As Co-Founder & Principal of D|Watts Construction, David is responsible for executive oversight of all business operations, including overseeing corporate and financial operations, and ensuring client satisfaction. David co-founded D|WATTS after spending over a decade with some of the largest GC’s in the DMV area. He and his team focus on high-end, complex projects, approaching their work with a boutique, client-oriented dedication and the polish of a billion dollar company. Over his career, David has had the opportunity to build the offices for law firms such as DLA Piper, Morrison Foerster, Greenberg Traurig, McGuire Woods and many others, as well as numerous Fortune 500 companies. He has been recognized by the WBJ and ENR as a top 40 under 40 professional but David is most proud of his awards for his volunteer efforts with JDRF and Make A Wish.

Jeff Black joined L.F. Jennings in 2010 as the Vice President and Director of the Corporate Interiors Division. Jeff was tasked with the creation and management of what has grown into robust department capable of providing full-service preconstruction and construction services to L.F. Jennings’ clients with a reputation for quality work and client service.

Jeff brought on board the knowledge and experience gathered over 20 years working as an owner/developer and as a construction manager in the metro Washington Area for major real estate companies. His proficiency with upper management oversight of departments, divisions, and companies and his extensive experience optimizing operations and project management through outstanding executive-level management, technical knowledge, and relationship building have resulted in an award winning, vibrant, and growing interiors department which has delivered over 5M square feet of built environments in the last 10 years.

Jeff has helped developers, architects, and general contractors navigate the rapidly changing trends in technology, security, and design of corporate interiors for over 30 years, maximizing clients budgets through collaboration, proactive management and practical guidance. An innovative and results-driven leader, Jeff ensures that his clients and teams have the resources and support to turn over projects that deliver on the commitment to quality and service for which L.F. Jennings is known.

Jon Banister is an East Coast Editor at Bisnow. He has managed Bisnow’s data center coverage since early 2022, and he has managed commercial real estate coverage in the D.C., Boston and Philadelphia markets. From 2016 to 2021 he was Bisnow’s D.C. reporter, during which time he covered the Northern Virginia data center market. He is a board member of the National Association of Real Estate Editors and has won several journalism awards from the organization.

C. Robert (“Bob”) Dalrymple is a partner in the Bethesda law firm Selzer Gurvitch Rabin Wertheimer & Polott P.C, heading up the Firm’s Land Use/Zoning practice group. Mr. Dalrymple practices in the areas of land use, real estate, municipal and other areas of administrative law, primarily in Montgomery County and Frederick County and the municipalities within those counties. Mr. Dalrymple has provided extensive services to clients throughout the region who have encountered growth management and increasingly complex legislative and regulatory issues during all phases of the due diligence review, entitlement and development process, including legislative amendments and administrative appeals and litigation related to development approvals and entitlements. In this regard, Mr. Dalrymple has represented, among others, local and national retail, office, residential, industrial/warehouse and mixed-use developers and builders, golf course developers, non-profit institutions and organizations, financial institutions, hospitals and other institutional users, as well as complex development and urban redevelopment projects including public/private partnerships and governmental RFP’s.

Selzer Gurvitch specializes in real estate and business transactions, tax and estate planning, commercial litigation and dispute resolution, land use, zoning and administrative law and real estate taxation. Mr. Dalrymple sits on the Selzer Gurvitch Board, and additionally commits substantial time and effort in participating in various community, civic, charitable, business and professional organizations and services.Mr. Dalrymple has served on the firm's Management Committee since 2001. Marc Dubick, Principal/President, has over 38 years of experience as an institutional real estate investor and developer. Prior to Duball, Mr. Dubick served as Senior Vice President and shareholder of Lowe Enterprises, one of the country's largest real estate pension fund advisors. Following 17 successful years at Lowe, Mr. Dubick formed Duball, LLC in 2004. He has been directly involved in the acquisition, investment, development or redevelopment of over 3.5 million square feet of commercial, retail and residential properties.

Mr. Dubick earned his J.D. from the Washington School of Law at American University, a BA in Economics from the University of Maryland, and graduated from the Gilman School in Baltimore. He has participated in the Urban Land Institute and the International Council of Shopping Centers. Mr. Dubick has been active in the lacrosse community having played at the University of Maryland and been president of Bethesda Youth Lacrosse Club.

