Bob Milkovich is the CEO of rand* construction, and is responsible for developing, leading and

communicating the company’s short and long-term strategies. This includes oversight of all major

operating businesses within rand*. He is responsible for creating and implementing the company’s

vision, mission and culture.

Bob brings over thirty years of commercial real estate experience and leadership experience to his role

at rand* construction. Prior to joining rand*, Bob was the CEO and Trustee of First Potomac Realty Trust,

a publicly traded REIT. His experiences include serving as the President of Spaulding & Slye Investments,

a JLL wholly-owned private equity investment merger, as a Regional Director of Goldman Sachs,

investing in all aspects of the capital structure in commercial real estate and leadership positions

with CarrAmerica, a publicly traded office REIT and its predecessor, the Oliver Carr Company.

His vast knowledge of the industry and active participation in the community over the years has helped

him to build deep relationships locally and nationally within the industry. He currently serves as a

Director and Vice Chair Investment Committee for the University System of Maryland Foundation,

overseeing the endowment. He also serves on the Membership Committee for The Economic Club of

Washington, DC and was a past President of The Real Estate Group of Washington, DC.

Bob received a BS in Business Administration from the University of Maryland where he attended on a

full-scholarship and played varsity football.

Lisa has extensive private, nonprofit, and public sector leadership experience. Under her leadership, DCBIA is now at its highest level of organizational membership and has focused on partnering for results with other major organizations. Previously, Lisa was the Director of the DC Department of Employment Services where she had responsibility for overhauling one of the most troubled agencies netting millions of dollars in savings, increasing customer service, and dramatically decreasing the unemployment rate in DC. Lisa was SVP at ICF International and prior SVP at the Fannie Mae Foundation. She served the Clinton White House as a member of the SES as Chief of Staff to Vice President Al Gore’s National Performance Review, Special Assistant at HHS and Counselor at SSA and has worked for the US Senate Foreign Relations Committee and several federal Independent Counsels. Lisa began her career in the hospitality industry. She obtained a BS in Business and Technology from the University of Maryland, MBA in International Business/Marketing from George Washington University and PhD in Public Administration and Leadership from Walden University. Lisa has completed numerous senior leadership programs at Harvard University’s Kennedy School of Government and Kennedy School of Business and was trained by the Coaches Training Institute and is a Linkage Inc. certified Master Coach. Lisa is a member of Leadership Greater Washington’s Class of 2007 and serves on the board of the DC Chamber of Commerce, the Washington DC Economic Partnership, Ingenuity Prep Charter School and the Federal Home Loan Bank of Atlanta’s Affordable Housing Council. Lisa is a native Spanish speaker and is conversational in Italian, Portuguese and French.

With more than 20 years of experience, Drew has made a career managing both the projects and the people that define DC construction. In 2012, after 10 years with HITT as a senior vice president, Drew left to lead the Mid-Atlantic operations for a national competitor. In 2017, he returned to HITT, bringing his signature persistence and passion back to the company where he cut his teeth. As co-president, Drew provides increased leadership for eight key market sectors, working to improve and expand the firm’s operations, preconstruction, and project solutions.

Since childhood, he’s been captivated by construction, taking his father’s tools to create and build something special on his own. Today, Drew approaches his work with that same curiosity, wondering how he can challenge the status quo of our industry.

A decisive yet diplomatic leader, Drew strikes a balance of being engaged yet empowering his team members, offering guidance while allowing them to grow independently. He sees success as threefold: it comes from empowering the next generation of talent, moving the needle for the company and the industry, and ensuring his family is always the first priority.

Lee DeLong serves as a Group CEO at Clark, responsible for development and delivery of work in the greater DC marketplace as well as leading Clark’s sports practice. His experience includes Capital One Arena Transformation in DC, Metropolitan Park (Amazon’s HQ2) in Arlington, Wilson and Elm in Bethesda, and The Boro in Tysons. A United States Army veteran with more than 25 years of industry experience, Lee holds a B.S. in Civil Engineering from the University of Virginia and is a member of the DC Economic Club, and board member of the Northern Virginia Chamber and the University of Virginia Engineering Foundation.

