Mr. Small is the founder and president of Renaissance Centro as well as the former Renaissance Housing Corp., one of Washington, DC’s most highly recognized developers and home builders. Renaissance Housing Corp. received the coveted America’s Best Builder Award from the National Association of Home Builders and Builder Magazine, and earned recognition as Builder of the Year, as well as over 30 other industry awards.

During his more than 20 years at Renaissance Housing Corp., the firm achieved sales revenue in excess of $2 billion on over 3,500 homes and lots. In 2005, Renaissance Housing Corp. was sold to WCI Communities, and Mr. Small turned his attention to the larger scale commercial projects that Renaissance Centro has been undertaking.

Mr. Small has a bachelor’s degree in economics from Tulane University and a master’s degree in real estate and urban development from American University. He is a director of United Bank Corporation, a director of Griffin Land & Nurseries, and is active in YPO, civic boards and philanthropic organizations.

Andy VanHorn

Andy VanHorn is the Head of Real Estate for the Washington Commanders, where he oversees all of their real estate efforts, including the search for a new stadium site.

VanHorn joins the team with over 25 years of experience in all aspects of real estate investment, development, and operations. He most recently was President and Chief Development Officer at Dweck Properties, establishing a $900M development pipeline on company owned properties and a construction management company which completed $100M in work in its first three years.

Before Dweck Properties, Andy was an Executive Vice President at JBG Smith responsible for entitlement, community and governmental activities associated with the company's portfolio in National Landing. He has led a variety of notable projects in the DMV area, including Amazon’s HQ2, Virginia Tech’s Innovation Campus, and the mixed-use Potomac Yard commercial center.

Andy also worked in real estate private equity with Buvermo Properties and Charles E. Smith & Clark Construction. He received his BS in Civil Engineering from Lehigh University and his MBA from the McDonough School of Business at Georgetown University.

Andy serves as a Board Member and an Officer for True Ground Housing Partners, a regional affordable housing developer. He is also an appointed member of the Arlington County Economic Development Commission.

Jerry Gordon

Fairfax County Economic Development Authority

Gerald L. Gordon, Ph.D., is the president and CEO of the Economic Development Authority in Fairfax County, Virginia, one of the largest office markets in the nation. He has been with the FCEDA since late 1983, during which time office space in the county grew from 32 million square feet to more than 115 million, and jobs in the county grew from 243,000 to almost 600,000. As a result, the real estate tax rate has decreased from $1.47 to $1.09.

Dr. Gordon has also worked for Arlington County, Virginia, and the United States Department of Labor. Dr. Gordon was instrumental in creating the Emerging Business Forum and bringing the 1998 World Congress on Information Technology to Fairfax County. In 2005, the FCEDA was named by Site Selection magazine as one of the Top Ten Economic Development organizations in North America. In 2007, Time magazine called Fairfax County “one of the great economic success stories of our time.” In 2011, the Washington Post said that “Fairfax County remains the economic wunderkind of Virginia and in many ways of the Washington area.”

Dr. Gordon has taught at Catholic University, the University of Maryland, George Mason University, and Virginia Commonwealth University. He has consulted with city and state governments throughout the United States and around the world, as well as the governments of Poland, the island of Vieques in Puerto Rico, and Micronesia. He has also served as a consultant to various government agencies, the United States Navy, businesses, non-profit organizations, associations, colleges and universities, and the United Nations.

Dr. Gordon holds a bachelor’s degree from The Citadel, a master’s degree from The George Washington University, and a doctorate in international economics from The Catholic University of America. He is the author of 12 books on strategic planning and economic development. His most recent book is "The Economic Survival of America's Isolated Small Towns" (CRC Press, 2015). Other recent books include “The Economic Viability of Micropolitan America” (CRC Press, 2013), “Reinventing Local and Regional Economies” (CRC Press, 2011) and “The Formula for Economic Growth on Main Street America” (CRC Press, 2009).

Dr. Gordon is the 2003 recipient of the prestigious Israel Freedom Award of the Israel Bonds organization. In 2006, Dr. Gordon became the first American to address the All-Parliamentary Exports Group in the British House of Commons. In 2007, he was accepted for inclusion on the roster of Fulbright Senior Scholars. Also in 2007, he was named a Fellow of the International Economic Development Council.