Mr. Karim has served as President of Banneker since its founding in 2005. Banneker has grown from a boutique real estate development firm to a diversified, full-service real estate and construction firm specializing in facilities and construction management with federal, state and local clients.

Since its founding, Mr. Karim has been responsible for Banneker winning more than $30MM in contracts and overseeing the construction of more than $200MM in public and private projects. Prior to founding Banneker, Mr. Karim served as General Counsel for a Washington, D.C. based development company. Before that, he served as a Corporate Associate with a large New York law firm.

Mr. Karim received a Juris Doctor degree from Howard University where he was a member of The Howard Law Journal and a Bachelor of Science degree in Mechanical Engineering, also from Howard, where he became the first undergraduate student to serve two terms on the University’s Board of Trustees.

Vicki Davis is responsible for managing the acquisition, planning, design, and

implementation of all Urban Atlantic projects, and asset management of properties that

the company owns and its Mid-City Community CDE investment portfolio. With over 28

years of experience in real estate development, she formerly served as Deputy Director

of the Maryland Housing Fund and Maryland DHCD -Division of Credit Assurance. Her

experience also includes portfolio management for MNC Financial-South Charles Realty

and multifamily development for Trammell Crow Residential.

As President of Urban Atlantic Development, Ms. Davis has managed development of

over $2 billion in real estate projects and asset managed over $4 billion in real estate

investments. She has developed over 6,000 multifamily residential units and 600,000

commercial square feet for Urban Atlantic, including eight HOPE VI mixed-finance public

housing redevelopment projects, as well as transit-oriented mixed-use projects.

Ms. Davis holds a MBA in Finance from American University, an MS in Engineering &

Construction Management from University of Texas, and a BS in Civil Engineering from

the University of Maryland. She taught for 12 years in the Johns Hopkins Real Estate

MBA program and is a LEED AP.

Alan Lederman is responsible for numerous development opportunities within Urban Atlantic’s regional footprint and has 15 years of development and asset management experience. In his capacity as a real estate developer, he has been responsible for delivering more than 2,500 residential units and $500+ million in acquisition/rehabilitation and new construction projects. He has primary responsibility for predevelopment and development processes, building development implementation teams, and oversight and direction. Mr. Lederman has extensive experience working in public-private partnerships. He currently oversees the development of the New Carrollton Metro station site, a joint development project between the Washington Metropolitan Area Transportation Authority (WMATA), Prince George’s County and the State of Maryland, and has been involved with other large projects involving the federal government, the District of Columbia Housing Authority and other private developers.

Mr. Lederman holds a BA in Film Studies from the University of California at Santa Barbara, and an MBA from Georgetown University.

Robert P. David was appointed by Governor Brown as director of the Office of Statewide Health Planning and Development (OSHPD) on April 13, 2012.

Prior to his appointment to OSHPD, David was an executive for the American Hospital Association where he worked on state and federal issues impacting the industry. From 2005 to 2010, David served as the Chief Deputy Director for OSHPD, and before that, he was the Regional Vice President at the Hospital Council of Northern and Central California for six years. Other state government experience includes serving as Assistant Secretary at the Health and Welfare Agency and as Senior Negotiator at the California Medical Assistance Commission.

From 1999 to 2003 David served as a member of the State Emergency Medical Services Commission and is a former member of the San Joaquin County Health Commission. He was selected as a Sierra Health Foundation Health Leadership Fellow in 2002, and completed the Program for Senior Executives in State and Local Government at Harvard University in 2006.

Donna, a founding member of Cityline Partners, is responsible for Cityline’s strategic planning, and for oversight of the company’s day to day execution of its business plan. Prior to Cityline, Donna was affiliated with West*Group for several years, first as the CEO of Park*Crest, and then as Executive Vice President for West*Group. Prior to her tenure at West*Group, she was General Counsel and Vice President of Real Estate for Opus East, and a partner with the law firm of Hazel & Thomas, now known as Reed Smith.

