Professor Fuller joined the faculty at George Mason University in 1994 as Professor of Public Policy and Regional Development. He served as Director of the Ph.D. Program in Public Policy from July 1998 to June 2000 and from July 2001 to July 2002. In September 2001, the GMU Board of Visitors appointed him University Professor and in July 2002 he was named to the Dwight Schar Faculty Chair and Director of the Center for Regional Analysis; he served in this capacity until May 2015. He currently holds the position of Director of The Stephen S. Fuller Institute.

Prior to joining the George Mason University faculty, he served on the faculty at George Washington University for twenty-five years, including nine as Chairman of the Department of Urban Planning and Real Estate Development and one as Director of Doctoral Programs for the School of Business and Public Management.

Dr. Fuller received a B.A. in Economics from Rutgers University (1962) and his Doctorate in Regional Planning and Economic Development (1969) from Cornell University. He has authored more than 800 articles, papers, and reports in the field of urban and regional economic development including monthly reports on the Washington metropolitan area (2/91 to 2/11) and Fairfax County economies (6/97 to 6/09).

Professor Fuller’s recent research has focusing on the structure of the Washington metropolitan area economy, how this changed during the Great Recession and how it will change going forward as its federal-spending dependency diminishes. He has also undertaken research on the changing workforce requirements of the Washington area’s emerging economy and the housing requirement of this future workforce. His current research involves the projected demographic changes over the next fifteen years and how these will impact the Washington area’s workforce, housing market, and demand for public services.

Professor Fuller was recently appointed to serve on the Joint Advisory Board of Economists by Governor McAuliffe. He served on the Governor’s Advisory Board of Economists under Governors Kaine, Warner, Allen and Wilder. In 2003, he was a member of the Governor Warner’s Tax Reform Working Group. He also is a member of the DC CFO Business Advisory Group of the District of Columbia, the Montgomery County Business Advisory Panel and the U.S Army Women’s Foundation. His international assignments include Kazakhstan, Georgia, Hungary and China as well as on-going projects in Portugal. He served on the Board of Directors of Tompkins Builders Inc., a DC-based company, from 2004 to 2012, and currently serves on the Boards of the Global Environment and Technology Foundation and Northfield Mount Hermon School in Gill, Massachusetts. In May of 2015, Dr. Fuller was elected as Chair of the Board of Trustees of the Northfield Mount Hermon School.

William M. Collins has more than 30 years of commercial real estate experience focused primarily in the sale of commercial real estate office buildings and land in the Washington metropolitan area.

Bill works actively with institutional owners in the consultation and disposition of their real estate assets. During the past ten years, he has successfully completed more than $30 billion in investment property sales.

Brian McLaughlin is CEO of Enterprise Community Development, Inc and President of Enterprise Community investment’s Communities Division. Brian is charged with leading the overall strategic direction of both organizations, as well as Enterprise Residential – the company’s property management company. ECD is an owner, operator and developer of housing and with almost 13,000 units serving more than 20,000 residents the company stands among the country’s 10 largest nonprofit affordable housing providers. Brian oversees a team serving the Mid-Atlantic region with expertise in community planning, land development, design, construction, asset management, property management and resident services.

Brian has 24 years of diverse experience managing real estate business lines across the nonprofit, public and for-profit sectors. He began his career working in the nonprofit community development field in Boston and later in York, Pennsylvania. His real estate work spans development of market rate, workforce, historic tax credit and LIHTC supported housing. Brian has also served as assistant secretary of Maryland’s Department of Housing and Community Development where he led the state’s largest and primary division of government responsible for neighborhood revitalization programs and investments.

In addition, Brian has held various positions at Fannie Mae over the span of a decade in roles ranging from multifamily underwriting, to leading the company’s short sale product line, to directing the executive office as special assistant to the company’s president and CEO. He is also the founding CEO of Lantian Development, a Maryland-based private equity, real estate investment and development company. In that role Brian led evaluation, underwriting and negotiations for more than $1.2B in prospective investments ultimately closing seven transactions within 18 months creating a 1.4 million square foot portfolio across 403 acres in the Washington, DC metropolitan region.

An honors graduate of Duke University, Brian also holds a master’s degree in City Planning from MIT and a master’s degree in Economics from American University.

David Brainerd is Chief Investment Officer, responsible for sourcing, negotiating, and closing property acquisitions and overseeing investment management and disposition of owned properties. Mr. Brainerd also manages relationships with existing equity partners; and has supervised investments representing over 2.5 million square feet of shopping centers, 1.4 million square feet of office space, and approximately 7,000 acres of land for Madison Marquette. He also serves as a Senior Vice President for Capital Guidance.

Mr. Brainerd began his career with the mortgage-backed securities team of First Boston Corporation’s Real Estate Finance Group. There he was responsible for the underwriting of large portfolios of commercial and residential mortgage loans for purchase and securitization by the firm. Mr. Brainerd brings almost 25 years of industry experience, and has been involved in real estate investment transactions with an aggregate value of $1.5 billion.

Mr. Brainerd holds a master’s degree in management from the Sloan School of Management at MIT and a bachelor’s degree in finance from the University of Massachusetts at Amherst. He is a member of the Urban Land Institute, where he serves as vice chair of the Commercial and Retail Development Council (Silver Flight), and the International Council of Shopping Centers.