In 2010, Virginia Business named Dr. Gordon its “Virginia Business Person of the Year.” That year he also received the James Rees Award from the Fairfax County Chamber of Commerce. In 2013, 2014, 2015 and 2016, Virginia Business tapped Dr. Gordon for its “50 Most Influential Virginians” list.

Leadership Fairfax, Inc. named Dr. Gordon the recipient of the 2011 Northern Virginia Regional Leadership Award. In 2012, Transwestern, Delta Associates, Baker Tilly and PNC Real Estate honored Dr. Gordon as a TrendLines Trendsetter of the Year for the Washington metropolitan area for his contributions to the commercial real estate industry.

William J. Wolfe is the co-founder, President and CEO of First Washington Realty, Inc., a privately held real estate investment advisory and management firm which specializes in the acquisition, ownership and management of neighborhood and community shopping centers located in densely populated areas throughout the United States. He has responsibility for overseeing all aspects of the Company’s activities, including its acquisition, investment and disposition program, asset management, development and renovation, and leasing and marketing efforts. Mr. Wolfe was the co-founder and former President and CEO of First Washington Realty Trust, Inc., a public REIT that traded on the New York Stock Exchange. Over 30 years the companies have owned, operated, provided investment advisory services and managed retail properties with a value in excess of $6.5 billion.

Prior to entering the real estate business, Mr. Wolfe served in the Executive Office of the President of the United States. He is on the Board of Trustees of Lupus Research Alliance, The Washington Institute for Near East Policy and Alternatives For Youth Foundation and he is a member of the International Council of Shopping Centers and the World Presidents’ Organization. He has served as a Board member of Washington Heart, the University of Maryland School of Public Affairs, the National Bank of Commerce and the Corporate Advisory Board of the Johns Hopkins University Carey Business School. He has chaired major capital campaigns for Fight for Children, Jewish Foundation for Group Homes, Super Leaders and Lupus Therapeutics. In 1971, Mr. Wolfe founded The Key Program, Inc., a New England based youth service agency that provides a variety of residential and non-residential programming to at-risk youth and their families. Mr. Wolfe served as Key’s Chairman for 25 years. Since inception, Key has provided services to over 100,000 young people and their families. Since 1998, William J. Wolfe Scholarships have been awarded by the Alternatives for Youth Foundation to 125 students for college or vocational training.

Mr. Wolfe received his Bachelor’s Degree from Clark University and his Master’s Degree from Harvard University.

Elizabeth has been a planner with WCL&W since 1990. Prior to joining the firm, she was the Vice President of Planning for the Milton Company, a homebuilder in Northern Virginia. Her public sector experience has included working as a Land Use Planner for Fairfax County and as Economic Development Coordinator for the City of Falls Church. Elizabeth specializes in Fairfax County, City of Fairfax, and Town of Herndon matters, helping clients achieve comprehensive plan amendments and zoning approvals and assisting them in the resolution of land development/site plan issues. He oversees several large scale redevelopment projects in Montgomery and Fairfax Counties, and GSA build-to-suit commercial buildings. He served as Project Executive for the delivery of a 575,000 SF build-to-suit for a new research campus for The National Cancer Institute, the 935,000 SF renovation of the Parklawn Building for Health and Human Services, and the development of a new 491,000 SF headquarters for the National Institute of Allergy and Infectious Diseases. Prior to joining The JBG Companies in 2007, Mr. Trimmer was a Development Executive at Clark Realty Capital and had a previous tenure with JBG as an Associate. Chris Clemente founded the Comstock organization in 1985 and has guided its growth and diversification since its inception. Mr. Clemente managed the growth of Comstock as a private enterprise until the 2004 initial public offering of Comstock Homebuilding Companies, Inc. (NASDAQ: CHCI), now known as Comstock Holding Companies®, Inc. (“Comstock” or “Company”). Since the IPO, Mr. Clemente has served as Chairman of the Board and Chief Executive Officer of Comstock and is the largest individual stockholder of the Company. Mr. Clemente chairs Comstock’s Executive Committee, which charts strategic direction, evaluates acquisition opportunities, and oversees strategic partnerships, including multiple public-private partnerships. Mr. Clemente is also Managing Member of Comstock Partners, LC (“Partners”), a family-owned, private company founded by Mr. Clemente in 1999 to focus on commercial real estate development and investment.

