Mr. Sullivan has over 30 years of experience in the design of mechanical, electrical, plumbing and life safety systems for government, commercial and institutional facilities. His expertise includes managing large teams of multi-discipline design professionals on complex renovation projects, performing detailed lease reviews, and due diligence investigations. As the owner and founder of WFT Engineering, his day-to-day responsibilities include oversight of MEP/FP engineering activities, project management, accounting, marketing, and client relations. Mr. Sullivan is also qualified as an expert witness regarding codes. He has been a featured speaker and panelist at professional symposiums and events including Bisnow's 5th Annual Real Estate Strategies for Associations and Law Firms in 2015 and the Federal Markets & Property Summit on Architecture and Design on "New Initiatives in Green Building & Sustainability".

An Executive Vice President with CBRE, Inc., Manny Fitzgerald has more than 30+ years of experience in the commercial real estate industry. Manny is experienced in both landlord and tenant representation and is considered an expert in nonprofit real estate matters. His development experience evolved from spending almost 12 years with DRI, one of the most prolific nonprofit headquarters developers in the Washington, DC area. Manny founded and leads CBRE’s National Nonprofit Practice Group. This group of real estate professionals specializes in providing superior real estate services to the nonprofit sector, which is comprised of associations, foundations, professional societies, unions and charitable organizations. Mr. Fitzgerald has also worked with many for-profit organizations.

Manny has participated in many high-profile transactions in his career. For example, he has been involved in the sale/acquisition of approximately 60 nonprofit headquarters buildings including: United Negro College Fund (50,000 SF); National Restaurant Association (sale of 170,000 development site and acquisition of 60,000 SF office condo); National Trust for Historic Preservation (75,000 SF) and National Association of Broadcasters (120,000 SF). He also represented The John Akridge Companies in the sale of 1307 New York Avenue, NW, a 106,000-square-foot, Class A office building, to a consortium of nonprofit organizations and the acquisition of a 300,000-square-foot development site at 900 H Street, NW, which was eventually developed and sold to The Smithsonian Institution. Additionally, Manny was involved in the sale of the Old Masonic Temple building at 901 F Street, NW and a subsequent owner representation assignment that secured The Gallup Organization as an anchor tenant. This transaction won the Washington Business Journal’s Deal of the Year award. Manny also secured and services national exclusive real estate contracts with several national nonprofit organizations.

Kevin Hodges, Williams & Connolly’s Managing Partner, has diverse experience in complex litigation matters. Illustrative of his practice, Kevin has represented large accounting firms in cases arising from tax, audit, and securities matters; leading law firms and their attorneys in professional malpractice cases; and financial services institutions in federal and state court commercial and class action litigation. Kevin has also represented federal contractors before United States District Courts, the Court of Federal Claims, and various federal agencies on issues as wide-ranging as The False Claims Act and other federal statutes, procurement-integrity laws, suspension and debarment proceedings, protests, and subcontractor disputes.

In addition to his trial experience, Kevin has extensive arbitration experience in corporate and professional liability cases. Over the course of his career, he also has represented companies in numerous internal and government investigations and negotiations with government authorities.

Anthony T. Pierce is a litigator who has handled a variety of complex disputes in state and federal courts, including commercial litigation, intellectual property, employment matters and internal investigations. He is the partner in charge of the firm’s Washington, D.C. office.

Mr. Pierce’s litigation and trial experience covers a diverse group of industries, including technology and telecommunications, health care, energy, entertainment and media, financial services and government contracting.

As an outgrowth of his service as an investigator for the U.S. Government Accountability Office during law school, Mr. Pierce also has significant experience in internal investigations. He has conducted internal investigations to determine possible civil and criminal liability for clients for accounting fraud, employee misconduct and theft of intellectual property. Both his litigation and investigative experience have involved representing numerous clients before a plethora of federal and state regulatory and investigative agencies, including the FDA, FTC, FCC and state attorneys general.

Mr. Pierce received his J.D. in 1987 from the Georgetown University Law Center where he served as the case and notes editor of the Georgetown Immigration Law Journal.