As CEO since 1988, Jim is truly the heart of the company, and views each and every person at DAVIS as family. For over 30 years, his foresight, intelligence, and genuine passion have helped transform a small family business into a nationally recognized construction leader. Tamara McNulty is a Partner in our Litigation Practice focusing on construction law and

government contracts. Ms. McNulty has practiced law in both Am Law 100 firms and as

senior in-house counsel. Her practice is international in scope, providing legal services

both in the United States and to companies working around the world.

Ms. McNulty is a highly experienced litigator who has tried numerous cases in both

state and federal courts. She advises clients on construction claims for contract extras,

delay damages, impact damages, assessment of liquidated damages and substantive

law surrounding these issues and tries cases on these issues. She asserts claims to

various boards of contract appeals as well as the Court of Federal Claims, and she

asserts and defends bid protests at both the state and federal levels. Ms. McNulty

works with her clients from the onset of projects to avoid potential claims and disputes

down the line. She also regularly assists clients in drafting and negotiating complex

contracts for major infrastructure, energy, water, environmental and threat reduction

projects around the world. Additionally, Ms. McNulty is experienced in mediations,

arbitrations and other forms of alternative dispute resolution and was formerly an

arbitrator for theAmericanArbitrationAssociation’sConstructionLawpanel.

Ms. McNulty was the former Division Senior Counsel for Black & Veatch Special Projects

Corp.(the Federal Corporation of Black & Veatch) reporting directly to the President of

BVSPC and served on the BVSPC Executive Leadership team and the BVSPC Board of

Directors. As the lead division counsel for BVSPC, she was involved in all aspects of

BVSPC’s legal matters, including investigations, ethics and compliance, human resources

and business transactions. As in-house counsel, Ms. McNulty has managed multi-

million-dollar litigation, including managing outside counsel, litigation budgets, plans

and discovery. She has investigated and provided legal analysis and advised on ethics

and compliance investigations, CDA claims, bid protests, requests for equitable

adjustments and design errors and omissions claims and recommended resolution

strategies for these matters. Ms.McNultyhasalsotrainedbusinessunitoperatingstaff

on contract interpretation, government contract law issues, contract management

processes and ethics and compliance matters in both the classroom setting, in one-on-

one mentoring and during working sessions.

Bo Menkiti is the Founder and CEO of the Menkiti Group, a real estate company dedicated to transforming lives

and communities through real estate. The Menkiti Group is focused on strengthening neighborhoods through

the strategic development, management, and disposition of real estate in urban markets. Mr. Menkiti also

serves as CEO and is the Founding Partner of Keller Williams Capital Properties, a residential real estate

brokerage managed by the Menkiti Group.

Mr. Menkiti’s work has been featured in David Bornstein’s book on social entrepreneurs “How to Change the

World,” and in Stephen Goldsmith’s “The Power of Social Innovation.” Mr. Menkiti has been recognized

nationally by Ebony and Inc. Magazine as one of the coolest young entrepreneurs in America, and was awarded

The National Association of Realtors Prestigious “30 under 30” award in 2006. Mr. Menkiti was also honored

as a Minority Business Leader by the Washington Business Journal and named to the paper’s 2014 Power 100,

a list of the most influential business leaders in the Washington metropolitan area. He was also recently

honored by the National Association of Realtors as the District of Columbia Realtor of the Year in 2014 and as

Keller Williams Realty International’s 2015 Entrepreneur of the Year.

Under Mr. Menkiti’s leadership, the Menkiti Group and Keller Williams Capital Properties have been recognized

by Inc. Magazine as being among the fastest growing private companies in the nation and by the Initiative for

Competitive Inner City (ICIC) and Fortune Magazine as two of the fastest growing inner city businesses in

America.

Prior to forming the Menkiti Group and Keller Williams Capital Properties, Mr. Menkiti served as Chief

Operating Officer of College Summit, a national non-profit organization dedicated to increasing the college

enrollment rate of low-income students. In this capacity, Mr. Menkiti oversaw the organization’s successful

growth into a multi-site national organization.