Following its IPO, Comstock expanded its for-sale homebuilding operation into multiple key markets in the southeastern United States, while the commercial development operation of Partners remained focused on the Washington, DC market. Following the Great Recession, Comstock scaled back its for-sale homebuilding operation to focus solely on the Washington, DC market. Mr. Clemente managed the two companies as separate firms with distinct management teams and investment objectives until early 2018, when Comstock announced its plan to wind-down its for-sale homebuilding operation and refocus on commercial development, real estate asset management, and real estate related services. To execute this strategic plan, the operating platforms of Comstock and Partners were combined, and changes were made to the management team. To anchor the transition, Partners entered a long-term, cost-plus asset management agreement covering its portfolio of commercial properties, which had grown to include millions of square feet of stabilized buildings and development assets strategically located at key transit stations on Metro’s new Silver Line in the Dulles Corridor of Northern Virginia that have an estimated value at full build out of approximately $3 billion.

Key assets included in the portfolio of managed assets, include; Reston Station, a 4.5 million square foot transit-oriented and mixed-use development covering nearly 40 acres surrounding the terminus station of Phase I of the Silver Line in Reston, Virginia, and Loudoun Station, a 2+ million square foot transit-oriented and mixed-use development located adjacent to the terminus station of Phase II of the Silver Line in Ashburn, Virginia.

Mr. Clemente attended the University of Wisconsin and George Mason University where he studied Business and Psychology. Mr. Clemente and his wife, Tracy Schar, have been long-time supporters of numerous charitable organizations in the Washington, DC region that support international adoptions, foster care programs, and that provide educational, housing and other assistance to families and children in-need.

Mr. Otteni holds a Bachelor of Science in Commerce from the University of Virginia and

a Master of Business Administration with a concentration in Real Estate from the Kenan-

Flagler Business School at the University of North Carolina. He joined Boston Properties

in 2000 upon his graduation from KFBS, and has since taken on increasingly complex

roles in the development of the company’s projects. As a Senior Vice President in the

Development department in Washington, DC, Pete has direct responsibility for all aspects

of development, acquisition and disposition projects throughout the greater DC region,

including acquisition/land acquisition, financing, entitlement, design, construction, and

leasing. Since joining Boston Properties, Mr. Otteni has managed or been directly

involved with over 4.5 million square feet of completed or in process development.

David Kitchens

David Kitchens serves as Principal-in-Charge of Cooper Carry's Alexandria, Virginia office. In 30+ years of service with Cooper Carry, David has led mixed-use design efforts on a variety of award-winning projects including Mizner Park in Boca Raton, Florida. This mixed-use development has been recognized by a variety of organizations including the AIA, which bestowed upon it the Excellence of Design Award. David's work includes Bethesda Row in Bethesda, Maryland, which was awarded the Best Block in America 2002 by The Congress for New Urbanism, the Excellence Award from the Urban Land Institute and the DC/MD NAIOP Award of Excellence for Best Smart Growth Master Plan.

David grew up in Atlanta, Georgia, receiving Bachelors and Masters degrees in Architecture from the Georgia Institute of Technology. His graduate studies concentrated on urban design and pedestrian urban spaces. He participates on AIA and ULI-sponsored Urban Design Assistance teams, making recommendations to cities for downtown redevelopment and transit-oriented development.

Recent work includes regional and national projects in Dublin, OH; Bridgeport, CT; and Nashville, TN. Notable projects in the Washington, DC area include redevelopment planning and design at Landmark Mall and Oakville Triangle in Alexandria, VA; and the redevelopment of Ballston Mall and Crystal City in Arlington, VA. He has also recently completed the design of the Woodley in Washington, DC and Halstead Tower, in Alexandria, VA.

