developments and shopping centers within the D.C. market, Henry utilizes over 35 years of

experience in the retail industry to create well-organized and exceptional projects from

conception to completion. With comprehensive knowledge in a wide array of retail types

including urban, mixed-use, neighborhood, lifestyle, and power centers, Henry is recognized as

a trusted retail advisor and an expert in the commercial real estate industry.

His ability to form and cultivate close-knit partnerships within his team and among his clients

enhanced Rappaport’s reputation as a well-respected and experienced firm committed to

cultivating places. Under his leadership, the company’s leasing and brokerage portfolio soared

Asheel Shah joined Kettler in 2007 and is President of the Multifamily Development division of the company. Mr. Shah has over 20 years of experience in the Washington DC real estate market and 14 years of experience dedicated to real estate acquisitions and development. He is responsible for the (i) company’s investment strategy, (ii) new business development activities, (iii) equity capital raising as well as (iv) building and maintaining partner relationships. Additionally, Mr. Shah serves on the Kettler Investment Committee and is principally responsible for making recommendations to the committee.

Mr. Shah earned a bachelor’s degree in finance from St. Joseph’s University in Philadelphia, PA., and a master’s of business administration from the University of North Carolina, Chapel Hill. Prior to joining Kettler, Mr. Shah worked at Monument Realty, CarrAmerica Realty Corp. and Arthur Andersen LLP. He is an active member of the Urban Land Institute, serving on the Washington District Executive Committee and as a mentor for young leaders.

planned communities. Mr. Buchanan is the President of the 2030 Group, an

association of Washington metropolitan area business leaders focused on

regional long-term decision-making and solutions. The mission of the 2030 Group

is to advance a strong regional economy with new employment opportunities

and sustainable prosperity for current and future residents of the Washington

metropolitan area.

Mr. Buchanan was recently recognized in the Washington Business Journal’s

“Power 100” list of the region’s most influential business leaders. Until recently, Mr.

Buchanan was chair of VisArts, a premier visual arts organization in the capital

region that’s based in Rockville. His extensive past community involvement also

involves Chair of Loudoun County Economic Development Commission and

Taylor O. Chess is Senior Manager Director, Development for Peterson Companies and serves on the Company’s Investment Committee. Taylor has developed retail projects valued over $250 million. He is a visionary, known for spotting acquisition opportunities, imagining the possibilities, divesting of property, acquiring land, and building joint ventures.

Taylor has been instrumental in leading the company’s expansion into new ventures and development and looks at all disciplines of real estate to find the best use based on market conditions and social and economic changes.

Prior to Peterson Companies Taylor was Senior Vice President, Investments at Regency Centers where he established the Mid-Atlantic and Northeast offices. During his eight years, he developed 11 centers valued at approximately $660 million and assisted in the acquisition of 140 centers.

Taylor studied at California State University, Northridge. He serves on numerous philanthropic boards and committees including Joe Gibb’s Youth For Tomorrow, Fairfax County Sports Tourism Tax Force and mentors real estate students through ULI’s mentoring programs. He was recently appointed by Gov. Glenn Youngkin as a member of the Metropolitan Washington Airports Authority board of directors to help establish policy and provide direction to management for the operation of Dulles International and Reagan National Airports and the Dulles Toll Road. He served as ICSC’s State Director of Maryland, Washington D.C. and Virginia and has been a guest speaker for the GWU Real Estate Program.

FUN FACT: While studying in California Taylor tried his hand at Hollywood and landed roles in popular television shows and movies like Dynasty, Matlock, Solid Gold and Space Balls to name a few.

William C. May is a Vice President of Miller & Smith’s Land Development Group. Bill joined Miller and Smith in 2003 and is currently a Partner in One Loudoun, a 358 acre Omni-use development in Ashburn, VA. Bill is responsible for the overall management of the project, including the business plan, land planning, development, construction and sales/leasing. Additionally, he manages due diligence and entitlements for new acquisitions. Bill earned a Bachelor of Arts degree in Business Administration from Youngstown State University. With over 25 years of experience in real estate development and asset management, Bill is an expert in zoning and entitlement and has extensive knowledge of bond and development requirements.

Devin oversees acquisitions in five Northeast markets of the U.S. and is responsible for identifying, evaluating and structuring profitable retail development opportunities throughout the Mid-Atlantic and Northeast region.

Devin joined Regency as Vice President in 2010. He has more than 20 years of experience in commercial real estate development, shopping center sales, and tenant and landlord representation within the Mid-Atlantic market.