Mr. Pierce is a frequent speaker on legal issues ranging from how to conduct internal investigations to the unique aspects of litigating in the “rocket docket.” He has also spoken on how to structure software licenses to protect against future litigation. In his management capacity, Mr. Pierce has been a frequent speaker on diversity issues facing the legal community.

Terry G. Mahn is Managing Principal of the Washington, DC, office, and the Regulatory and Government Affairs Practice Group Leader. He joined the firm in 1991 and his practice is primarily before the FDA and FCC with emphasis on complex product authorizations. His FDA practice involves pharmaceutical and medical device approvals with special emphasis on drug exclusivities and patent protection under Hatch-Waxman; “safe harbor” counseling and patent term extension applications; biosimilar approvals, brand exclusivities and patent litigation procedures under the Biologics Price Competition and Innovation Act. He also has extensive experience in the regulation of digital health, telemedicine, and wireless medical device technologies. Mr. Mahn is on the Advisory Board for the Bloomberg BNA Pharmaceutical Law and Industry Report.

Mr. Mahn’s FCC practice includes all facets of spectrum allocation, wireless technology and licensing, and equipment approvals. He actively participates in domestic and international product standards development, harmonization, and compliance in the areas of radio communications, EMC, electrical, medical, and RF safety.

In his role as Head U.S. Delegate to the USNC Delegation to IEC/CISPR (International Electrochemical Commission/International Special Committee on Radio Interference), and as the U.S. Technical Advisor to IEC/CISPR/B Subcommittee, Mr. Mahn works on developing international radiofrequency interference standards for industrial, scientific, and medical devices. He has extensive knowledge on international EMC and radio regulations and spectrum allocations for many types of licensed and unlicensed communications technologies. He also represents the American National Standards Institute (ANSI) C63 Committee before the FCC and other federal agencies on various radiofrequency interference matters involving digital devices and many types of RF emitters.

Wick Sollers is Managing Partner of the Washington, D.C., office and former Chair of King & Spalding’s Special Matters & Governmental Investigations Practice Group. Chambers USA calls Mr. Sollers a “first-class defense lawyer who is known for his strong healthcare practice.” He has represented numerous corporate and individual clients in high profile investigations, including President George H.W. Bush in two Independent Counsel investigations; Coach Joe Paterno and his estate in litigation against the NCAA; multiple CEOs, CFOs and other top executives in various industries being investigated by Federal and State law enforcement agencies; multiple General Counsel, in-house lawyers and outside counsel and a number of government officials, including a top Department of Justice official, the Inspector General of NASA, an FBI lawyer caught up in the WACO scandal and others.

Lois has been directly involved in the representation of many prestigious tenants across the country totaling in excess of 10 million square feet and over $4 billion.

Since joining the firm in 1975, Lois Zambo has become one of the DC area’s most iconic women in commercial real estate. She is best recognized as the broker behind USA Today’s move to the DC area in the mid 1980s. Most recently, Lois assisted the Freedom Forum with the purchase of 6th & Pennsylvania Avenue to create a new DC home for the Newseum – a historic transaction that both the Washington Post and the Washington Business Journal have called the “Deal of the Century.”

Lois is regularly quoted in real estate stories in top publications including Forbes, The Washington Post, and the Wall Street Journal and has been a guest speaker for prestigious academic institutions and business organizations such as The Wharton School of the University of Pennsylvania, National Association of Corporate Real Estate Executives, The Washington Business Congress and CREW.

She has been a member of Savills Studley’s Board of Directors since 1987.

Christine McEntee is Executive Director and CEO of the American Geophysical Union (AGU), a worldwide scientific community that advances the understanding of Earth and space through cooperation in research. She is the third Executive Director in AGU’s 92-year history. Over 25 years she has made her mark as an association leader and innovator, building a steady record of achievement in leading large organizations through changes in governance, membership and the fluid public policies that confront them.

McEntee’s previous leadership experience has spanned the fields of aging, healthcare and architecture. She served as Executive Vice President and CEO of the American Institute of Architects and previously served as CEO of the American Collegeof Cardiology and its Foundation. McEntee began her career as a legislative representative for AARP and moved on to the American Hospital Association in 1986, where she rose to the position of Executive Vice President.

