The Canadian Council for Public-Private Partnerships

Mark Romoff is President and Chief Executive Officer of The Canadian Council for Public-Private Partnerships (CCPPP). Established in 1993, CCPPP’s mission is to promote innovative approaches to infrastructure development and service delivery through public-private partnerships with all levels of government.

Previously, Mark was founding President and CEO of the Ontario Centres of Excellence, Canada’s leading innovation, technology commercialization and entrepreneurship development organization.

Over his twenty five year career with the government of Canada, Mark served as Executive Director in the Department of Industry and as a senior diplomat in the Department of Foreign Affairs and International Trade, serving in Nigeria, Mexico, Malaysia, Japan and the United States.

He is a member of the Board of Directors of the Central Canadian Public Television Association (PBS-WNED), the Empire Club of Canada, the i-CANADA Governors Council; the World Economic Forum “Strategic Infrastructure Initiative” Advisory Committee; and is Vice-Chair of the United Nations Economic Commission for Europe Team of Specialists on Public-Private Partnerships Governing Council.

He earned a Bachelor of Science from McGill University, a Masters in Applied Science from the University of Waterloo, and is a graduate of the Harvard University Kennedy School of Government Senior Executives Program and the Directors Education Program of the Canadian Institute of Corporate Directors and holds the ICD.D (Certified Director) designation. Mark is also a recipient of the 2012 Queen Elizabeth II Diamond Jubilee Medal.

Mr. Green joined North American in 1985, after specializing in the practice of commercial real estate law with a major Canadian law firm. Mr. Green has over 30 years experience in managing, leasing, developing and acquiring retail properties throughout North America. Mr. Green was a member of the board of directors and investment committee of Centrefund Realty, a public real estate company listed on the Toronto Stock Exchange. Under Mr. Green’s leadership as a founding partner and President of Centrecorp Management Services, Centrecorp has become one of the largest private retail/commercial property managers in North America. Mr. Green co-partnered the recent privatization of Sterling Centrecorp Inc. Mr. Green is a graduate of, and obtained an LLB from The University of Toronto Law School and resides in Toronto, Ontario.

Mr. Cooperman has over 17 years experience in the acquisition, disposition, development and leasing of commercial real estate and has been with North American Development Group since 2003. Mr. Cooperman oversees the sourcing and execution of North American’s acquisitionprogram of existing income producing properties, land and mixed use development opportunities. Throughout his career, Mr. Cooperman has been involved in the acquisitionand disposition of over $2.0 billion of commercial real estate. Mr. Cooperman holds a Bachelor of Arts Degree (Honours) from Concordia University.

Laurie leads one of Toronto’s largest private redevelopment sites, a 60‐acre industrial brownfield which will be transformed into a transit-supportive community with over four million square feet of office, retail, community recreation, and residential in a range of forms. Centered on new rapid transit and directly connected to Toronto’s ravine system and downtown, Laurie is overseeing every aspect of this transformation on behalf of three respected developers, Diamond Corp., Context and Lifetime.

Prior to joining Diamond Corp, Laurie was Development Director for Toronto Community Housing, North America’s second largest public housing provider. She guided a team of development professionals in the revitalization of outdated housing projects. The result of this work will be nearly 2,000 units of new and refurbished low‐income housing, 6,000 units of market housing and over a billion dollars in local economic activity.

In her 15 year career, Laurie was a Senior Associate with Urban Strategies Inc., an integrated planning and urban design firm. Laurie managed master plans for Waterfront Toronto’s 55‐acre East Bayfront Precinct; growth management plans for Toronto’s urbanizing suburbs; and, the revitalization of a 200‐year old Victorian asylum in London UK. Laurie began her career as a community facilitator for complex planning projects.

Laurie served as Communications Co‐chair for the Toronto District Council of the Urban Land Institute (ULI). In 2014, she was appointed to ULI Toronto’s Women's Leadership Initiative Championship Team and won the global Women’s Leadership Scholarship in 2013. As an advocate of strong urban design, Laurie was a Chair of the Toronto Community Housing Design Review Panel, and was a member of the Downsview Park Design Review Panel. In 2016, Laurie was named to the Urban Land Institute’s "40 Under 40", which represents the best young land-use professionals from around the globe, as selected by members of ULI.