David is active in the Urban Land Institute and serves on the national Public/Private Partnership Council, is an active participant on regional Technical Assistance Panels (TAPs) and is the Chair of the Baltimore/DC regional Transit Oriented Development Council. He is active the DC/MD Chapter of NAIOP and serves as chair of the Annual Awards for Excellence Committee. In his professional career, David’s central goal is to create great buildings and environments in connecting communities where people develop relationships as they live, work, play and learn.

She has been credited with numerous notable achievements including establishing a growth unit in mid-2002 in Los Angeles, CA resulting in the acquisition of 15 new development and institutional grade assets totaling in excess of $350 million in value, and commencing a mixed-use development initiative on both coasts. Her recapitalization and restructuring of the company resulted in the highest occupancy level, profitability and value in the history of the company.

Alex Nyhan is a Managing Director for First Washington Realty, Inc., a privately held real estate investment, advisory and management company. First Washington specializes in the acquisition, ownership and management of neighborhood and community shopping centers, located in densely populated areas throughout the United States.

Mr. Nyhan is responsible for the firm’s operations, including leasing, redevelopment, construction, and portfolio and asset management. Mr. Nyhan is also involved in the investment process and sits on the firm’s Investment Committee.

Prior to joining First Washington in 2014, Mr. Nyhan spent over eight years at Forest City Enterprises. He led a team of diverse real estate professionals charged with conceiving, entitling and executing a $1 billion pipeline of mixed-use projects. Mr. Nyhan was involved with acquisitions, leasing, development and other real estate matters.

Prior to Forest City Enterprises, Mr. Nyhan worked in the administration of Mayor Anthony Williams in Washington, DC, where he was involved with over $2 billion of complex real estate projects.

Mr. Nyhan has advised organizations on complex real estate matters, including the World Bank, the Inter-American Development Bank, the Washington International School, and the Coalition for Smarter Growth. Mr. Nyhan has actively participated in various ULI events and juries and is a member of ICSC. He serves on the board of the Carderock Springs Elementary School Educational Foundation and is a past board member of CASA DC.

As President of Development, Brigg Bunker is responsible for managing the Development Division, where his main role is to oversee daily operations and execute the firm’s development plans. Previously, as Vice-President of Development, he was responsible for the underwriting, entitlement, financing, and execution of a diverse portfolio of development projects.

Mr. Bunker joined Foulger-Pratt in 2009 following many years of success in private equity, multi-family development, and real estate acquisitions. Mr. Bunker received a Bachelor of Science in Finance from Brigham Young University and an MBA from The Wharton School at the University of Pennsylvania.

Greg Van Wie is Vice President, Director of Development for Jefferson Apartment Group headquartered in McLean, Virginia. He is responsible for underwriting new development projects and overseeing site acquisition, development and construction activities. While with Jefferson Apartment Group, Mr. Van Wie has had direct oversight of multiple projects, totaling almost 1,000 units of new development. Mr. Van Wie has ten-plus years of industry experience in the development, construction, and operation of large-scale multi-family and commercial developments. Prior to joining Jefferson Apartment Group, Mr. Van Wie was employed by Bonaventure Realty Group, where he served as the Asset Manager of a 13-property portfolio of apartment communities totaling over 4,000 units.

Prior to joining Bonaventure in 2009, Mr. Van Wie worked for JPI East and Clark Construction in multiple preconstruction and project management roles throughout the Mid-Atlantic. Mr. Van Wie graduated from the University of Virginia with a Bachelor’s of Urban and Environmental Planning and received a Masters of Science in Real Estate from Johns Hopkins University.

Mr. Van Wie is a member of the Executive Committee of the JHU Real Estate Alumni Forum. He is also a Co-Chair of DCBIA’s Young Leader’s Committee and a member of the Urban Land Institute. Mr. Van Wie is married with one child and lives in the District of Columbia.

