Mr. Hammour heads Capital Guidance’s Real Estate investments and operations in the

US and internationally. As Chairman and founder of Capital Guidance’s main US based

Real Estate subsidiary, Madison Marquette, which focuses on mixed use and retail

properties and projects nationally, he is responsible for setting the company’s

investment strategy and leads its growth and capital relationships. Over the past 35

years, Mr. Hammour has completed, on behalf of Capital Guidance and its subsidiaries,

over 180 real estate investments in retail, office, land and industrial properties and

developments valued at over $7 Billion.

Mr. Hammour founded Madison Marquette in 1992. He joined Capital Guidance in 1983

with experience in the fields of finance, real estate and distribution and established the

firm’s Washington, D.C., office in 1985.

Mr. Hammour holds a Master of Science degree in management from the Sloan School

of Management at the Massachusetts Institute of Technology and a Bachelor of Science

degree in industrial and systems engineering from the Georgia Institute of Technology.

Sean is the Senior Managing Director, Mid-Atlantic, where he manages the company's development activity for the Mid-Atlantic region. Prior to this position, Sean served as a Managing Director. During his career, Sean has been involved in the entitlement, development and construction of over 3,000 multifamily units.

Prior to joining Mill Creek, Sean was a Managing Director for Trammell Crow Residential where he was responsible for all phases of the development process for both rental and for-sale multifamily communities. Prior to joining Trammell Crow, Sean was a Senior Project Manager with the civil engineering firm of VIKA, Inc. In this role, Sean’s responsibilities included the design, coordination, management, and approval of multiple development projects throughout the Greater Washington Metropolitan Area. Projects varied from 500 unit multifamily development projects to 200,000 sf commercial redevelopment projects.

Sean received his Bachelor of Science Degree from George Mason University in Civil Engineering and his MBA from the Darden School of Business at the University of Virginia. He is a member of the Northern Virginia Building Industry Association (NVBIA), the National Association of Homebuilders (NAHB) and the Urban Land Institute (ULI). He also has served in various capacities with the Northern Virginia Chapter of Habitat for Humanity.

Deborah Ratner Salzberg manages Uplands’ investor relations and capital-raising activities.

She previously was the Washington, DC Region Chairman for Brookfield Properties, a global real estate development and operating company with 300 million square feet of prime commercial space and 59,000 apartments under management, as well as 9 million square feet of commercial space in development.

Prior to joining Brookfield, Debby worked for over 30 years at Forest City Realty Trust. Most recently, she served as President of Forest City Washington, a subsidiary of Forest City Realty Trust, overseeing the company’s activities in the DC, Philadelphia, Boston, and New Jersey markets. During her career with Forest City, Debby’s responsibilities spanned development, leasing, construction, financing, and management, beginning with individual projects and progressing to executive supervision of multiple high-profile, large-scale developments in the DC Region, including The Yards in the Capitol Riverfront district, Waterfront Station in Southwest DC, and the redevelopment of Ballston Quarter in Arlington, Virginia.

Debby began her career as a trial attorney in the Civil Division of the U.S. Department of Justice. She earned a bachelor’s degree from George Washington University, a Juris Doctor degree from the University of San Francisco, and is a member of the California Bar Association. Debby is active with numerous community and professional organizations, including the Federal City Council, District of Columbia Building Industry Association (DCBIA), the Washington Housing Conservancy, the Urban Land Institute, Kenyon College, CubeSmart (CUBE), and the NY Common Real Estate Advisory Committe