McEntee graduated from Georgetown University and holds a Masters in Health Administration-Health Policy from George Washington University. She serves on the board of numerous groups, including the MedStar Health Research Institute, where she serves as Chair, the American Board of Ophthalmology and the American Board of Medical Specialists Health Policy Committee, and she has served as a member of the ASAE Awards Committee and Innovation Task Force.

Michael (Mike) D. Gallagher is president and CEO of the Entertainment

Software Association (ESA), the trade association representing U.S.

computer and video game publishers.

Mr. Gallagher joined ESA in 2007. Under his leadership, the association

is transforming the perception of video games by demonstrating the

influence of entertainment software on areas of daily life such as

education, health, and the workplace. In particular, ESA has heightened

awareness and appreciation of the value of video games as nextgeneration

teaching tools, and their increasing impact on classroom

learning. Mr. Gallagher’s accomplishments include ESA’s co-founding of

the Games, Learning and Assessment Lab (GlassLab) – a ground-breaking collaboration

among ESA, Institute of Play, Electronic Arts, Educational Testing Service, Pearson’s Center for

Digital Data, Analytics & Adaptive Learning as well as The Bill and Melinda Gates Foundation

and The John D. and Catherine T. MacArthur Foundation – to research and develop digital

game-based learning and assessment tools. In addition, he spearheaded ESA’s involvement in

the Active Play Presidential Active Lifestyle Award (PALA+) Challenge, a joint effort with the

President’s Council on Fitness, Sports & Nutrition that leverages active video games to

encourage physical activity and good nutrition among America’s youth.

Mr. Gallagher also manages ESA’s outreach to federal and state government officials, helping

to foster a vibrant operating environment for the video game industry and serving as the

industry’s voice on issues including intellectual property, content protection, and e-commerce.

Additionally, he leads ESA’s collaboration with the Congressional Caucus for Competitiveness

in Entertainment Technology (E-TECH Caucus), which educates federal policymakers about the

economic, educational, and social benefits of interactive entertainment technology.

In 2011, Mr. Gallagher spearheaded the video game industry’s defense of its First Amendment

rights in the Supreme Court case Brown v. EMA/ESA. The ruling struck down a 2005 California

law that would have regulated the sale and rental of computer and video games based on their

content, and affirmed that games are expressive works entitled to the same constitutional

protections as other forms of art and entertainment.

Since joining ESA, Mr. Gallagher has continued to enhance the Electronic Entertainment Expo

(E3), the premier global trade show for the computer and video games industry. Mr. Gallagher

revitalized E3, greatly expanding the size of the show; reopening it to all video game industry

professionals, investor analysts, journalists, and retailers; and adding new features such as an

Online and Mobile Game Pavilion. E3 2013 drew more than 48,000 attendees from 102

countries.Mr. Gallagher frequently appears as the public face of the industry and regularly serves as an

expert resource for major media outlets, including CNN, Associated Press, The New York

Times, The Washington Post, The Wall Street Journal, C-SPAN’s “The Communicators,” NBC

News, and CBS News. He has spoken at numerous events and forums such as the Aspen

Ideas Festival, the Washington Ideas Forum, The Media Institute’s Communications Forum, and

Games for Change.

Under Mr. Gallagher’s leadership, ESA has won numerous awards for their communications

efforts. In 2013, ESA received Bulldog Reporter’s Gold Award for Best Use of Digital/Social in

an Arts/Culture/Entertainment Campaign for the association’s digital and social media outreach

around E3 2013 and the next generation console reveals. In 2012, ESA received the Public

Relations Society of America - National Capital Chapter’s Thoth Award for Issues Management

in recognition of ESA’s public relations work around Brown v. EMA/ESA.

