Tom Skinner is a founding member of Redbrick LMD and is one of the firm’s three Managing Partners. He has invested in and developed close to $2 billion in real estate assets and established a pipeline of over $4 billion in future development projects.

Prior to founding Redbrick, Tom invested in or founded numerous operating businesses primarily in the real estate, technology and financial services industries. Tom began his professional career at McKinsey & Co. where he worked with financial institutions on strategy issues. Tom earned his Ph.D. in economics from MIT and his BA in economics from Oxford University.

Prior to joining the firm in early 2011, Mr. Begert worked for JPI Mid Atlantic for over ten years and oversaw the acquisition, entitlement, development and construction of over 2,000 residential units valued at over $450 million in the Mid Atlantic region. Mr. Begert has multi-family acquisition and development experience across a variety of product types and jurisdictions in the Mid Atlantic region. Mr. Begert has developed high-rise, mid- rise, and urban-wrap rental products as well as mixed-use urban condominium product in Washington, DC.

Adam Gooch

Adam Gooch, the Director of Development and a Senior Vice President for Akridge, supervises the day-to-day efforts of the Development department and provides strategic guidance for the firm’s development and acquisition projects.

Since joining Akridge in 2005, Adam has completed over $550 million of acquisitions and development of mixed-use projects in the Washington metropolitan area. He has been primarily responsible for many of the firm’s downtown projects, including Half Street, 100 V Street, Carroll Square, the Cato Institute, and the International Monetary Fund Headquarters renovation.

Among many efforts, he has spearheaded the company’s efforts to locate a $150 million major league soccer stadium on Buzzard Point, created the Half Street Fairgrounds outside of Nationals Ballpark, and managed the acquisition of Burnham Place, a 3-million-square-foot air-rights parcel north of Union Station in Washington, DC.

Adam has over 16 years of experience in commercial real estate construction and development. Prior to joining Akridge in 2005, he worked for a large public REIT in New York City, where he assisted in feasibility analyses of new development projects in midtown Manhattan.

Adam also managed the construction of large hotel and multi-family projects for an international general contractor in Los Angeles, and worked as a civil and geotechnical engineer for an ENR top-100 engineering firm based in New Jersey.

Adam is affiliated with several professional organizations and has been a featured speaker for numerous industry groups focusing on urban mixed-use development. He is currently a member of the District of Columbia Building Industry Association and the Urban Land Institute.

Adam has a Master of Business Administration from Columbia University and Bachelor of Science degrees in Civil Engineering and Geology from Bucknell University.

Mike O’Hara is a Principal and Regional Development Manager for Bohler DC, with 30 years of

experience in civil engineering design a strong focus on urban redevelopment throughout the

District and Northern Virginia. Over the course of his career, he has helped generate

development opportunities and led a diverse portfolio of projects, including large-scale mixed-

use, residential, commercial, higher education, retail, industrial, and adaptive reuse

developments. Mike’s solutions-driven mindset delivers meaningful value to both projects and

the neighborhoods they shape. This experience is evident in the key leadership roles he has

played on many of the region’s most prominent development initiatives including the

redevelopment of Union Market District, The Stacks, The Fields at RFK Campus, Potomac Yard

in Arlington/Alexandria, and numerous developments surrounding Nationals Park.

Passionate about advancing the land development industry, Mike is committed to shaping local

policy and driving economic growth in the DC region. He co-chairs the Washington DC

Economic Partnership (WDCEP), serves on the Federal City Council, and sits on the ULI

Washington Advisory Board, Housing Council, and the NAIOP DC Executive Committee. He

also serves on the Board of Directors for the DC Building Industry Association (DCBIA) and

contributes to key working groups with DDOT, DOEE, DOB, and DC Water.