In addition to his leadership role at Mizrahi Design Build, Sam is the President and founder of Northern Citadel Bancorp, a private company registered with the Financial Services Commission of Ontario (FSCO) as a Mortgage Investment Trust and Administrator (MIT) and a firm that financially complements and facilitates Mizrahi Design Build’s building initiatives.

As President and CEO, Mr. Paul is responsible for the overall leadership and performance of FCR. Prior to joining FCR in February 2015, Mr. Paul was a senior executive at Canadian Real Estate Investment Trust (CREIT) where he had direct responsibility for various aspects of CREIT’s business across Canada. Mr. Paul is a Chartered Professional Accountant, Chartered Accountant and a member of YPO.

Steve joined Cameron Stephens in 2011, working in a number of roles before assuming his current

management position specializing in structuring low-rise, high-rise, green-field and infill residential

debt solutions for his builders and developers. Steve also heads up the company’s marketing and

advertising division, as well as originating and strategizing the underwriting process when evaluating

new deals. By forging strong client relationships and building and leveraging his in-depth

understanding of real estate development, Steve provides creative leadership for the company and

the property development community. Prior to his employment at CSMC, Steve worked at Home

Trust in the single-family-dwelling business, and previously as Senior Sales Representative at Xerox

Canada. Steve has a Bachelor of Commerce degree from the University of Guelph. He is also the

president and co-founder of The Friends For Life Foundation, a local Toronto-based not-for-profit

organization that raises money and awareness for the Oncology Unit at the SickKids Hospital and

Cystic Fibrosis Canada.

Mr. Gordon Wadley is the Senior Vice President, Commercial Properties where he provides leadership to the overall asset strategy of Dream Office REIT’s Toronto portfolio. Mr. Wadley has held progressively senior positions within the company since he joined in 2011. Most recently he was Vice President, Leasing for Toronto and Southwestern Ontario and prior to that oversaw the performance of Dream Office REIT’s leased assets in a number of major markets throughout Canada. During Mr. Wadley’s career he has been involved in several high-profile transactions and pursuits pertaining to leasing, development and asset management. Prior to joining Dream Office REIT, Mr. Wadley worked in commercial brokerage for CB Richard Ellis providing commercial representation to corporate clients both domestic and international. Jane is a senior advisor with MaRS Cleantech. She is a recognized leader in sustainable innovation and has extensive experience growing companies at the intersection of business and sustainability. She co-founded, grew and profitably sold a full-service renewable energy company, Clean Energy Developments, and leverages over 20 years of experience in the environmental finance, cleantech and sustainability sectors to help build businesses that matter.

Throughout her career, she has advised entrepreneurs and executives on project and equity financing, mergers and acquisitions, strategic planning and business development. She helped launch Columbia Business School’s first environmental finance course, which continues to be taught in the school’s MBA and EMBA programs, as well the School of International and Public Affairs. Jane is the co-founder of the CanadaCleantech Alliance, a board director at the Water Technology Acceleration Project (WaterTAP) and sits on advisory boards for the MaRS Catalyst Fund, Shell’s Quest Climate Grant and the Pembina Institute’s UnGALA. Jane holds an MBA from Columbia University.

Emily joined Crown in 2012 and oversees the investment and acquisitions functions of the partnership. Emily holds a Bachelor of Sciences (Honours) degree, Master of Arts and PhD in Economics. Prior to joining Crown, Emily was Associate Vice President, Investments at Allied REIT (TSX:AP.UN). Working to expand the national platform for the REIT, she concluded a number of acquisitions, including 151 Front Street West, a Wall Street Journal “deal of the week.” Emily is a recipient of the NAIOP Developing Leaders Award and is an active member of the real estate industry. She has served on the board for Toronto Commercial Real Estate Women (CREW) and on the Ted Rogers School of Management Real Estate Advisory Council and is a past President of NAIOP Greater Toronto.

First elected in 2010, Deputy Mayor Ana Bailão is the Toronto City Councillor for Ward 18,

Davenport and Toronto's Housing Advocate. When asked to Chair the Affordable Housing

Committee in her first term, it was at a time when external housing funding was shrinking. Ana has

since created new opportunities by reducing obstacles and providing new City incentives for the