Mr. Gallagher has also been instrumental in the growth of the Entertainment Software

Association Foundation (ESAF), the video game industry’s philanthropic arm. Since its

inception, ESAF has raised more than $12 million to provide scholarships to women and

minority students pursuing game-related degrees, and award grants to educators and nonprofit

organizations that leverage entertainment software to create positive social impact in our

communities. ESAF also partners with Children’s Miracle Network Hospitals (CMN Hospitals) to

host Extra Life, a 24-hour video game marathon that raises funds for medical equipment,

treatment, and research at CMN Hospitals. In 2013, Extra Life raised a record $4.1 million –

more than its total fundraising for the previous five years.

Previously, Mr. Gallagher was the U.S. Department of Commerce's Assistant Secretary for

Communications & Information, serving as chief telecommunications and Internet policy advisor.

During his tenure at the Department of Commerce, he led successful efforts to pave the way for

spectrum-based technologies and services, and developed and successfully advocated the U.S.

government's policies on international Internet governance. Mr. Gallagher also served as

Communications Practice chair at leading international law firm Perkins Coie, during which time

he co-authored, “21st Century Communications Systems for First Responders: The Right Call,”

which offered spectrum policy recommendations and championed the private sector's role in

enhancing our nation’s public safety communications infrastructure.

Several organizations recognized Mr. Gallagher’s leadership in telecommunications and

technology issues. He received the Telecommunications Industry Association’s “Spirit of

Innovation” award in 2005 and the Wireless Communications Association’s “Leadership in

Government” award in 2006. He was also recognized by former Secretary of Commerce Carlos

Gutierrez in 2006 for his distinguished leadership in government service.

Mr. Gallagher holds degrees in Economics and Political Science from the University of

California, Berkeley and a Juris Doctor from the University of California, Los Angeles. He serves

on the Advisory Board for the Guildhall at Southern Methodist University and Spectrum Bridge,

Patrick L. Phillips is the Global Chief Executive Officer of the Urban Land Institute. Established in 1936, ULI is a global nonprofit research and education organization with more than 38,000 members representing all aspects of land use and development disciplines. Its mission is to provide leadership in the responsible use of land and in creating and sustaining thriving communities worldwide.

Since taking the chief executive position in 2009, Phillips has overseen an expansion of ULI’s global reach, particularly throughout Asia, guiding the Institute’s focus on creating thriving communities in rapidly urbanizing countries. Under his leadership, ULI’s program of work has grown steadily to encompass a variety of economic, demographic, societal, and environmental issues that are reshaping urban development worldwide in the 21st century. Phillips has a career in the economic analysis of real estate and land use that spans more than 20 years. Prior to his service at ULI, he was President and Chief Executive Officer of ERA AECOM (formerly Economics Research Associates). In that role, he coordinated all aspects of ERA’s organization, strategy, business development, and service delivery. His own consulting practice focused specifically on the intersection of private investment and public policy. Phillips is a frequent speaker on urban development issues and is the author or coauthor of eight books and numerous articles.

Mr. Mundy oversees Oxford's Washington DC office with a

primary focus on new business and is a member of the US

executive committee. Mr. Mundy has over 25 years of

real estate acquisitions, development, and operations experience.

His previous leadership roles include being EVP at Equity Office

Properties (the largest US REIT - $39 billion market value),

CIO of Washington Real Estate Investment Trust and a

Mr. Dooley originally joined Tishman Speyer in 2001 to lead its regional leasing

Joy Whitlow joined the National Association of Broadcasters in July 2009 as vice

president and controller. She has served as chief financial officer and executive vice

president of Finance since 2011. In this role, Joy works closely with the NAB executive,

audit and investment committees and also serves as treasurer for the NAB Education

Foundation. Joy oversees the daily operations of the Finance, Membership, Human

Resources, Information Technology and Facilities Administration departments. In

addition, she works closely with the Conventions and Business Operations department

to manage the NAB Show and to develop new business opportunities. Joy is also

Prior to joining NAB, Joy spent seven years at WETA, Washington D.C.'s public

station in the country.

Studies and received her undergraduate degree from Brown University. Joy is a

licensed certified public accountant (CPA) in the state of Virginia and is a member of the

Joy resides with her husband and two youngest children in Alexandria, Va.

With over 30 years of construction experience, Joe has spent the past 17 years focused on high-end law firm and interior renovations in the Washington Metropolitan Area.

