Boro Tower is a premiere high-rise office tower located in Tysons, Virginia. The property consists of twenty floors for a total of 435,096 sf. The property includes an 8-level parking garage, three ground level retail spaces, and a rooftop deck with amazing views of Northern Virginia and parts of the District. The garages can be accessed via the property entrance on Solutions Drive. David is President and Co-founder of Meridian and is responsible for the overall management and corporate strategy of the firm. He is a member of the Investment Committee and leads Meridian’s development team.

With 40 years of experience, David began his career in 1979 in the real estate investment department at Prudential Insurance Company and worked in its Washington, DC office for 4 years. He then managed the development of 3.5 million square feet of office for the Peterson Companies, a major Washington, DC developer, for 8 years. Prior to forming Meridian in 1993, David was Managing Director of the REO division at Riggs National Bank in Washington for 2 years where he managed and sold a $250 million real estate portfolio. David has managed the development of over 10 million square feet in his career.

David received his B.A. from Centre College and M.B.A. from the Darden School of Business at the University of Virginia. He served on the board of trustees and executive committee of the Darden Foundation for 6 years and served on the board of directors and executive committee of the University of Virginia Foundation for 6 years. In addition, David is a former president and chair of the board of a non-profit land conservation organization. He is a member of the Urban Land Institute and NAIOP. David was recognized as an honoree of the Boys & Girls Clubs of Greater Washington Youth in Real Estate Luncheon in 2018.

Juliann Clemente, President, has been involved with and responsible for all aspects of real estate planning, use, financing, refinancing, management, leasing and sale. Her experience includes financial accountability for developed, undeveloped and underutilized properties, as well as turnaround and operating responsibility for commercial/retail operations.

Ms. Clemente was named Fairfax County’s 2004 Volunteer of the Year and received the Lady Fairfax Award from the Fairfax County Board of Supervisors. In 2010, Ms. Clemente was appointed Trustee Council Member for the Jamestown-Yorktown Foundation; in 2011, she was appointed Commissioner of the Virginia Port Authority. She is a Celebrate Fairfax, Inc. Board Member, appointed by Fairfax County Board of Supervisors’ Chairman, Sharon Bulova.

Ms. Clemente graduated from American University in Washington, D.C. and is currently pursuing her Master’s Degree at George Mason University in Fairfax, Virginia.

Mukang Cho founded Morning Calm Management and is the firm’s Chief Executive Officer and Managing Principal. Prior to joining Morning Calm Management, Mr. Cho was Chief Executive Officer and Principal of In-Rel Properties, a Managing Principal in charge of real estate strategy at Crown Capital Management and its affiliates, and a partner in the real estate practice group of Kirkland & Ellis. He began his career as a corporate attorney at Cravath, Swaine & Moore and then served as a principal of Trifecta, a distress focused middle market investment firm. In his capacities as principal and advisor, Mr. Cho has successfully completed hundreds of transactions with an aggregate value in excess of $100 billion.

Mr. Cho is a member of the President’s Council of The Real Estate Roundtable and the Cornell Real Estate Council. He is also a Vice Chairman of the Medical Peace Foundation, a non-profit organization started by his late father which develops free medical centers around the world. Mr. Cho graduated with a J.D. from Harvard Law School and a B.A. From Cornell University (with distinction).

Morning Calm Management is a real estate investment firm with a focus on special situation investing and commercial real estate credit. Through its affiliates, the firm owns and operates approximately 10 million square feet of commercial real estate throughout the United States and manages a series of separate accounts, funds and ventures for its equity and credit strategies.

A Washington DC native, Chris earned a bachelor’s degree in Economics from the College of the Holy Cross, Worcester, MA. After six years in the financial services industry, Chris’ commercial real estate career began with owner/developer, Cummings Properties in Woburn, MA where he spent eight years as a property manager and leasing director. Chris returned to the DC area in 2006 when he joined PS Business Parks and is now Divisional Vice President of the firm’s Washington Metro Division where he oversees all leasing, management and strategic decision making across the entire portfolio.