Stan Eckstut is a Principal and member of the Board of Directors at Perkins Eastman. As a strong ambassador for Placemaking and the creation of iconic public spaces, Eckstut’s work has focused on large‐scale, mixed‐use developments that emphasize wellbeing, integrated design, timelessness, and a lasting sense of place. Lower Manhattan, Downtown Brooklyn, Downtown Indianapolis, Downtown Long Beach, Hollywood & Highland, Baltimore's Inner Harbor, and more recently, the waterfronts of Buffalo and Washington, DC, have all been transformed by Eckstut’s designs and vision for how the 21st‐century city should be built at the human scale. Eckstut’s design expertise has historically focused on downtown and waterfront redevelopments, mixed‐use buildings, large commercial developments, transit‐oriented development and multimodal transit facilities, and sustainable design in the urban realm. He is best known for his design work on Hollywood and Highland Center, Paseo Colorado, The Wharf on Washington, DC’s Southwest Waterfront, the World Trade Center Site Transportation and Infrastructure Master Plan, MetroTech Center in Downtown Brooklyn, and for developing the integrated master plan for Battery Park City. Mr. Snider is Executive Vice President and Head of Commercial Asset Management for JBG SMITH overseeing the company’s office portfolio. Mr. Snider has over 14 years’ experience working in real estate development, investments and asset management and has overseen the development of office, residential and retail assets. Prior to joining The JBG Companies in 2006, Mr. Snider worked in the Real Estate Investment Banking Group at Friedman Billings Ramsey where he participated in over $750 million of real estate capital markets transactions. Mr. Snider is a Trustee Emeritus and former Chair of the Board of Trustees at Washington Episcopal School in Bethesda, Maryland. He is a former member of the Board of Directors of the DC Building Industry Association and is currently a member of the Urban Land Institute, NAIOP and the International Council of Shopping Centers. He received his B.A., Cum Laude, from Amherst College and his M.B.A. from the University of North Carolina’s Kenan-Flagler Business School.

Todd A. Lee

Mr. Lee joined the District of Columbia Housing Finance Agency in April, 2016. He serves as the

Executive Director. Mr. Lee is responsible for the overall supervision, coordination and

management of the Agency. He is an experienced leader in the field of multifamily and

commercial real estate finance with a diverse background in multiple areas of investment and

lending across multiple property types throughout the United States.

Prior to joining the Agency, Mr. Lee served as Vice President at Fannie Mae in the Multifamily

Division where he was responsible for leading the Structured Transactions and Seniors Housing

businesses with combined annual production of over $3 billion. He also carried his own portfolio

of large institutional multifamily borrowers which includes public and private real estate

investment trust as well as institutional investment funds.

Prior to this role, Mr. Lee served as Vice President for Multifamily Equity in the Community

Investments unit of the Multifamily Division at Fannie Mae. In this position, he managed a team

responsible for deploying capital into multifamily equity investments through partnerships with

institutional fund advisors and through direct asset acquisitions, in joint ventures with developers

and operating partners. At its peak, the investment portfolio was comprised of 44,000 apartment

units with a gross asset value of $4.5 billion. He also served on the Multifamily Risk Management

Committee.

Mr. Lee joined Fannie Mae in April 2001 as the Northeast Regional Director for the American

Communities Fund (ACF), where he oversaw a team responsible for the origination, structuring

and underwriting of senior debt, mezzanine debt, direct equity, and lines of credit for affordable

and market rate residential development covering a territory spanning from Maine to Washington,

DC.

Before joining Fannie Mae in 2001, Mr. Lee was Vice President/Structuring Specialist for Bank of

America's Real Estate Structured Debt Group; Vice President for Chevy Chase Bank's Real

Estate Banking Group (now Capital One Bank); and Assistant Vice President for NationsBank's

Community Development Lending Group (now Bank of America). He began his career in 1991 at

Riggs National Bank in Washington, D.C. (now PNC) as a Commercial Banking Associate where

he completed the Bank’s formal credit training program. During his career Mr. Lee has delivered

billions in debt and equity capital for the acquisition, development and re- development of

multifamily and commercial real estate.

Mr. Lee is a member of the Urban Land Institute and District of Columbia Building Industry

Association. He currently serves on the District of Columbia Housing Preservation Strike Force

as the Chair of the Finance sub-committee. Mr. Lee is a past board member of East of the River

Community Development Corporation. He earned a Bachelor of Business Administration in

Finance from The College of William and Mary.

