Tom Sebastian is the president and CEO of Compass Health, Northwest Washington’s behavioral

healthcare leader. Throughout his 35-year career, Tom has held many clinical and leadership roles at the

organization, growing its transformational impact through community partnerships, outreach and

advocacy.

At Compass Health, Tom oversees 600-plus dedicated and highly skilled team members who serve more

than 11,900 clients annually throughout Snohomish, Skagit, Island, San Jan and Whatcom counties. With

Tom at the helm, Compass Health delivers innovative, evidence-based care, integrating services for

mental health, substance use and medical care to support whole person health.

Tom’s advocacy also extends into Washington’s larger behavioral health community, where he is a

founding member of Fourfront Contributor, a leadership and advocacy collective of four of the largest

community behavioral health agencies in Washington. He is also a member of the Board of Directors for

the Washington Council for Behavioral Health, a board member for MHCA and sits on the National

Executive Advisory Board for Genoa Healthcare.

Michael Gray has led the sales efforts for SageGlass in western North America since 2016, and has worked in the electrochromic glass field for nearly a decade. He enjoys working with a wide range of customers and bringing value to the design process while ensuring building occupants can enjoy the benefits of natural light in their buildings.

Randall helps clients acquire, develop, permit, use, and resolve disputes involving real property. He works with property owners, developers, consultants and governmental entities to obtain land use entitlements and, when necessary, to file or defend against lawsuits related to the development and use of real property. Randall also drafts covenants and easements needed to coordinate uses, maintenance and management between multiple property owners.

Randall is also the Chair of Cairncross & Hempelmann’s Transit-Oriented Development (TOD) Group. The TOD Group facilitates transit-oriented development projects near the growing number of light rail and bus rapid transit stations throughout the Puget Sound region. These TOD projects will shape the future of our cities and surrounding areas in exciting ways by minimizing the number of cars on our crowded highways, decreasing the environmental impacts related to traditional car-centric developments, and improving our quality of life by creating compact, mixed-use neighborhoods with convenient access to our expanding transit system. The TOD Group understands the fundamental barriers and opportunities involved in transit-oriented development, and has the expertise in the areas of land use, real estate acquisition and sale, finance, and litigation to help clients make their transit-oriented development projects a reality.

Rick Parks started leasing and selling commercial real estate in 1987 at CB Commercial and then Grubb & Ellis. He joined Pulsair Systems, Inc. as sales manager in 1997 where he trained and developed the company’s independent distributorships. He also coded the company’s inventory and implemented a purchase order system that streamlined the development of new business and production. Joining TRF in 2000, Rick is responsible for leasing and marketing all of TRF’s owned and managed properties. He oversees 60 lease transactions annually, has developed a strong business network and market knowledge. He brings this experience and builds leasing strategies to retain tenants, backfill vacancy and launch new retail developments. He ensures that TRF tenants, landowners and investors have the right information and strategies for making business decisions that drive asset value and long term wealth.

Rick is a licensed Washington real estate broker, graduated from Washington State University and past ICSC Alaska/Washington State Director. He is married with three kids and loves family time at Hood Canal and on the water. In his spare time, he reads books and trades stock options. Sometimes the stars align and he takes in a salmon trip or gets to chase a monster elk in the Idaho back country.

John is one of the founding partners and the Chairman of Cairncross &

Hempelmann, a full-service Seattle law firm. He has over 40 years of experience

as a land use, natural resources and real estate development attorney. He has

worked extensively to help form the legislation that governs Washington’s land

use law. John assists clients with real estate development projects, including their

land use, zoning and environmental matters, and with their natural resource

permit processes. A major focus of his work is helping clients develop transit-

oriented communities around the region’s rapidly expanding light rail system.

Kamuron has been in public service for over 25 years in the Seattle, WA area. At Sound Transit he is responsible for leading new light rail and commuter rail development projects in north King and Snohomish counities. Kamuron holds a Bachelor of Science degree in Geology from the University of Washington and a Master of Public Administration degree from the Kennedy School of Government at Harvard University. Kamuron has served as chair and member for ULI advisory services panels in the US and abroad. Prior to Sound Transit, he served as City Manager for Burien, WA and as Assistant City Manager and Community Development Director for Sammamish, WA. Kamuron has also worked in planning management roles for Kitsap County, Snohomish County, WSDOT and King County.