David A. Fuss specializes in the litigation of large, commercial real estate tax, federal tax and condemnation matters. His practice includes the litigation of cases before District of Columbia administrative agencies, the Superior Court of the District of Columbia, the D.C. Court of Appeals, the U.S. District Court and the U.S. Tax Court. Mr. Fuss has also represented such clients as Georgetown University, Jubilee Housing and the Washington Opera in real property tax exemption matters. Mr. Fuss is an appointee to D.C. Superior Court Tax Rules Committee and is an active member of the Apartment and Office Building Association and the D.C. Building Industry Association.

Prior to joining the firm in 1988, Mr. Fuss was a judicial law clerk to the Honorable Fred B. Ugast, Chief Judge of the Superior Court of the District of Columbia. He has also served with the U.S. Department of Justice, the Department of State and in the intelligence community.

Mr. Fuss holds an A.B. in Political Science/International Relations from the University of Michigan and a J.D. from Catholic University Law School. He is a member of the D.C. and Maryland Bar, the American Bar Association, the American Inns of Court and the Association of Former Intelligence Officers.

George Hawkins serves as the Chief Executive Officer (CEO) and General Manager of the District of Columbia Water and Sewer Authority (DC Water), was named to the post in a unanimous vote September 3, 2009 by the board of directors. With an operating and capital budget of nearly $1 billion, DC Water provides drinking water delivery and wastewater collection and treatment for a population of more than 600,000 in the District of Columbia, as well as the millions of people who work in or visit the District. DC Water also treats wastewater for a population of 1.6 million in Montgomery and Prince George's counties in Maryland, and Fairfax and Loudoun counties in Virginia. The Authority operates the world's largest advanced wastewater treatment plant at Blue Plains, with a capacity of 370 million gallons per day and a peak daily capacity of more than a billion gallons. DC Water's service area covers 725 square miles.

Hawkins has launched an ambitious agenda at DC Water that complements a vast 10-year program to improve aging infrastructure and comply with ever more stringent regulatory requirements. DC Water is designing and implementing a $2.6 billion program, the Clean Rivers Project, to nearly eliminate overflows of sewage and stormwater to the Anacostia, Potomac and Rock Creek. DC Water is also investing $950 million to achieve the next level of nutrient reductions and help restore the Chesapeake Bay. In addition, DC Water is implementing a $400 million digester program to help manage solids being removed from reclaimed water that will become the region's biggest source of renewable energy, reduce the volume of biosolids by almost half, and disinfect the biosolids to be clean enough to sell as fertilizer at retail stores. The digester project will be the first in North America to use the CAMBI treatment process, and the largest installation of CAMBI in the world. Finally, Hawkins has gained approval from the board of directors to triple the rate of DC Water's program to replace water and sewer infrastructure frequently installed generations ago.

In parallel to these capital expenditures, Hawkins is leading a cultural change within DC Water. He has launched the Team Blue program to engage front line staff in improving the enterprise, connected to the BlueStat process to evaluate business processes with benchmarks and performance statistics. DC Water recently rebranded the enterprise to strengthen connections to the public, and has launched a Facebook page, Flickr and YouTube pictures and videos, and a customer-oriented Twitter account. Hawkins is also building a new and strong relationship with local and national environmental advocates to work in tandem to achieve the next generation of water quality improvements.

Prior to joining DC Water, Hawkins served as director of the District Department of the Environment (DDOE), a $110 million dollar agency with 300 employees. DDOE performs city, county and state environmental functions for the nation's capital. The agency is responsible for providing energy assistance to District residents; reviewing development applications for compliance with environmental requirements; monitoring and enforcing air and water quality standards; regulating the use and disposal of toxic substances; preserving the District's natural habitat for fish and wildlife; and developing and implementing stormwater management regulations to minimize runoff pollution into District waterways.