Previously, Devin served as principal at KLNB Retail, a leading commercial brokerage and management company in the Washington-Baltimore area for about 15 years. He served as a representative for many national and regional companies in their retail real estate needs to include leasing, sales, development and new store openings.

Devin earned a Bachelor of Science in finance and business economics from the University of Southern California. He enjoys spending time with his wife and two children as well as skiing, golfing and coaching youth soccer. He is treasurer of the Arlington Soccer Association, a nonprofit youth soccer organization serving more than 6,900 kids in the Arlington, VA area. In addition, he is also on the board of New Community for Children, a Washington, DC inner-city nonprofit, which provides youth with learning experiences that build their academic, social and creative skills.

Sheila C. Johnson is Founder and CEO of Salamander Hotels & Resorts (SHR), which operates a collection of properties along the east coast and in the Caribbean. SHR includes the equestrian-inspired Salamander Resort & Spa in Middleburg, Virginia, which has been awarded the distinguished Forbes Five Star rating. The collection also features Innisbrook in Tampa Bay, which is home of the annual PGA Valspar Championship; The Henderson, a luxury beach resort in Destin, Florida; the spectacular Hotel Bennett in Charleston, South Carolina; and Half Moon in Montego Bay, Jamaica, which is opening a new resort experience called Eclipse this fall, 2020.

As Vice Chairman of Monumental Sports & Entertainment, Ms. Johnson is the only African-American woman to have ownership in three professional sports teams: the NBA’s Washington Wizards, the NHL’s Washington Capitals (2018 Stanley Cup Champions), and the WNBA’s 2019 World Champions Washington Mystics, for which she serves as President and Managing Partner.

In 2017, Ms. Johnson was named on Forbes Magazine’s Top 50 America’s Richest Self-Made Women. WE Capital, a venture capital consortium to support and invest in female-led enterprises with a goal of promoting social impact and generating financial returns was spearheaded by her in 2016. She also serves on the board of the Greater Washington Partnership, which seeks to strengthen the region’s global position as a center for commerce and innovation.

Ms. Johnson has long been a powerful influence in the entertainment industry, starting with her work as founding partner of Black Entertainment Television. She has served as executive producer of documentary and feature films, including The Butler, directed by Lee Daniels. Ms. Johnson is founder and chair of the Middleburg Film Festival, an annual celebration of independent films. The festival is dubbed by the Washington Post as “an itty-bitty Cannes…” and referred to by RogerEbert.com as “…the place to be during Oscar season”. It continues to attract Oscar worthy films such as Greenbook, La La Land and 2019’s Oscar winner Parasite.

In 2006 Ms. Johnson was named global ambassador for CARE, a leading humanitarian organization fighting global poverty by empowering women because they have the unique power to help entire communities escape poverty. “Sheila’s I Am Powerful Challenge” was instrumental in helping raise funds for CARE’s important work. She served as a member of Accordia Global Health Foundation’s International Council, rallying support for the foundation’s efforts to overcome the burden of infectious diseases in Africa.

A fervent supporter of education, the Sheila C. Johnson Fellowship at the Harvard Kennedy School supported a cohort of 50 fellows – emerging leaders dedicated to improving the lives of the underserved. As a board member of the Jackie Robinson Foundation, she created the Rachel Robinson International Fellowship program - providing the scholars the opportunity for international service and study abroad. Ms. Johnson endowed two chairs at her alma mater, the University of Illinois - School of Music.

Michael is the head of Merritt’s Virginia team, contributing more than 30 years of construction and development experience to the Loudoun office, where he is focused on land development, construction, and operations. After 15 years of service at Merritt’s Baltimore headquarters, Michael relocated to Northern Virginia in 1999 to establish the Loudoun office, which currently serves over 70 Merritt customers. Michael demonstrates his dedication to the industry outside of the office with his involvement in various organizations including the Associated Builders and Contractors, NAIOP, Loudoun County Chamber of Commerce, and The Builders Foundation where he currently serves as Chairman. Michael also serves as a member of the Loudoun County Fiscal Impact Committee and the Loudoun County Building and Development Advisory Group. He is actively involved in numerous committees established by Loudoun County to improve development processes, one of which recently implemented the county’s “Fast-Track” development process. In addition, Michael is a member of the Board of Directors at the Good Shepard Alliance, a non-profit organization that provides help and hope for the homeless and those in need through transitional and emergency housing and outreach services.

John Wood

As CEO of Telos Corporation, John Wood orchestrates the company’s support of corporations and governments worldwide in the critical areas of cybersecurity, secure mobility, and identity. Prior to joining Telos in 1992, Wood worked on Wall Street after earning his degree in finance and computer science at Georgetown University.