As Vice President of Interior Construction with Harvey-Cleary Builders, Joe provides executive oversight to the firm’s Mid-Atlantic interior operations and strategic leadership for its overall growth and expansion.

Joe has been an active member of the Washington Business Congress (WBC), National Association of Industrial and Office Properties (NAIOP), Associated Builders and Contractors (ABC), Association of Law Firm Administrators (ALA), and in the past, has served as an executive board member for the Law Firm Vendors Association (LFVA).

A native of New York, he currently lives in Purcellville with his wife Virginia and their three children, Cassandra, Cabrina, and Joseph. Joe is very involved in his local community as a Board of Director for the Greater DC Chapter of Kids Enjoy Exercise Now (KEEN), a current football coach, and a former high school football and wrestling coach for Loudoun Valley.

Marnique Heath, FAIA is a Principal and Chair of the Board of Directors of STUDIOS Architecture, an international design firm specializing in workplace, civic and institutional, and mixed‐use projects. At STUDIOS, she oversees an innovative design practice with a diverse client base, including the District and Federal government, educational and cultural institutions, non‐profit organizations, and many private corporations. She is highly valued for her efforts to lead the firm into a new generation of industry practice where diverse interests and backgrounds must be valued and represented to create inclusive places and communities. She also reinforces climate justice as essential for creating equitable communities.

Through civic engagement, Marnique leads with a focus on the greater common good. She chairs the District of Columbia Historic Preservation Review Board at the appointment of Mayor Muriel Bowser, and she previously chaired the District of Columbia Board of Zoning Adjustment. She is known for her ability to merge divergent groups and interests to create an outcome where all stakeholders’ voices are evident. She amplifies the history of marginalized communities by creating new historic districts and landmarks, including the Kingman Park Historic District and the Barry Farms District.

Marnique is a member of the American Institute of Architects’ College of Fellows, recognition achieved by only 3% of members of the AIA for significant contribution to the profession and society.

Outside of professional and service work, Marnique enjoys spending time with her husband, Kenyattah Robinson, and son, Markus, and traveling whenever possible.

Richard Newman represents clients in the areas of real estate and finance, with special emphasis on municipal finance, project finance and the representation of nonprofit organizations.

Mark Lewis is a member of Bracewell's energy practice, where he focuses on oil and gas pipeline and related midstream and regulatory matters. He is Managing Partner of the firm’s Washington, D.C. office. His clients include oil and gas pipeline developers, owners, operators and investors; oil and gas producers and marketers; gas distributors; and large industrial energy consumers.

Mark handles U.S. and global oil and gas pipeline development projects with respect to project structuring, contracting and governmental approvals. He represents regulated pipelines, pipeline ownership interests regarding pipeline management issues, clients in transactions involving the acquisition of pipeline companies and pipeline assets, and shippers contracting with pipelines.

In his practice, Mark provides legal counsel in contract negotiations involving operating, transportation, and gas purchase and sale agreements, and advises clients regarding regulatory aspects of contract, tariff, rate and compliance matters before the Federal Energy Regulatory Commission (FERC) and various state regulatory agencies.

David Bevirt is Senior Vice President of Leasing for Brookfield’s Washington, DC region where he is responsible for all leasing efforts of the portfolio’s 29 properties in Washington, DC, Maryland and Virginia totaling 6.2 million square feet. Malcolm Marshall, III is an Executive Director and is on the executive committee for C&W’s Legal Sector Advisory Group. In addition, he is on the executive leadership council for C&W’s Tenant Advisory Group. Combining his expert Washington market knowledge and law firm specialization, he assists client in selecting optimal real estate strategies. He advises clients in assessing their real estate options beyond first glance and demonstrates how operational, financial and business objectives fit into a comprehensive real estate strategy.