Hawkins implemented the Anacostia 2032 Plan to transform one of the most polluted rivers in the country into an environmental gem that will drive economic revitalization. Hawkins also led the District's efforts in reducing childhood exposure to lead hazards, negotiated the nation's most stringent federal permit to reduce pollutants from stormwater runoff andmanaged the nation's most successful low-income energyassistance program, including conservation and weatherization. He launched and chaired the Mayor's Green Team, which coordinated the District Government's sustainability program across more than 40 agencies. In 2008, Hawkins launched the Mayor's Green Summer Job Corps, a group of several hundred District youth engaged in environmental cleanups and public education. In 2009, the program grew into the largest green jobs program for youth in the country, serving more than 5,000 young people with a focus on energy and stream ecology and in neighborhood based clean-up programs.

Prior to coming to the District, Hawkins was executive director of New Jersey Future, a non-profit organization which, under his leadership, came to be recognized as the state's foremost advocacy group promoting smart growth. While there, he worked with the governor's office to focus development on transit stations and urban areas. Hawkins also served as executive director of the Stony Brook-Millstone Watershed Association, where he built an award-winning program to improve local zoning and master plans to both target growth and protect critical ecosystems. Mr. Hawkins held senior positions with the United States Environmental Protection Agency (EPA), including Senior Assistant Regional Counsel and Special Assistant to the Regional Administrator. He served Vice President Gore on the National Performance Review, playing an integral role in streamlining and strengthening environmental protection programs at EPA and the Occupational Safety and Health Administration.

Mr. Hawkins began his career practicing law for the Boston firm Ropes & Gray, and is a member of the Bar in Massachusetts and the District of Columbia. He graduated Summa Cum Laude from Princeton University in 1983 and Cum Laude from Harvard Law School in 1987. Since 1999, Mr. Hawkins has taught Environmental Law and Policy for the Princeton Environment Institute at Princeton University. He lives in the District of Columbia.

Lead the 99M Street project team. Currently under construction, 99M Street SE will be a new $115 million dollar, LEED Gold, 11-story, 235,000 square foot commercial office building with ground floor retail in the Capitol Riverfront area/Ballpark District in SE, Washington, DC. Led the project through design (Gensler Architects), entitlement and zoning efforts, and currently oversee a team that manages project consultants, leasing, and marketing, while leading the oversight of the construction process. Project is anticipated to deliver in January/February 2018.

Spearhead the acquisitions effort for the DC office. Helped land 2112 Pennsylvania Avenue NW project, a ground lease with George Washington University that will allow a 250,000 square foot commercial office building with ground floor retail six blocks from the White House. Currently involved in multiple acquisition efforts throughout Washington, DC and Northern Virginia.

Sen. Gordon H. Smith joined the National Association of Broadcasters as president and CEO in November 2009. Prior to joining NAB, Sen. Smith served as a two-term U.S. senator from Oregon and later as senior advisor in the Washington offices of Covington & Burling, LLP.

During his tenure in the U.S. Senate, Sen. Smith's committee assignments included the Senate Commerce, Science and Transportation Committee, the panel that oversees all broadcast-related legislation. Sen. Smith also served on the Senate Energy and Natural Resources Committee, the Senate Finance Committee and the Senate Foreign Relations Committee. Sen. Smith's role on the Commerce Committee and as chairman of a Senate High Tech Task Force helped foster his interest in new media and new technology issues.

Born in Pendleton, Ore., Sen. Smith attended college at Brigham Young University, received his law degree from Southwestern University School of Law in Los Angeles, and practiced law in New Mexico and Arizona before returning to Oregon to direct the family-owned Smith Frozen Foods business in Weston, Ore. Before his election to the U.S. Senate in 1996, Sen. Smith was elected to the Oregon State Senate, rising to the position of president of that body after only three years.

Sen. Smith and his wife Sharon live in Bethesda, Md., and are the parents of three children and two grandchildren.

Douglas Olson has been a leader in the Washington metropolitan real estate community for more than 25 years. Doug joined Monument Realty in 2002, and as a partner in the firm, he serves on Monument’s management and executive committees. Doug’s astute knowledge in the areas of property acquisition, development, leasing, and marketing has contributed to the success of many of Monument Realty’s most significant business development opportunities and partnerships. He oversees the acquisition of existing assets, plays a key role in procuring development initiatives and third-party ventures, and directs the leasing and management of the firm’s commercial portfolio.