Greg is managing partner of the firm's Tysons Corner office and practices commercial real estate law with a concentration in land use, zoning and redevelopment matters.

He began his real estate career as a professional urban planner. Prior to joining McGuireWoods, he worked extensively in the public and private sectors. Collectively he has more than 25 years experience in the real estate development industry.

He has substantial experience representing major land developers, owners, companies, institutions, lenders and landlords. He works closely with clients to conduct feasibility analysis, analyze applicable development requirements, prepare necessary development-related applications, and present such proposals in meetings and public hearings before decision-making boards and commissions. He has extensive contacts with local government officials, as well as influential community and civic groups, and is able to anticipate, identify and creatively address issues related to the acquisition, development and disposition of real property.

He provides clients with the analysis and advice necessary to complete all legislative and administrative approvals associated with the land development processes. His skill in drafting, negotiating and reviewing development agreements, proffers, zoning opinions and easements enables clients to complete the required processes with minimized and accurately qualified risk.

The types of developments he has facilitated include office and industrial parks, shopping centers, regional shopping malls, hotels, restaurants, residential subdivisions, master planned communities, and elderly housing uses. He routinely handles the proceedings for necessary rezonings, special exceptions, special permits, variances, Comprehensive Plan Amendments, appeals and Zoning Ordinance Amendments before numerous local government authorities in Northern Virginia and the Metropolitan Washington, D.C., area.

Much of Greg's work and accomplishments are closely tied to the region's existing and expanding rail transit corridors. He is particularly well versed in the planning, economic and design considerations that are unique to real estate development in transit oriented areas. In addition to representing owner and developers, he has been appointed by local governments to serve as an industry representative on many of the Task Forces and Work Groups charged with redrafting the governing planning and zoning regulations to recognize the opportunities associated with well planned and economically viable transit oriented development.

Graham Tyrrell is a Senior Vice President of Multifamily Development for Kettler. During a 24-year career in multifamily housing, Mr. Tyrrell has developed over 30 projects in five states and the District of Columbia. Prior to joining Kettler, Mr. Tyrrell was Vice President at Archstone where he was responsible for projects from feasibility, acquisition, predevelopment and construction through project completion.

Mr. Tyrrell joined Kettler in 2013 and has lead the entitlement, design and preconstruction phases for new developments. In addition to individual apartment projects, Mr. Tyrrell has recently been responsible for securing entitlements for two of the largest mixed-use developments in the DC Metro area:

• Market Terminal – 1.5MM SF PUD in the Union Market district of Northeast DC approved in 2017. Includes six development sites with 1,000 apartments, 450,000 SF office and 55,000 SF of retail space.

• The Mile – 3MM SF rezoning in Tysons, Virginia approved in 2019. Includes nine development sites for up to 3,000 apartments, 200,000 SF office or hotel and up to 120,000 SF of retail space.

Mr. Tyrrell is currently leading Kettler’s new development opportunities outside the DC metro area, primarily in the Southeast US.

Mr. Tyrrell earned a BSc (Hons) in Property Valuation and Finance from The City University, London, UK and a Masters in Estate Management from the University of Central England, Birmingham, UK. He is also a Member of the Urban Land Institute serving on the Transit Oriented Development Council and the Placemaking Initiative Council. Previously he has served as a Board Member of the NoMa BID from 2011 to 2013 and was a member of the Royal Institution of Chartered Surveyors.

Gary is the Chief Investment Officer and a Partner of Meridian. Gary is responsible for

acquisitions, capital activities and investor relations.  He also serves as Chair of the Investment

Committee. Gary led the fundraising and investing efforts of Meridian Realty Partners I and II,

Meridian’s discretionary private equity funds raised in 2012 and 2016. Between these two funds,

Gary has completed in excess of $2.5 billion in investments with over $1 billion of equity in 15

transactions.