Through due diligence, strategic analytics and fact-based recommendations, Malcolm’s process oriented approach has streamlined the decision-making process and overall level of accountability for the decision makers of each organization. In his 17-year career, Mr. Marshall has been involved in more than 10 million square feet of office lease transactions in representing only the interests of law firms, corporations and financial institutions. Mr. Marshall is the single point of contact for the national accounts for ManTech International, BroadSoft, Inc., and Hanley-Wood, Inc. Tom Ikeler joined PN Hoffman in 2014, bringing more than 30 years of experience in establishing, growing and managing entrepreneurial divisions within institutional frameworks. His primary responsibilities include identifying and executing new strategic initiatives to expand the company’s platform, with overall responsibility for capital markets and project finance.

Prior to joining PN Hoffman, Ikeler worked with several premier U.S. and international real estate companies, including public and private operating companies, private equity firms, and global services providers. Ikeler serves on the Board of Directors, Audit and Conflicts Committees of the Resource Real Estate Opportunity REIT II, a publicly registered non-traded REIT with a $550 million equity capitalization. Ikeler earned a master’s degree in Business Administration from Harvard University and bachelor’s degrees in Economics and Geography from Bucknell University.

Real Estate Litigation

Successful representation of real estate owner and developer in dispute over ownership and development rights for a valuable parcel of real estate located in down town Bethesda, Maryland. Two investors brought an action against developer alleging breach of fiduciary duty and contract, seeking to dissolve the LLC, seeking several million dollars in damages, and seeking to deprive developer of its right of first refusal. After a five day arbitration trial, an Arbitral Award was entered in favor of owner/developer on all claims, including upholding developer’s exercise of its right of first refusal and acquisition of the Bethesda property despite the Claimants’ contentions that developer had purchased the property for $3 million less than fair market value.

Successful representation of a real estate development company in the Circuit Court for Montgomery County, Maryland in a case involving breaches of ground leases entitling developer to build, lease and sell luxury apartment buildings in Bethesda, Maryland, resulting in a $36.4 million jury verdict in favor of developer (reported to be the largest single verdict in the State of Maryland in 2010), as well as court orders requiring defendants to pay Mr. Schwalb’s client’s legal fees, in excess of $5.4 million, as prevailing party.

Successful representation of general partners in the Circuit Court for Montgomery County, Maryland in a case involving limited partner’s claims of breach of fiduciary duty and improper squeeze-out, resulting in jury verdict rejecting limited partner’s claim to damages and attempt to dissolve limited partnership, and a jury verdict finding that limited partner had breached its agreement and was liable to general partners for more than $3.1 million in legal fees and costs.

Tax Controversy Litigation

Successful representation in U.S. Tax Court of taxpayer accused by IRS of having entered into an “excess benefit” transaction with non-profit tax exempt organization. After developing a thorough factual record and expert testimony demonstrating that the transaction between the taxpayer and the tax exempt organization provided a substantial benefit to the non-profit entity and thus, did not constitute an “excess benefit” transaction, the IRS conceded the case, acknowledging that taxpayer owed no additional tax.

Trust and Estate Litigation

Successful representation in the Circuit Court for Dade County, Florida of Personal Representative of an estate valued in excess of $35 million against alleged beneficiary’s attempt to set aside the decedent’s testamentary documents on grounds of undue influence and lack of testamentary capacity.

General Litigation

Successful representation in the Circuit Court for Fairfax County, Virginia of homeowner in a nuisance and negligence suit brought by adjacent neighbor suing for more than $20 million in actual and punitive damages for alleged property damage caused by flooding, resulting in jury verdict for defendant landowner and rejection of all adjacent neighbor’s claims.

Successful representation in the U.S. District Court for the District of Columbia of a local university and its law school against sexual harassment, Title VII retaliation and breach of contract claims filed by a former visiting professor, resulting in jury verdict for defendant university on all claims.

Successful representation in the Superior Court for the District of Columbia of a local university and its medical school against claims of national origin discrimination, Title VII retaliation and breach of contract filed by medical resident dismissed from residency program, resulting in jury verdict for defendant university on all claims.

Mr. Schwalb is active in the District of Columbia Bar Association, having served on the Litigation Section's and Courts, Lawyers and Administration of Justice Section's Steering Committees. He is a member of the American Bar Association and its Litigation Section. Mr. Schwalb is on the Board of Directors and Executive Committee of the Council for Court Excellence, and a member of the Lawyer’s Club of Washington.