In 2014, Mr. Wood was appointed by Gov. McAuliffe to serve on the Virginia Cyber Security Commission. Established by executive order, the commission is designed “to bring public and private sector experts together to make recommendations on how to make Virginia the national leader in cybersecurity.”

Mr. Wood serves on the boards of Northern Virginia Technology Council (NVTC) and Wolf Trap Foundation for the Performing Arts, home of the nationally acclaimed Wolf Trap Institute for Early Learning through the Arts and its Early STEM/Arts program. Mr. Wood is also an active member of the business community, championing the concept of civic entrepreneurship. He is the founding chairman of the Loudoun County CEO Cabinet and served for five years as chairman of Loudoun County’s Economic Development Commission.

In 2012 Mr. Wood was named Chairman of the Board of Directors for the Tragedy Assistance Program for Survivors (TAPS), the national organization providing compassionate care for the families of America’s fallen military heroes. He served ten years on the board of directors of Project Rebirth, a nonprofit committed to supporting health and healing among victims of tragic loss. The organization’s award-winning documentary film, REBIRTH, employs time-lapse photography of the rebuilding of the Freedom Tower and a “human time lapse” of the journeys of nine people whose lives were dramatically affected by the events of 9/11. A portion of the film is on permanent display at the National 9/11 Museum, and a digital archive of over eight hundred hours is available at the Library of Congress and used by numerous colleges and universities in programs to facilitate healing, foster hope, and build resilience.

Sharon D. Virts has nearly 30 years of experience in the federal market. She founded FCi Federal (formally FedConsulting) in 1991. Under her direction, FCi Federal has experienced stellar growth since 2005, growing from 35 employees and $1.5 million in revenue in 2007 to nearly 5,000 employees and $153 million in revenue today.

Ms. Virts’ vision and her passion have positioned FCi Federal as the market leader in operations processing services and adjudication support to the government. The company holds major contracts with Department of Homeland Security including the U.S. Citizenship and Immigration Services and Customs & Border Protection as well as the Department of State and the Department of Justice including the FBI and DEA.

Under her leadership, FCI Federal has been named to Inc. Magazine’s 500/5000 List of Fastest Growing Companies in the United States every year since 2012. Year over year, the company has been named as one of the top-100 fastest-growing companies in the D.C. area by numerous publications, including the Washington Business Journal.

In 2013, Ms. Virts was named Ernst and Young's 2013 Entrepreneur of the Year for Greater Washington. She was honored by the U.S. Women’s Chamber of Commerce when she received their Women Contractor/Growth Master Award in 2012. In 2013, she was recognized by the Women's Chamber for her assistance and mentoring support of other woman-owned small businesses by receiving their prestigious Stellar Award.

Ms. Virts is a commissioner on the Loudoun Economic Development Commission, serving as vice chairman, and participates on a number of small business advisory boards in both Loudoun and Fairfax Counties. She also lectures nationally on small business growth.

Prior to founding FCi Federal, she was the director of government programs for Prentice Hall/Maxwell Macmillan Publishing in New York, where she orchestrated and successfully built a nationwide government sales program. Earlier in her career, she was a program development manager for CSC, responsible for winning programs worth more than $3 billion. She began her career as a federal junior fellow under a grant program with the Department of Housing and Urban Development.

Ms. Virts holds a degree in engineering from the University of Virginia.

Ross Draber is the chief operating officer of United Bank, a subsidiary of United Bankshares, Inc., a $19.3 billion bank holding company. He is responsible for the performance and profitability of the Bank, directing commercial and consumer banking sales and service operations throughout the Washington, D.C. metro area. Draber oversees the region’s market presidents and works alongside them to drive growth and develop business strategy and execution plans.

Draber has played an integral role in United Bank’s expansion since assuming the role in 2015. During that time, United Bank has grown to over 70 branches in Maryland, Virginia and Washington, D.C. It has the number one deposit market share among community banks in the Washington, D.C. Metropolitan Statistical Area. Draber is highly involved with the merger and acquisition team and was instrumental in the Bank’s successful acquisitions of Cardinal Financial Corporation and its subsidiaries George Mason Mortgage, LLC and Cardinal Wealth Services, Inc. (2017); Bank of Georgetown (2016); and Virginia Commerce Bank (2014).

Draber previously served as a senior vice president of treasury and corporate finance. In this role, he managed the capital adequacy and regulatory risk of United Bankshares, Inc., serving on the Asset Liability Committee (ALCO) and stress test development team. He oversaw the mergers and acquisitions analysis and supervised commercial loan pricing and term sheet structuring within United Bank. Prior to that, Draber held several positions in treasury and credit administration.