Brant is responsible for development management and acquisition efforts in the

Washington Metropolitan Region, with a focus on multifamily and for-sale residential.

Prior to joining Lowe, Mr. Snyder was a Development Manager for Madison Marquette,

where he focused on the development and capitalization of The Wharf, a 3.2 million

square foot mixed-use development along the southwest waterfront in Washington, DC.

Brant is an active member of ULI’s Washington District Council, where he serves as a

member of the Governance Council. He is also a graduate of ULI Washington’s Regional

Land-Use Leadership Institute. Brant lives in Washington, DC with his wife Samantha

and son Thomas. Education: Georgetown University, BSBA; Columbia University, MSRED.

Andrea "Dee" McClure, managing director, is responsible for all aspects of financing including structuring, origination, closing and deal management for Agency transactions.

Ms. McClure has more than 25 years of experience and has originated over $2 billion in Agency financings throughout her career. A frequent panelist and speaker at many of the industry’s core conferences, she is actively involved in the Urban Land Institute (ULI) and serves a vice-chair of the Multifamily Blue Product Council. She is also a member of the National Multi Housing Council (NMHC) and NMHC’s Government Investment Credit and Subsidy Subcommittee. Additional, Ms. McClure is active in the National Leased Housing Association (NHLA) and the Mortgage Bankers Association (MBA), the leading national trade association representing the lending community. Ms. McClure is the past chair of MBA’s Multifamily Committee, Steering Committee and the FHA Insurance Subcommittee, and continues to be involved in legislative, regulatory and policy issues affecting multifamily and healthcare finance. She holds the Certified Mortgage Banker (CMB) designation.

Prior to joining Walker & Dunlop, Ms. McClure served as senior vice president at CWCapital LLC where she played an integral role in the firm’s FHA lending strategy and multifamily and healthcare lending programs.

Austin Flajser is in charge of day-to-day operations of The Carr Companies with over 40

executive suite, hotel, commercial and retail assets under management in 8 markets across

the country. These assets account for over $180M in annual operating revenue and over

$200M of new projects currently in the development pipeline. Austin received his Bachelor

of Science from Vanderbilt University, his Masters in Real Estate from Georgetown

University and his Certificate in Hotel Real Estate Investments and Asset Management from

Cornell University.

Ross Draber is the chief operating officer of United Bank, a subsidiary of United Bankshares, Inc., a $19.3 billion bank holding company. He is responsible for the performance and profitability of the Bank, directing commercial and consumer banking sales and service operations throughout the Washington, D.C. metro area. Draber oversees the region’s market presidents and works alongside them to drive growth and develop business strategy and execution plans.

Draber has played an integral role in United Bank’s expansion since assuming the role in 2015. During that time, United Bank has grown to over 70 branches in Maryland, Virginia and Washington, D.C. It has the number one deposit market share among community banks in the Washington, D.C. Metropolitan Statistical Area. Draber is highly involved with the merger and acquisition team and was instrumental in the Bank’s successful acquisitions of Cardinal Financial Corporation and its subsidiaries George Mason Mortgage, LLC and Cardinal Wealth Services, Inc. (2017); Bank of Georgetown (2016); and Virginia Commerce Bank (2014).

Draber previously served as a senior vice president of treasury and corporate finance. In this role, he managed the capital adequacy and regulatory risk of United Bankshares, Inc., serving on the Asset Liability Committee (ALCO) and stress test development team. He oversaw the mergers and acquisitions analysis and supervised commercial loan pricing and term sheet structuring within United Bank. Prior to that, Draber held several positions in treasury and credit administration.

Draber is a CFA® charterholder and a 2017 Washington Business Journal 40 Under 40 honoree. He graduated from Washington and Lee University with a Bachelor of Science in Accounting and Business Administration.