John Begert

John Begert has 22 years of experience in the multi-family industry and pursues multi-family residential and mixed-use acquisition and development opportunities for MRP Realty. Prior to joining the firm in early 2011, Mr. Begert worked for JPI Mid Atlantic for over ten years and oversaw the acquisition, entitlement, development and construction of over 2,000 residential units valued at over $450 million in the Mid Atlantic region. Mr. Begert has multi-family acquisition and development experience across a variety of product types and jurisdictions in the Mid Atlantic region. Kurt Marx is the market president for United Bank’s Fairfax West region, encompassing Loudoun County and parts of Fairfax County. He is a 1980 graduate of George Washington University and he has been employed in the local banking industry since 1986. Kurt is an active member and has served in various positions within St. Theresa Catholic Church, Ashburn, VA. Since 2012, he has served as director and treasurer for the non-profit Mosaic-Virginia which operates a clinic in Lansdowne, VA and provides free women’s health care services.

Jennifer Baker

Jennifer Baker, a resident of Herndon since 2004, is serving her second term on the

Herndon Town Council and is the town’s Vice Mayor.

As Vice Mayor, Baker serves as chair of the Pedestrian and Bicycle Advisory

Committee and chair of the Interview Committee for Boards and Commissions. She is a

member of the Inter-Jurisdictional Advisory Committee and is an alternate to represent

the town on the Dulles Area Transportation Association and the Northern Virginia

Regional Commission. In 2017, she was appointed to the Virginia Municipal League’s

(VML) Community and Economic Development Policy Committee.

Baker is a member of ArtsHerndon, Optimist Club of Herndon, the Herndon Historical

Society and Sister Cities International of the Herndon Area, Inc. She is also a member

of the Philanthropic Educational Organization, which promotes educational opportunities

for women. She has been an active member and chair of the Holiday Homes Tour

Committee and has previously served as a Court Appointed Special Advocate volunteer

for abused and neglected children in Fairfax County.

In November of 2015, Baker met with the Mayor of Runnymede, England, Herndon’s

sister city. The Borough was celebrating the 800 th anniversary of the sealing of the

Magna Carter.

She volunteers with ArtsHerndon, Cultivating Community Initiative, Fairfax Alliance for

Better Bicycling (FABB) and Friday Night Live.

Baker currently works as a Global Partner Manager at Tableau Software with a mission

to help people see and understand their data. She has previously worked at Adobe,

VMware and taught middle and high school math for the Fairfax County Public School

System. She holds a BA in mathematics from the State University of New York at

Geneseo and also studied at Schiller International University in Heidelberg, Germany.

since 1996, was first elected Mayor of the Town of Herndon in 2012 and is currently

serving her third term. She previously served as Herndon’s Vice Mayor during the 2010-

2012 term.

As Mayor, Merkel serves as the chief executive officer of the town. She serves on the

Inter-Jurisdictional Committee with Loudoun and Fairfax counties, represents the town

as a Commissioner of the Northern Virginia Regional Commission, and is a member of

the Novaregion Foundation.  She has also served on the Northern Virginia

Transportation Authority’s Planning Commission Advisory Committee and has worked

closely with Fairfax County in planning for pedestrian and bicycle access to the Herndon

Metro Station, serving on the Herndon Metro Station Access Management Study Group

(HMSAMS) for two years.

Prior to her service on the Town Council, Merkel served on the Herndon Homes Tour

Committee, and participated in the Citizen’s Planning Academy and the Downtown

Master Plan Citizens Advisory Group. She was appointed by Fairfax County Supervisor

John Foust to represent the Town of Herndon on the Dranesville District Area Plans

Review Task Force, a group that reviewed the proposed development surrounding the

Route 28 Metro Site and its future impact on the town.

Merkel is a member of Arts Herndon; the Herndon Historical Society; the Dulles

Regional Chamber of Commerce and Sister Cities International.

Merkel worked for Fairfax County Public Schools as a classroom teacher, reading

specialist and staff developer from 1996 until 2004 by.  Her classroom strategies have

been featured in two professional books, "Shared Reading for Today's

Classroom" and "Catching Readers Before They Fall.”

Merkel holds a bachelor’s degree in Education from Auburn University and a master’s

degree in Curriculum and Instruction from Virginia Tech.  She and her husband, Dave,

are raising their family in a circa 1895 farmhouse in Herndon’s historic downtown.