Donna serves on the Board and Executive Committee for George Mason University Foundation, and chairs the Foundation’s Real Estate Committee. She is also on the Board of New Hope Housing and a member of the Urban Land Institute Executive Committee, and the Urban Land Institute Trends Committee. Donna earned her Bachelor of Arts from the University of Virginia, and her Juris Doctor from the University of Virginia School of Law.

McLean Quinn is President of EYA, LLC. He oversees corporate management and strategy, investor relations, acquisition and development strategy and project stewardship, and chairs the Partnership Committee. Before being named President in February 2019, McLean served as Vice President of Acquisition and Development, leading acquisition, negotiations, entitlement, underwriting and project stewardship for numerous projects at EYA. McLean is active in ULI and is past participant in the ULI Washington Regional Land Use Leadership Institute and Leadership Montgomery.

Before joining EYA, McLean evaluated opportunistic real estate investments for Morgan Stanley's Real Estate Fund (MSREF) in New York and worked in private equity and investment banking at Wells Fargo in Charlotte, North Carolina. He earned a BA in Political Science from Davidson College and an MBA with Distinction from the Kellogg School of Management, where he was an Austin Scholar. McLean lives in Washington D.C. with his wife and two children.

Tracy Sayegh Gabriel is a planner and urbanist focused on helping communities shape and implement plans for neighborhood and downtown vibrancy, inclusive economic development, capital investment, and programming. Tracy currently serves as President and Executive Director of the National Landing Business Improvement District, leading placemaking and promotion for the DC region's fastest-growing downtown district located in Arlington, VA. She has been featured on the Washington Business Journal’s Women Who Mean Business and Power 100 lists. Tracy’s career has spanned public and private sectors and includes management of some of the most complex and high-profile public plans and development initiatives in New York City at NYC Economic Development Corporation and Washington, DC, at the DC Office of Planning. She received her undergraduate degree in International Affairs from The George Washington University, her Master's in City Planning from MIT, and was a Fulbright Scholar in economic development in Damascus, Syria.

An Alexandria native and Falls Church resident, Andrew has cultivated a unique set of skills, knowledge, relationships, and expertise in

the transactional aspects of real estate law. He has represented clients in 16 Virginia localities, from Arlington County to Winchester, and

specializesin securing zoning approvals and providing counselto residential,commercial, and industrial developers and landowners, advises

clients on all aspects of the land entitlement process and real estate matters, and frequently appears before planning commissions, town

and city councils,county boards of supervisors, localcitizen groups, boards of architecturalreview, and civic and homeowners associations.

Prior to joining The Land Lawyers in 2007, Andrew worked for two members of the Fairfax County Board of Supervisors, the County

Administrator of Caroline County, Virginia, and former Virginia Governor (now U.S. Senator) Mark Warner. In 2004, Andrew worked

for McGuireWoods Consulting, identifying business expansion opportunities and conducting comprehensive studies for public safety,

education, and transportation construction companies across thecommonwealth.

Andrew is an adjunct professor and teaches classes in political science, urban history, historic preservation, and city and regional planning

at the University of Richmond and the University of Mary Washington. He also leads courses for public and private civil engineers on the

land use entitlement process at the Engineers & Surveyors Institute to improve the quality of their plans and the process by which they are

approved.Having studiedNorthern Virginia’s geography and chronicled itsland development history, Andrew’sextensive knowledge of the

region has played a significant role in assisting clients and navigating issues related to development patterns, transportation concerns, and

environmentalchallenges in multiplejurisdictions.

As President and CEO of Jair Lynch Real Estate Partners, Mr. Lynch assumes primary responsibility for firm management and project coordination, with a commitment to developing a quality product and superior service. Mr. Lynch has over twenty years’ experience in public and private real estate as an investor and advisor, including projects in Silicon Valley, CA and Washington, DC. Nina M. Albert serves as the Commissioner of the Public Buildings Service (PBS) at the U.S. General Services Administration (GSA).

As PBS Commissioner, she manages the nationwide asset management, design, construction, leasing, building management and disposal of approximately 371 million square feet of government-owned and leased space across the United States and six territories.