James A. Fetgatter is Chief Executive of the Association of Foreign Investors in Real Estate (AFIRE), a position he has held since 1992. AFIRE is a nonprofit association formed in 1988 whose members are foreign institutions with a common interest in international real estate investing. AFIRE members have $1 trillion in real estate investments worldwide. He has guided the growth of the association from a small group of Dutch pension funds to an organization of over 190 investors from 21 countries.

Prior to his appointment as Chief Executive, Mr. Fetgatter spent 15 years in various aspects of the real estate industry. His last two positions before joining AFIRE were with Dutch and UK investment and development companies.

Mr. Fetgatter served as an officer in the United States Navy and holds a Master in Business Administration from Harvard University and a BS from Oklahoma State University.

erbert Kolben is Senior Vice President of the Real Estate Investment Group responsible for the management of all mortgage and real estate investments including Separate Account J and various privately offered funds concentrating on real estate debt. Mr. Kolben has over 40 years of real estate experience including 21 with Union Labor Life and over 14 with Citibank N.A. where he was a Senior Credit Officer and Regional Vice President. At Citibank, his responsibilities included all real estate functions throughout the mid-Atlantic and Southeastern states as well as Director of Equities/East with responsibility for equity originations and capital markets interfacing for the eastern U.S. and Europe. Prior to joining Ullico, Mr. Kolben was a Senior Vice President at MNC Financial responsible for the administration, restructuring and disposition of a $1.9 billion portfolio. Mr. Kolben started his career with First Mortgage Investors REIT based in Miami, FL. He holds an MBA as well as a Bachelor of Commerce from Concordia University in Montreal, Canada.

Responsible for overseeing all functions of the ASB's Real Estate Division. Mr. Bellinger has 30 years of real estate investment experience, and has completed over $10 billion in real estate capital transactions during his career. Prior to joining ASB Capital Management in 2002, Mr. Bellinger worked with Lend Lease Real Estate Investments as a Principal and Executive Vice President heading the Private Client Group, directing the National Asset Sales group, and leading the acquisition of equity and debt investments in the Washington, DC region. Prior to joining Lend Lease in 1990, Mr. Bellinger worked as a Development Project Manager with Trammell Crow Company. He is the founder and a current advisory board member of Rebuilding Together Philadelphia. Mr. Bellinger also serves on the Board and Executive committee of the Zell Lurie Real Estate Center of the Wharton School at the University of Pennsylvania. Mr. Bellinger received a BA with honors from Haverford College and an MBA from the Wharton School where he received the Dean’s Award of Excellence.

Mr. Mee is a founder and Executive Director of Tremont Realty Capital, LLC. He oversees Company operations, capital raising and serves on Investment Committee. Mr. Mee has over 30 years of experience in the commercial real estate industry. Prior to Tremont, he was a senior officer with several boutique financial firms in both Boston and New York. In the early 1990’s he led a major assets group at the FDIC. Mr. Mee began his career at JP Morgan Chase Bank in New York City. He is a frequent panelist at industry conferences and lecturer at universities on real estate capital markets topics. He has passed the Series 7 and 63 US Securities examinations. Mr. Mee holds an AB in Economics from Harvard College, and an MBA from the Harvard Business School.

Founded in 2000, Tremont Realty Capital is a Registered Investment Advisor headquartered in Boston, with six offices across the US. Tremont focuses on real estate debt and equity investments, primarily through origination. The Company’s track record includes over $900 million in Gross AUM. Tremont also conducts real estate Investment Banking services for owners and developers of real estate.

Erik Weinberg focuses on strategy, acquisition, business plan oversight and disposition of FCP’s commercial investments. Prior to joining FCP, Erik was a Senior Associate with CW Capital, where he was responsible for the resolution of distressed commercial mortgage loans as well as the disposition of REO properties, aggregating in excess of $3 billion.

Prior to CW Capital, Erik was an Associate within the Capital Markets Group at Cassidy & Pinkard Colliers (a predecessor company to Cushman & Wakefield) in Washington, DC. He began his career at BearingPoint, Inc. in its Financial Services Group and graduated an academic All-American from the University of Maryland with a double major in Finance and Accounting. Erik is an active member of ULI and serves on the Office Development Council.

David Kessler serves as Managing Partner of CohnReznick's Real Estate Industry practice. He has over 30 years of experience providing audit, tax, and management advisory services to the real estate and financial services industries, representing clients nationally.

David represents developers, private equity funds, institutional investors such as life insurance companies and pension funds, lenders, asset management companies, property management companies, REITs, and loan funds. His clients operate and develop hotels, office, multifamily, industrial, retail, nursing and assisted living, land projects, military housing, and student housing units.

David's services for commercial real estate clients involve audit and management advisory services including assisting new and existing private equity funds with structures, compliance, and asset or portfolio due diligence. He works with RIA’s, fund managers, and is proficient with real estate accounting and reporting as well as real estate operations. David frequently works with the Firm’s Advisory Practice.

David designed and has taught a real estate accounting graduate-level course at Georgetown University’s School of Continuing Studies and the University of Maryland’s School of Architecture, Planning, and Preservation as part of each university’s graduate degree program in real estate development. He speaks frequently at real estate industry conferences throughout the country. David serves on the Board and is Treasurer of Junior Achievement of Greater Washington and is a Board Member of Barker Adoption Foundation.