With over 30 years of industry experience, Gary represented Meridian in its first 3 years of

investments as a partner at Vinson & Elkins LLP in Washington, DC. He then headed up the

Real Estate Fund’s Acquisitions Group as a partner at The Carlyle Group, where he led and

completed over $12 billion of investments with $3.4 billion of equity in nearly 200 transactions.

These included the acquisition, development, structured financing, and recapitalization of office,

hotel, retail, residential, industrial, land, senior living, and mixed-use properties. He also led the

firm’s efforts in the formation of Carlyle Realty Partners I, II, III, IV and V – an aggregate of

over $5 billion in investor commitments – before joining The Meridian Group in November

2007.

Gary received his B.A. from Vanderbilt University and his J.D. from The University of Texas

School of Law. Gary is on the Advisory Board for George Washington University Business

School's Center for Real Estate and Urban Analysis.

Cathy Moy has 17 years of experience in real estate development managing large, complex projects for some of the region’s most high-profile development companies. She has led all phases of development, including site acquisition, financing, zoning, design and construction for residential, office, hotel, retail, and mixed-use properties. As Senior Vice President of Multifamily Development at KETTLER, Cathy has managed the development of Blocks A and B of The Boro, which include Rise, Bolden and Verse, as well as 150,000 sf of retail and loft office. Cathy is proud to work alongside the KETTLER family and staff, who have invested in Tysons for many years developing Vita, Highgate at The Mile, Rise, Bolden, and Verse alongside our valued partners, ownership groups and investors. Cathy received her BA in architecture from Columbia College of Columbia University, Masters of Architecture from Princeton University, and MBA from The University of Pennsylvania’s Wharton School of Business.

Deirdre Johnson is a strategic thinker and dynamic leader with over 30 years of success in

managing and leveraging large commercial real estate portfolios including mixed-use, open air

and enclosed mall properties. Since 2007, she's been with Federal Realty Investment Trust,

rising in 2019 to Vice President, Asset Management. She manages over 5 million SF of

properties and has experience in diverse markets including Virginia, Chicago, Detroit, Maryland,

North Carolina, and Florida. Under her leadership, the portfolio has outperformed in NOI

growth and value creation due to creative redevelopment and repositioning initiatives. With

her team, she has implemented innovative and strategic remerchandising and rebranding

plans. Most recently, she opened Federal’s newly formed Virginia Regional Office located in

Tysons, Virginia to spearhead a targeted growth initiative.

Johnson has been awarded the ICSC’s Certified Retail Property Executive (CRX) designation and

the Certified Shopping Center Manager (CSM) designation. She is a member of the Urban Land

Institute (ULI), NAIOP Northern Virginia and Innovating Commerce Serving Communities (ICSC).

Most recently, Deirdre was named by the Commercial Observer as one of The Power Players of

Washington, D.C., 2022. Deirdre is a graduate of Old Dominion University.

Prior to her Managing Partner role, Monica lead the D.C. risk, internal audit and cybersecurity (RIAC) practice, where she consistently distinguished herself through exemplary service to clients and colleagues and oversaw RIAC team members, assisting in budgeting and developing new business for the practice. Mike Proctor is the market president for the Arlington/Alexandria region of United Bank, a subsidiary of United Bankshares, Inc., a nearly $30 billion bank holding company. He is responsible for the management and operation of all United Bank offices in the Arlington/Alexandria areas, including client relationships and new business development. Proctor has financed the acquisition and construction of multiple commercial and residential real estate projects in and around the D.C. metro area. In addition, he has worked with various operating companies to provide working capital and term financing. He is a graduate of the RMA-ECU Commercial Lending School, past chairman of the United Bank Leadership Development Program and a member of the Board of Directors of the Northern Virginia Chamber of Commerce. Prior to his role as market president, Proctor served as a commercial lender and a credit analyst with United Bank. He graduated with a degree in finance from West Virginia University.