Albert brings 20 years of experience in public real estate disposition, public-private partnership negotiations, economic revitalization, and sustainable development to GSA. Albert most recently served as Vice President of Real Estate and Parking at the Washington Metropolitan Area Transit Authority (WMATA), where she managed a multi-billion dollar real estate portfolio.

While working at the District Department of Environment, Albert led the design and development of a first-of-its-kind $250 million energy efficiency financing program targeting commercial and multi-family property owners. As the Anacostia Waterfront Initiative Manager, she oversaw a $1.3 billion redevelopment project in Washington D.C., including a 2,800-acre waterfront revitalization program.

A military veteran, Albert served as a first lieutenant and Company Executive Officer of the U.S. Army Signal Corps.

Albert holds a Master of Business Administration and Master of City and Regional Planning from the University of North Carolina Chapel Hill and a Bachelor of Science in Mechanical Engineering from Tufts University.

Mr. Buchanan is a Principal of Buchanan Partners, a full service real estate

development company in office, retail, industrial, residential, and large mixeduse

planned communities. Mr. Buchanan is the President of the 2030 Group, an

association of Washington metropolitan area business leaders focused on

regional long-term decision-making and solutions. The mission of the 2030 Group

is to advance a strong regional economy with new employment opportunities

and sustainable prosperity for current and future residents of the Washington

metropolitan area.

Mr. Buchanan was recently recognized in the Washington Business Journal’s

“Power 100” list of the region’s most influential business leaders. Until recently, Mr.

Buchanan was chair of VisArts, a premier visual arts organization in the capital

region that’s based in Rockville. His extensive past community involvement also

involves Chair of Loudoun County Economic Development Commission and

Founding Member of the Ballston Partnership.

Tony Williams, the former Mayor of Washington, D.C. (1999 – 2007), is the current Chief

Executive Officer of the Federal City Council, an organization focusing the creative and

administrative talents of Washington’s business and professional leaders on major problems

and opportunities facing the District.

He is widely credited with leading the comeback of Washington D.C. during his two terms as

Mayor, restoring the finances of our nation’s capital, and improving the performance of

government agencies, all while lowering taxes and investing in infrastructure and human

services.

In addition to his duties with the Federal City Council, Mayor Williams is a Senior Advisor to King

and Spaulding, LLP. He serves on several company boards as well as the boards of Fight for

Children and the Chesapeake Bay Foundation.

Prior to Federal City Council, he led the Global Government Practice at the Corporate Executive

Board in Arlington, Virginia. He also taught public finance and urban leadership as the William

H. Bloomberg Lecturer in Public Management at Harvard’s John F. Kennedy School of

Government while coordinating programs for the Municipal Innovation Program at the Ash

Center for Democratic Governance and Innovation.

Before his election as Mayor, he was the independent Chief Financial Officer of the District from

1995 to 1998, working with and on behalf of local officials, the D.C. Financial Control Board, and

the U.S. Congress. Before his service in local Washington, Tony worked in a variety of positions

in federal, state, and local government, including as the first CFO for the U.S. Department of

Agriculture, appointed by President Bill Clinton and confirmed by the U.S. Senate.

He holds a BA from Yale, an MPP from the Harvard Kennedy School, and a J.D. from the Harvard

Law School, as well as a number of awards and honorary degrees, including Governing

Magazine Public Official of the Year in 1997. He is a fellow of the National Academy of Public

Administration and former President of the National League of Cities.

Chuck Bean is an executive and civic leader with more than 30 years of experience in

government, nonprofits, and philanthropy. Since 2012, Bean has served as Executive Director

of the Metropolitan Washington Council of Governments (COG), one of the country’s prominent

regional councils and metropolitan planning organizations. COG is an independent, nonprofit

association that brings area leaders together to address major regional issues, including

economic development, land-use, human services, public safety, and environmental and

transportation planning. Its membership is comprised of 300 elected officials from 24 local

governments, the Maryland and Virginia state legislatures, and U.S. Congress. Bean previously

served as President of the Nonprofit Roundtable of Greater Washington and the Director of the

Community Capacity Fund. Bean earned his Master of Public Policy from Harvard University’s

Kennedy School of Government.