Draber is a CFA® charterholder and a 2017 Washington Business Journal 40 Under 40 honoree. He graduated from Washington and Lee University with a Bachelor of Science in Accounting and Business Administration.

Kurt Marx is the market president for United Bank’s Fairfax West region, encompassing Loudoun County and parts of Fairfax County. He is a 1980 graduate of George Washington University and he has been employed in the local banking industry since 1986. Kurt is an active member and has served in various positions within St. Theresa Catholic Church, Ashburn, VA. Since 2012, he has served as director and treasurer for the non-profit Mosaic-Virginia which operates a clinic in Lansdowne, VA and provides free women’s health care services.

Chris Clemente founded the Comstock organization in 1985 and has guided its growth and diversification since its inception. Mr. Clemente managed the growth of Comstock as a private enterprise until the 2004 initial public offering of Comstock Homebuilding Companies, Inc. (NASDAQ: CHCI), now known as Comstock Holding Companies®, Inc. (“Comstock” or “Company”). Since the IPO, Mr. Clemente has served as Chairman of the Board and Chief Executive Officer of Comstock and is the largest individual stockholder of the Company. Mr. Clemente chairs Comstock’s Executive Committee, which charts strategic direction, evaluates acquisition opportunities, and oversees strategic partnerships, including multiple public-private partnerships. Mr. Clemente is also Managing Member of Comstock Partners, LC (“Partners”), a family-owned, private company founded by Mr. Clemente in 1999 to focus on commercial real estate development and investment.

Following its IPO, Comstock expanded its for-sale homebuilding operation into multiple key markets in the southeastern United States, while the commercial development operation of Partners remained focused on the Washington, DC market. Following the Great Recession, Comstock scaled back its for-sale homebuilding operation to focus solely on the Washington, DC market. Mr. Clemente managed the two companies as separate firms with distinct management teams and investment objectives until early 2018, when Comstock announced its plan to wind-down its for-sale homebuilding operation and refocus on commercial development, real estate asset management, and real estate related services. To execute this strategic plan, the operating platforms of Comstock and Partners were combined, and changes were made to the management team. To anchor the transition, Partners entered a long-term, cost-plus asset management agreement covering its portfolio of commercial properties, which had grown to include millions of square feet of stabilized buildings and development assets strategically located at key transit stations on Metro’s new Silver Line in the Dulles Corridor of Northern Virginia that have an estimated value at full build out of approximately $3 billion.

Key assets included in the portfolio of managed assets, include; Reston Station, a 4.5 million square foot transit-oriented and mixed-use development covering nearly 40 acres surrounding the terminus station of Phase I of the Silver Line in Reston, Virginia, and Loudoun Station, a 2+ million square foot transit-oriented and mixed-use development located adjacent to the terminus station of Phase II of the Silver Line in Ashburn, Virginia.

Mr. Clemente attended the University of Wisconsin and George Mason University where he studied Business and Psychology. Mr. Clemente and his wife, Tracy Schar, have been long-time supporters of numerous charitable organizations in the Washington, DC region that support international adoptions, foster care programs, and that provide educational, housing and other assistance to families and children in-need.

Paul Weinschenk is Chief Operating Officer at Peterson Companies where he oversees all aspects of the company’s retail, office, and industrial operating portfolios, including asset management, leasing, risk management, and marketing.

Previously, he was Vice President and Managing Director for the Retail Division at Washington Real Estate Investment Trust (WRE) and oversaw the growth and operations of WRE’s then 2.4 million square foot retail portfolio.

Prior to that, he spent 15 years at Peterson Companies as Vice President of Retail Development and was instrumental in the development and leasing of Fairfax Corner, Virginia Gateway and East Market among others.

He is an active member of the International Council of Shopping Centers and served a three-year term as State Director for Maryland, Northern Virginia and the District of Columbia. Paul is also past President of the University of Virginia School of Architecture Foundation.

Paul holds a B.S. in Architecture from the University of Virginia and a Masters of Business Administration from The Keenan-Flagler Business School at The University of North Carolina.

the transactional aspects of real estate law. He has represented clients in 16 Virginia localities, from Arlington County to Winchester, and

Prior to joining The Land Lawyers in 2007, Andrew worked for two members of the Fairfax County Board of Supervisors, the County

Buddy Rizer serves as the Executive Director for economic development in Loudoun County, Virginia,

which was named the 2021 Economic Development Organization of the Year by the International

Economic Development Council. He leads the agency responsible for encouraging growth and

developing relationships with Loudoun’s business community in both the commercial and agricultural-

based business sectors. During his tenure, Rizer and his team have attracted more than $65 billion in

new commercial investment and more than 60 thousand new jobs. During this time, the growth in the

commercial based has helped lower the tax rate in Loudoun by more than 48 cents on the dollar, saving

residents thousands of dollars annually on their tax bill.