Prior to joining Monument Realty, Doug worked with CarrAmerica Realty Corporation and the brokerage firm Smithy Braedon Company. He is the past president of the Greater Washington Commercial Association of Realtors and has served consecutive terms on the board of governors of the Washington Building Congress. He has also served on the board of directors and the executive committee of the Downtown DC Business Improvement District, and was a mayoral appointee to the Interactive Downtown Task Force.

A native Washingtonian, Doug is a recipient of the DC Building Industry Association’s President’s Award, recognizing distinguished service to the industry and the community. He holds a Bachelor of Science degree in Finance from Indiana University’s Kelly School of Business.

Michael is the president of the Capitol Riverfront Business Improvement District (BID) in

the southeast riverfront area of Washington, DC – the city’s fastest growing, mixed-use

urban neighborhood. The Capitol Riverfront is one of the largest riverfront

redevelopment projects in the country and will contain over 37 million square feet of

development at build-out. For the past 13 years he has worked to achieve the vision of

a vibrant waterfront community in the Capitol Riverfront. His efforts led to the

establishment of the BID in the summer of 2007 and it is currently in its third 5-year

operating cycle. Michael is responsible for overseeing a staff of 8 full time professionals,

a 21-member board of directors, all external relations, development of work programs,

and budget oversight.

He helped coordinate the Center City Action Agenda of 2007 & 2010 – a new strategic

plan and framework to guide development and public investment in the center city

neighborhoods of Washington, DC. From 2000-2006 he served as the President & CEO

of the Washington, DC Economic Partnership and built that organization from a start-up

to a full partner in the District’s economic development initiatives.

Prior to coming to Washington, Michael was the VP of Development for the Memphis

Center City Commission, a combination of BID and economic development authority. He

oversaw the planning and economic development section that administered financial

incentives for downtown development projects such as the Memphis Redbird’s new

Triple A baseball stadium, hundreds of units of new housing, the South Main Arts

District, and a new downtown public elementary school.

Michael has been involved in the economic development, urban planning, and

downtown/neighborhood development fields for the majority of his 41-year career. He

has worked for public planning agencies, private planning firms, BIDs, and economic

development entities. He has participated in numerous downtown redevelopment efforts

for cities such as Wichita, KS; Lubbock, TX; Dallas, TX; Nashville, TN; Memphis, TN;

Jackson, MS; Washington, DC; and San Antonio, TX. He holds a Master’s degree in

Urban Planning/Urban Design from Virginia Tech in Blacksburg, VA, and a BA in Urban

Sociology from Millsaps College in Jackson, MS.

He serves in a volunteer capacity in the District by participating on boards such as

Barracks Row Main Street; the Leadership Council for a Cleaner Anacostia; DC

Sustainable Transit; DC Building Industry Association; the DC BID Council; and Friends

of the National Arboretum. He has participated in numerous Technical Advisory Panels

for ULI, IDA, and APA. Michael is also an adjunct professor at Georgetown University’s

College of Continuing Studies where he teaches a class on economic development in

the Masters in Urban Planning program.

Theresa leads some of the Gensler Southeast Region’s most complex architecture projects and has deep expertise in corporate campus design. She excels at managing large project and consultant teams and serves as a strategic advisor to clients with multiple stakeholders involved in the process. Theresa is a proponent of sustainable design and is adept at developing high-performance design solutions that use leading technology to reduce energy use and mitigate negative effects on the environment. A registered architect, Theresa’s portfolio spans notable domestic and international projects in the areas of hospitality, corporate headquarters and education, among others. She is a member of the American Institute of Architects and the National Association of Industrial and Office Properties. Theresa graduated from The Catholic University of America with a Bachelor of Science in Architecture.