Mr. Menkiti served as the 2013 President of the District of Columbia Association of Realtors and is a board

member of City First Bank of DC and Dance Place. Mr. Menkiti also serves as a member of the Steering

Committee of the Small Business Policy Project and on the board of DC Water, the District of Columbia Water

and Sewer Authority. In 2015, Mr. Menkiti was inducted on the board of the Myer Foundation, the Federal

City Council, and was elected as the Executive Board Member of Prolanthropy. Earlier this year, Mr. Menkiti

launched the Capital Properties Menkiti Group Foundation, an organization that focuses its resources on

serving the diverse social needs existing in the National Capital Area.

Mr. Menkiti is a graduate of Harvard University. He lives in the District with his wife and three young sons.

Mark is vice president for CDUS in the Washington metro area. His responsibilities include the pursuit, acquisition and execution of development projects. He oversees project development teams and supports the executive vice president/area manager in growing Skanska’s development business throughout the region.

Mark has more than 20 years of industry experience and has worked with site acquisition, site planning, design, development, construction management and the disposition of income-producing properties. He previously served as regional director of development for JPI, a national development firm. Mark’s development experience includes land, office, retail, multifamily and hotel development projects, primarily in the Washington and Baltimore markets.

Mark holds a Masters of Architecture degree from The Catholic University of America and a Masters of Engineering Management degree from The University of California at Berkeley.

Mr. Oliver T. Carr, III has been the President and Chief Executive Officer at Carr Properties Holdings LP since 2004. Mr. Carr co-founded Carr Capital Corporation in 1994 and served as its President and Chief Executive Officer until 2005. He was responsible for managing Carr Capital, and led managing major acquisitions and financial transactions at the firm. Mr. Carr served as a Director of WashingtonFirst Bankshares, Inc. and its subsidiary WashingtonFirst Bank from December 2012 to May 17, 2013. He served as an Independent Director of Alliance Bankshares Corporation since July 2007. Mr. Carr served as a Director of Alliance Bank Corporation since August 15, 2007 and Alliance Bankshares Corporation since July 2007. He received Master of Science in Real Estate Development from the Massachusetts Institute of Technology in 1992 and his Bachelor of Arts in Urban Studies, with a concentration in Economics, from Trinity College in 1987.

Stephanie Smith, principal and founder of SMS Global Advisors Law Group, LLC (SMS Global), has over 20 years' experience as counsel to lenders, developers, and businesses to finance multi-family housing and mixed-use development projects with grants, tax credits, loans, and equity; a mortgage underwriter for a state bond agency and CMBS lending institution; and a legal and tax policy advisor to several federal government agencies’ lending divisions.

Through SMS Global, she advises real estate developers, lenders and investors on the efficient coordination for multi-layered financing of real estate and business enterprise ventures in both urban and rural communities nationwide; assists real estate developers and business owners with packaging loan and tax credit applications to successfully obtain real estate and business financing from private and government financial institutions; advises foreign investors on viable U.S. real estate development and business ventures for direct investment opportunities; and provides strategic tax advice related to real estate, business, and investment activities.

Ms. Smith is a Governing Member of the American Bar Association’s (ABA) Forum on Affordable Housing and Community Development Law, and the past Chair of the ABA Real Property Section’s Affordable Housing Committee. She is a frequent speaker and writer about tax credit financing and opportunity zone investing for a wide range audience to include commercial real estate agents, developers and real estate trade organizations. She is currently working on a book about “Creative Financing Tools for Real Estate Development Projects,” for publication next year. Ms. Smith received her B.A. in Analytical Philosophy from Howard University, her J.D. from Rutgers Law School, and an L.L.M. in Taxation with Honors Certificate in International Taxation from Georgetown University.

Gary is the Chief Investment Officer and a Partner of Meridian. Gary is responsible for

acquisitions, capital activities and investor relations.  He also serves as Chair of the Investment

Committee. Gary led the fundraising and investing efforts of Meridian Realty Partners I and II,

Meridian’s discretionary private equity funds raised in 2012 and 2016. Between these two funds,

Gary has completed in excess of $2.5 billion in investments with over $1 billion of equity in 15

transactions.

