McIntyre received his BS in Building Construction from the Georgia Institute of Technology and his MBA from Johns Hopkins University. He has served on the boards of the DC chapter of Habitat for Humanity and Canal Park in SE Washington, DC. He is an active member of ULI , the Northern Virginia chapter of NAIOP and the International Council of Shopping Centers.

Mr. Edward J. Murn, IV, joined Washington REIT in April 2013 as Managing Director, Residential Division. Prior to joining Washington REIT, he was Director of Development at The Tower Companies from September 2008 to March 2013, where he was responsible for metro D.C. area projects including The Blairs, White Flint Mall, and Tower Oaks. His previous experience was as Vice President of Multifamily Development and Team Leader at Kettler, Inc. from 2004 to 2008; as Director of Acquisitions & Development, Northeast Investment Group at Archstone-Smith Trust from 2001 to 2004; and as Director of Capital Markets at Charles E. Smith Residential Realty, Inc. from 2000 to 2001. Mr. Murn began his professional career as a banker with Citizens Bank of Maryland and First Horizon Construction Lending. Mr. Murn is an active member of the Urban Land Institute and Johns Hopkins Real Estate Forum.

Christine Robertson

As Senior Developer, Christine Robertson manages the development activities in Virginia from inception through construction completion. Since starting with Pennrose in June 2018, Christine has been integral in building the Pennrose development pipeline in Virginia.

Prior to joining the Pennrose Team in Baltimore, Christine served as the Vice President of Bywater Development Group, the Director of Development of PIHRL Developers, Vice President of Millennia Housing Development, Ltd., and Project Manager with both the Cleveland Housing Network and Pathstone (previously Rural opportunities, Inc.). In these roles, Christine ran affordable and mixed-income rental developments from inception to completion including new construction, scattered site infill, for-sale homes, and acquisition/preservation transactions in multiple states. Christine also has experience in affordable housing lending with LISC in the Gulf Region following Hurricane Katrina, and with tax credit allocation and debt restructuring with the Ohio Housing Finance Agency.

Christine has a Bachelor of Arts in Urban Affairs from Virginia Tech.

Scott heads McGuireWoods’ Land Use Practice Group and is a

leader in the Northern Virginia land use and development field. Scott’s

practice focuses on land use and development issues in Northern

Virginia, where he assists developers and landowners in navigating

the land use entitlement process, including obtaining rezonings,

special exceptions, special permits, variances, and comprehensive

plan amendments.

Scott’s creative and entrepreneurial approach to land use helps add

value to client’s development projects. Throughout the land use

entitlement process, Scott works to maximize development potential

for his clients in a cost-effective and timely manner. In addition to new

development, he also assists clients in amending existing

development approvals to more closely align with changing market

conditions. Additionally, Scott has experience navigating the approval

process for repurposing of existing buildings and historic structures.

Prior to obtaining his law degree and joining McGuireWoods LLP, he

was an urban planner assisting developers and advising local

governments on a wide range of land use and development issues.

Scott also volunteers for a variety of community organizations and

serves as a volunteer Cub Scout leader.

Deirdre Johnson is a strategic thinker and dynamic leader with over 30 years of success in

managing and leveraging large commercial real estate portfolios including mixed-use, open air

and enclosed mall properties. Since 2007, she's been with Federal Realty Investment Trust,

rising in 2019 to Vice President, Asset Management. She manages over 5 million SF of

properties and has experience in diverse markets including Virginia, Chicago, Detroit, Maryland,

North Carolina, and Florida. Under her leadership, the portfolio has outperformed in NOI

growth and value creation due to creative redevelopment and repositioning initiatives. With

her team, she has implemented innovative and strategic remerchandising and rebranding

plans. Most recently, she opened Federal’s newly formed Virginia Regional Office located in

Tysons, Virginia to spearhead a targeted growth initiative.

Johnson has been awarded the ICSC’s Certified Retail Property Executive (CRX) designation and

the Certified Shopping Center Manager (CSM) designation. She is a member of the Urban Land

Institute (ULI), NAIOP Northern Virginia and Innovating Commerce Serving Communities (ICSC).

Most recently, Deirdre was named by the Commercial Observer as one of The Power Players of

Washington, D.C., 2022. Deirdre is a graduate of Old Dominion University.

Victor Hoskins is President and CEO of the Fairfax County (Va.) Economic Development Authority (FCEDA). The FCEDA oversees growth of the largest economy in Virginia, which ranked no. 1 in the 2019 and 2021 CNBC “America’s Top States for Business” study. Previously, he directed economic development in Arlington County, Va., where he led the team that brought Amazon's second headquarters creating 37,500 jobs for Northern Virginia and 100,000 jobs for the Washington, D.C., region, attracting $4 billion in private capital investment and catalyzing creation of two major Technology Innovation Campuses to build the regional tech talent pipeline.

Under Mr. Hoskins’ leadership, the FCEDA launched a multi-faceted talent initiative aimed at attracting, retaining, retraining and growing the workforce in Northern Virginia. With a master’s degree in City Planning from MIT and an Honors undergraduate degree from Dartmouth, he has held executive leadership ranks in real estate in both the public and private sectors. As Deputy Mayor of the District of Columbia, his team transformed Washington with projects such as City Center, the Wharf and Union Market. His career has taken him from Wall Street to Main Street, and he has expanded economies from Los Angeles/Long Beach to the Mid-Atlantic region.

Mr. Hoskins is frequently chosen for lists of the most influential business leaders in Virginia and the Washington area. He is a popular public speaker on economic development and leadership topics, and he has been quoted in Fortune, Forbes and the Washington Post.

Elizabeth has been a planner with WCL&W since 1990. Prior to joining the firm, she was the Vice President of Planning for the Milton Company, a homebuilder in Northern Virginia. Her public sector experience has included working as a Land Use Planner for Fairfax County and as Economic Development Coordinator for the City of Falls Church. Elizabeth specializes in Fairfax County, City of Fairfax, and Town of Herndon matters, helping clients achieve comprehensive plan amendments and zoning approvals and assisting them in the resolution of land development/site plan issues. She has worked on numerous residential, commercial and large scale, mixed-use projects as well as redevelopment transit-oriented projects.

Most recently, Elizabeth has focused on transit-oriented developments for the extension of Metro’s Silver Line through Tysons Corner to Dulles Airport.

Mike Proctor is the market president for the Arlington/Alexandria region of United Bank, a subsidiary of United Bankshares, Inc., a nearly $30 billion bank holding company. He is responsible for the management and operation of all United Bank offices in the Arlington/Alexandria areas, including client relationships and new business development. Proctor has financed the acquisition and construction of multiple commercial and residential real estate projects in and around the D.C. metro area. In addition, he has worked with various operating companies to provide working capital and term financing. He is a graduate of the RMA-ECU Commercial Lending School, past chairman of the United Bank Leadership Development Program and a member of the Board of Directors of the Northern Virginia Chamber of Commerce. Prior to his role as market president, Proctor served as a commercial lender and a credit analyst with United Bank. He graduated with a degree in finance from West Virginia University.