Over the past five years, Andrew has been involved in over 400,000 square feet of retail transactions in the District. In addition, Andrew plays an active role in helping local retailers like Baked and Wired, Red Hen, Fainting Goat, and Immortal Beloved expand their presence, as well as fostering relationships and promoting D.C. with exciting out-of-market retailers, including The Smith (NYC), HipCityVeg (Philly), Roka Akor (Chicago), and Maison Kayser (NYC).

Angelique Brunner is the Founder and President of EB5 Capital, a leader in the EB-5 investor industry,

raising foreign capital for investment in job-creating real estate projects across the United States under the

EB-5 Immigrant Investor Program, which is overseen by the United States Citizenship and Immigration

Services. EB5 Capital owns and operates a number of USCIS-authorized Regional Centers across the country,

most notably in Washington, D.C., California, and New York, and has a portfolio of 13 current and

completed projects, with six more in the pre-development phase. EB5 Capital has raised funds from

immigrant investors in nearly 50 countries, maintaining a 100% project approval rate from the USCIS. Ms.

Brunner was one of the first authorized Regional Center operators; among the first 15 of the approximately 800 that exist today. As

President, she provides strategic direction and oversight to EB5 Capital’s real estate, marketing, and legal teams.

Ms. Brunner is considered an industry expert, a seasoned and highly respected Regional Center operator, and a strong advocate for

the EB-5 Program as a tool for economic development. She serves on the Board of Directors for Invest in the USA (IIUSA), the

national EB-5 industry trade association, and was the Inaugural Chair of the IIUSA Policy Committee, which guides the industry’s

communications with USCIS and other governmental agencies. In 2011, at the request of Senator Leahy’s (D-VT) office, Ms. Brunner

submitted official congressional testimony in support of the EB-5 Program. She works closely with Marriott International and Hilton

Worldwide in their efforts to make the EB-5 Program more effective.

Ms. Brunner has also had the opportunity to speak at numerous conferences for industry organizations, including the National

Association of Home Builders (NAHB), Urban Land Institute (ULI), IIUSA, SelectUSA, the International Economic Development Council

(IEDC), and the Council of Development Finance Agencies (CDFA), among others.

Before founding EB5 Capital, Ms. Brunner spent more than a decade working in finance and investments for both public and private

organizations focused on real estate and venture capital. Her past employers include: Fannie Mae, Neighborhood Development

Company, National Capital Revitalization Corporation, CORE Capital Partners, and Public Financial Management.

Ms. Brunner is a graduate of Brown University and holds a Master’s Degree in Policy and Economics from Princeton University,

Ross Draber is the chief operating officer of United Bank, a subsidiary of United Bankshares, Inc., a $19.3 billion bank holding company. He is responsible for the performance and profitability of the Bank, directing commercial and consumer banking sales and service operations throughout the Washington, D.C. metro area. Draber oversees the region’s market presidents and works alongside them to drive growth and develop business strategy and execution plans.

Draber has played an integral role in United Bank’s expansion since assuming the role in 2015. During that time, United Bank has grown to over 70 branches in Maryland, Virginia and Washington, D.C. It has the number one deposit market share among community banks in the Washington, D.C. Metropolitan Statistical Area. Draber is highly involved with the merger and acquisition team and was instrumental in the Bank’s successful acquisitions of Cardinal Financial Corporation and its subsidiaries George Mason Mortgage, LLC and Cardinal Wealth Services, Inc. (2017); Bank of Georgetown (2016); and Virginia Commerce Bank (2014).

Draber previously served as a senior vice president of treasury and corporate finance. In this role, he managed the capital adequacy and regulatory risk of United Bankshares, Inc., serving on the Asset Liability Committee (ALCO) and stress test development team. He oversaw the mergers and acquisitions analysis and supervised commercial loan pricing and term sheet structuring within United Bank. Prior to that, Draber held several positions in treasury and credit administration.

Draber is a CFA® charterholder and a 2017 Washington Business Journal 40 Under 40 honoree. He graduated from Washington and Lee University with a Bachelor of Science in Accounting and Business Administration.