Mr. Rizer has been named a Tech Titan eight times by Washingtonian Magazine (2017 – 2024), one of

the 50 most influential Virginians six times by Virginia Business Magazine (2018 – 2023), a five-time

member of Virginia’s Power 500 (2020 – 2024), and three times named to the Washington Business

Journal’s Power 100 as one of the most influential businesspeople in Washington, DC (2020, 2022,

2023). In 2024, he was named as one of the 50 most influential people in Northern Virginia by Northern

Mr. Ihrie has over 35 years industry experience as a direct innovator in the

fields of satellite and terrestrial communication, computing, and information

science. He has been a principal in seven startup companies in industries

ranging from Nuclear Power to Digital Broadcast to analytic software for the

Intelligence Community.

Mr. Ihrie has used the CTO position as a platform to help build four

breakthrough enterprise-scale innovation organizations. The National

Technology Alliance brought non-traditional technology companies to help

solve hard problems for the Intelligence Community. Mach37 is the first

vertically-focused business accelerator for cybersecurity. Mr. Ihrie leads the

EMERGE Program with DHS Science & Technology Directorate, using a national coalition of business

accelerators to bring leading edge innovation in wearable technology to the First Responder community.

His current project, the Smart Communities Actuator combines an accelerator and incubator with built-

in path-to- market opportunities focused on helping early stage businesses bring value to the Smart

Cities market.

Mr. Ihrie has a Master of Science degree in Business from MIT, specializing in the Management of

Technological Innovation, and a B.S. from MIT in Electrical Engineering/Computer Science.

Mr. Minh Le is a serial entrepreneur, technologist, and commercial real estate developer. He is

the Managing Partner at 22 Capital Partners, a private equity firm that invests in real estate,

technology (smart cities, artificial intelligence, big data analytics) and clean energy. They have

financed numerous private portfolio companies to successful exits with returns ranging from

10% to 24% IRR. Mr. Le leverages over twenty-five years of experience in finance, technology,

merger and acquisition, venture capital and commercial real estate development in his most

recent endeavor: the creation of 22CityLink, a smart city developer and technology platform. Its

inaugural project, Gramercy District, is a ground-up $500M+ development located outside

Washington D.C. in Loudoun County, VA. Mr. Le is well-positioned to accelerate and evolve

technology-based real estate development through his existing network of big data, predictive

analytics, in-house technology and partnerships with Microsoft, Avaya, and Neon Mobile. In his

free time, he serves as the CEO of Defense Security Technology Group (DSTG).

Mr. Le wasted no time starting his technology career. While still in undergrad, he built

algorithms for the Navy’s towed array sonar systems. He held multiple management positions at

ExxonMobil over the next eight-years. Mr. Le started as a senior software engineer and

developed an oil and gas spot market trading system which earned him a promotion to oil and

gas market trader. Responsible for the Gulf Coast, Midwest and New York Harbor, Mr. Le

traded tens of billions of dollars each year. In 1997 he joined Accenture as a consultant, and in

less than five years, was promoted to senior partner. He first served on Accenture’s Department

of Defense (DoD) Navy account, responsible for large application system development and

integration projects. Mr. Le moved from Managing Director to North American Partner and

Managing Director of Supply Chain Planning. He became an expert in multi-billion-dollar

merger and acquisition transactions, deal structure, finance and supply chain operations. In a $10

billion deal he consolidated over 90+ installations for the Commander, Navy Installations

Command (CNIC); in another he merged Man Power, Personnel, Training and Education

(MPTE) to a single command following commercial best practices with a shared services model.

In 2009 he left Accenture to become the COO of Cogility, Inc. Cogility delivered classified

software applications to the DoD and intelligence communities. The company was sold for a

handsome exit in 2013. Mr. Le continued his technical and financial due diligence success as the

Executive Vice President of private equity company Acquired Sales Corporation. He led a

number of transactions for acquired technology companies. Since 2005, he’s somehow found the

time to serve as CEO of DSTG. A strategy, research, development, engineering and technology

consulting firm, DSTG delivers solutions to commercial companies and federal DoD

departments alike. Major viable products include Legal-AI for legal analytics and MedCloudAI

for the legal and healthcare industries.

Mr. Le holds a Bachelor’s of Science from the University of Maryland College Park and an

MBA in Finance from Georgetown. He’s lived around the Washington, D.C. area for many

years, so the Gramercy District project is a natural fit.
