Eric Singer represents both public- and private-sector clients in the areas of

government contracting and complex government transactions, including

public-private partnerships (P3). Eric has negotiated development

agreements for a wide variety of public assets and public-private

developments, including transportation infrastructure, transit-oriented

development, public buildings, and public utilities, and has represented

clients on some of Florida’s most transformative projects. He also handles

the full spectrum of public-contracting issues, from preparation of proposals

through appeals of administrative bid protests. Eric also routinely represents

clients in connection with post-award contract compliance and regulatory

compliance, including compliance with the myriad of regulations applicable to

the development of government-owned property, including contractor-wage

regulations, subcontractor-preference regulations (such as DBE, MBE, WBE,

and SBE requirements), and public-art requirements.

Eric combines that practical experience with the extensive academic

knowledge he gained as a visiting faculty member and research fellow at the

New York University School of Law, where he studied P3s across the United

States and abroad, in order to further his clients’ goals. Prior to joining Bilzin

Sumberg, Eric served as a law clerk to the Honorable Danny J. Boggs of the

United States Court of Appeals for the Sixth Circuit.

Eric earned his J.D. from the University of Chicago, graduating with high

honors and the John M. Olin Prize, to the top student in Law and Economics.

He received his M.A. from the University of Michigan's School of Education,

and his B.A. from Cornell University.

John-Anthony (Jay) Boggess serves as President of Jupiter Christian School. A seasoned educational leader, Jay brings more than two decades of experience across district-operated, charter, and private Christian schools—including historic work creating Florida’s first DOE recognized school system.

A dynamic leader with a proven track record, Jay is widely recognized for his ability to transform schools, elevate academic performance, and create thriving educational communities centered on faith and purpose. Jay is recognized nationally as a leading authority on school choice and is consistently sought by media and industry leaders for his expertise and strategic perspective.

Prior to joining Jupiter Christian School, Jay spent 18 years in the Palm Beach County School District, one of the largest in the nation. As Assistant Superintendent of Choice and Innovation and later, Chief of Staff he helped drive policy and innovation for nearly 170,000 students and 23,000 employees. During his tenure, he led the creation of Florida’s first charter operated school district, setting a new standard for accountability and excellence.

At Jupiter Christian, Jay is guiding the school through a bold season of growth and renewal. Since his appointment in 2025, he has prioritized campus-wide safety upgrades, strategic expansion planning, and the development of Vision 2030, an ambitious roadmap for the future of the school. Under his leadership, Jupiter Christian is positioning itself as the premier choice for families seeking rigorous academics paired with Christ-centered values.

Jay’s leadership philosophy is rooted in the belief that every student deserves to be seen, known, and loved. He is deeply committed to fostering an environment where students not only excel academically but grow in character and faith.

In addition to his professional roles, Jay has served on numerous community boards including Career Source Palm Beach County Executive Board and Chairman for Charter School Review Commission, where he advocated for career academies and postsecondary pathways. He holds a Bachelor’s degree from Palm Beach Atlantic University and a Master’s in Education from Florida Atlantic University.

A proud husband and father of five, Jay and his family are active members of the Palm Beach County community. His passion for education, combined with his strategic vision and heart for service, continues to shape the future of Jupiter Christian School.

With over 20 years of experience in commercial real estate,

Pablo Marcelo Barreiro has brokered, purchased, sold and

developed over $500 million in commercial transactions,

solidifying his reputation as a trailblazer in the industry. As

chairman, he has led Fortec to remarkable success, including

completing over $240 million in early childhood education

transactions. He has also earned the company several

prestigious accolades, including being named Best

Developer by Aventura Magazine and recognized as the

15th fastest-growing company by the South Florida Business

Journal.

Pablo is a University of Miami graduate, earning multiple degrees, including two bachelor’s and

a master’s. He later pursued his JD at Florida International University and has been a member of

The Florida Bar since 2017. His expertise as a commercial real estate attorney and former

in-house counsel for a multinational firm enables him to navigate complex transactions with

precision and insight.

Pablo’s achievements have garnered widespread recognition, including being named to Best

Lawyers’ “Ones to Watch in America” in 2023, 2024, 2025 and 2026, which recognizes attorneys

for their outstanding professional excellence in private practice. In July 2024, Pablo was

appointed to The Florida Bar’s Student Education & Admissions to the Bar Committee, which

determines whether law schools are adequately preparing students for the practice of law and

provides recommendations to the Board of Governors and law school deans. Additionally, Pablo

was featured on Worth Magazine’s Worthy 100 list in 2024, honoring his significant global impact.

Recognized for his strategic leadership and innovation approach, Pablo’s vision continues to

inspire, driving meaningful results in real estate and law while transforming properties into

high-yielding assets and shaping the future of his industry.

Expanding his determination to build stronger communities and support children and families,

Pablo also launched Fortec Cares, a philanthropic endeavor that directly gives back to those

who need it most. Under his leadership, Fortec supports organizations like Mountaineers School of

Autism and All Stars Child Development Center, helping students access extracurricular

opportunities, obtain much-needed school supplies and more.