With over 30 years of industry experience, Gary represented Meridian in its first 3 years of

investments as a partner at Vinson & Elkins LLP in Washington, DC. He then headed up the

Real Estate Fund’s Acquisitions Group as a partner at The Carlyle Group, where he led and

completed over $12 billion of investments with $3.4 billion of equity in nearly 200 transactions.

These included the acquisition, development, structured financing, and recapitalization of office,

hotel, retail, residential, industrial, land, senior living, and mixed-use properties. He also led the

firm’s efforts in the formation of Carlyle Realty Partners I, II, III, IV and V – an aggregate of

over $5 billion in investor commitments – before joining The Meridian Group in November

2007.

Gary received his B.A. from Vanderbilt University and his J.D. from The University of Texas

School of Law. Gary is on the Advisory Board for George Washington University Business

School's Center for Real Estate and Urban Analysis.

Douglas Turk leads the NFP Specialty business. The NFP Specialty business includes key industry, product, and programs with 300 specialists across 17 different practices. Prior to NFP, Douglas was the chief marketing officer for JLT Group with global responsibility for marketing, public relations, and internal communications. Prior to JLT, Douglas was the West Region managing director for Aon Risk Solutions responsible for all aspects of P&L, sales and marketing, broking, and operational activities for the Western United States. Doug is a recognized expert in sales and marketing strategy, customer relationship management, and process and technology solutions. He is a published author, holds multiple patents and is a featured speaker on business and marketing strategy and technology.

Andrew has served as the Director of the DC Office of Planning since November 2018. Prior to that time, he was the Chief of Staff at DC’s Office of the Deputy Mayor for Planning and Economic Development (DMPED) where he guided economic policy development, including legislative and budget proposals and oversaw the operations of the 80-person agency. He also oversaw policy coordination among across 11 District agencies, including planning, housing, transportation, regulatory, and creative agencies. This included work on Mayoral policy initiatives such as Opportunity Zones, the Pennsylvania Avenue Initiative, the Housing Preservation Strike Force, the Mayor’s affordable housing initiatives, and autonomous vehicles and mobility innovation. Prior to that role, Andrew served as Deputy Chief of Staff at DMPED, where he assisted the organization with improving its use of data and advised on economic development policy. Throughout his time at DMPED, he worked to improve the agency’s data and analysis capacity and to create open and accessible data and analysis, especially through the creation of the Economic Intelligence program.

Before joining the District Government, Andrew helped start up the Consumer Financial Protection Bureau. He developed an analytics team to model consumer risk for financial institutions and helped create and run the Director’s Financial Analyst Program, which recruited undergraduates to join the Bureau for a two year rotational program. Andrew has also worked at Treasury's Community Development Financial Institution Fund setting up the Capital Magnet Fund for affordable housing and supporting the New Markets Tax Credit program. Prior to his federal government service, Andrew worked on redevelopment planning and finance for the DC Housing Authority. Andrew holds a Masters in City Planning from MIT and a B.A. from Princeton's Woodrow Wilson School of Public and International Affairs.

John Falcicchio served as an advisor to the Bowser campaign and currently serves as the Mayor-elect’s transition director. Previously, Falcicchio was a Senior Vice President at DKC, a New York based public relations firm. In the 2012 election cycle, John was a Regional Political Director at the Democratic National Committee where he led political outreach on behalf of President Obama to elected officials, state parties and allied organizations in the Northeast and Florida.

Before joining the DNC, John was a longtime aide to Mayor Adrian Fenty, serving in various capacities including campaign manager and Senior Advisor to the Mayor. He also was the Mayor-elect's campaign manager on her first campaign. John worked in a number of campaign roles including manager of Bowser’s first Council campaign, as President Obama’s DC State Director (2008 primary), field organizer for Howard Dean’s presidential campaign and finance director/GOTV coordinator for Sacramento Mayor Kevin Johnson’s first mayoral run. Falcicchio is a graduate of the Catholic University of America.
