Delphine Prévost joined the Port of Oakland in 1997 as a project manager for the Port’s Environmental Division, managing the Port’s dredging program and the redevelopment of the 400-acre former Oakland Naval Supply Center. Ms. Prévost then went on to work in both the private and non-profit sectors on a variety of Bay-Delta resource and real estate development projects. In 2007, she returned to the Port of Oakland as a senior project manager in the Maritime Division of the Port, responsible for managing a number of infrastructure projects. Ms. Prévost is currently Manager of Administration and Finance Services for the Port’s Maritime Division. Her areas of responsibility include marine and rail terminal leasing, management of rates and charges, implementation of select infrastructure projects, and various programmatic initiatives. Ms. Prévost holds a Bachelor of Arts in Earth Science from the University of California Berkeley, and a Master of Business Administration from McGill University in Montreal, Québec.

Ms. Olmstead has 33 years of direct experience in investing, corporate finance and capital-raising. She has originated and closed over $2 billion in loans, property acquisitions and joint ventures, and has executed the workout and restructuring of over $1.3 billion of real estate assets. In 2009, with Susan Sagy, Ms. Olmstead co-founded W3 Partners—a fully integrated real estate operating company and investment manager with national expertise—and served as its Co-CEO. Prior to W3, Ms. Olmstead was a principal at CIM Group, where she opened their San Francisco office and headed acquisitions and development in Northern California and the Pacific Northwest. Previously, as an EVP of iStar, she was responsible for the company’s western region activities, including origination of structured finance transactions and acquisition of triple net lease assets. Earlier, she held positions in asset management, lending, acquisitions and equity raising with Arthur Andersen LLP, USF&G Corporation, Cigna Corporation and Aetna, Inc.

Lauren Seaver is President of OHG. In her role, Lauren is responsible for all stages of the acquisition, due diligence, financing and asset management process. She has over 8 years of experience in institutional multifamily and commercial development and acquisitions. Over her career, she has led the development, entitlement and acquisition of over $800 million in multifamily and commercial real estate. She was a 2019 Bay Area Power Woman and SF Business Times Woman of Influence. Lauren holds an M.B.A. from Stanford Graduate School of Business and a B.A. from Stanford University in Economics with a minor in Mathematics. She is an active mentor for college-bound students in the College is Real, a licensed California Real Estate Broker, and mom of Brooke (3 yrs) and Clayton (<1 yr).

With more than 15 years of real estate experience, William Lu serves as senior vice president and market officer for CA’s industrial division. In his role, William is responsible for the strategic oversight and execution of the division’s growth across the West through deal pipeline generation and market strategy creation.

Prior to joining CA, William served as senior vice president for CenterPoint Properties, where he was responsible the development department across the West including the Greater Los Angeles, Oakland and Seattle markets. There, William was responsible for setting strategic goals for the western United States region, recruiting and managing a regional team, ensuring execution of corporate goals, working with the investments team on acquiring stabilized assets, sourcing development sites and serving as the primary point of contact for brokers and tenant for development projects. William has also served as a vice president at Conor Commercial Real Estate where he was responsible for managing development projects in the California/​Nevada market, including land selection and acquisition, feasibility/​underwriting, entitlements, financing, development/​construction, leasing and disposition efforts. He has also held roles as a project manager with Pulte Homes and a senior staff manager with AMEC Earth & Environmental.

William earned a BS in Civil Engineering from the University of California, Los Angeles, and an MBA in Business Administration and Management from the University of California at Irvine’s Paul Merage School of Business.

Andy leads the organization in shaping its next phase of EBALDC’s work in shaping healthy

neighbourhoods.

Andy has over 30 years of experience in affordable housing and community development. Prior to

joining EBALDC, Andy served as the Senior Vice President of Real Estate Development. Under his

leadership, Eden Housing greatly expanded their new construction pre-development pipeline,

recapitalized and renovated their existing portfolio, grew the organization's financial reserves and

extended its impact by opening development offices in Monterey and San Diego, California.

In addition to his role at Eden Housing, Andy was a Senior Banker for JP Morgan Chase Community

Development Banking. He also served as Vice President, Real Estate Development for Citizens Housing

Corporation, and as a Director of Real Estate Development at BRIDGE Housing Corporation, and as a

Vice President at Community Preservation and Development Corporation in Washington, DC.

Andy also has significant real estate lending and finance experience having spent six years at Fannie

Mae’s American Communities Fund, which financed affordable housing development, provided joint

venture equity for workforce housing, and loans to local governments. Before his work in affordable

housing, Andy practiced law at non-profit organizations in California and Philadelphia.

Andy continues to be active in community development, serving on the Board of Directors for

Community Vision, and the Non-Profit Housing Association of Northern California.to expanding our

leadership and deepening our impact in building healthy neighbourhoods across Oakland and the

East Bay.

Heather Hood is vice president and Northern California market leader for Enterprise Community Partners Inc. She directs Enterprise’s programmatic work in the region to ensure low- and moderate-income residents live in quality homes that are affordable and connected to opportunity. These efforts include generating policy and funding innovations to address the region’s tremendous affordable housing needs, improving the buildings and services in public housing, preparing regions to be ready and resilient for disasters, and increasing local, regional and state resources for affordable housing preservation and production. Heather joined Enterprise in 2011, and since then, her pursuits to advance solutions include co-authoring The Elephant in the Region: How Bay Metro Can Lead a Bold Regional Housing Agenda and serving in CASA’s production work group to develop a potential regionwide inclusionary zoning framework and to create a plan to utilize public land. She also conceived Enterprise’s technical assistance approach around the Affordable Housing and Sustainable Communities program leading to more $400 million in state resources to affordable homes and co-chaired Oakland’s Housing Cabinet to determine more practical and impactful solutions. Prior to joining Enterprise, Heather worked at The San Francisco Foundation as the Initiative Officer managing the Great Communities Collaborative where she was instrumental in the development of the $85 million Bay Area Transit-Oriented Affordable Housing Fund. She was a lecturer at UC Berkeley’s Department of City and Regional Planning and a co-founder and director of its Center for Community Innovation. She co-authored The Future of Infill Housing in California: Opportunities, Potential, Feasibility and Demand for the California Department of Housing and Community Development, which laid the groundwork for the Sustainable Communities and Climate Protection Act. Heather has served on the boards of Transform, the American Institute of Architects and the Center for Urban Family Life. She earned her bachelor’s degree in architecture from Carnegie Mellon University, her master’s degrees in architecture and city planning from University of California, Berkeley and studied urban design and density at the University of Copenhagen, Denmark International Studies.

Dorinda Shipman has dedicated her career to managing and directing site remediation and mitigation at large military bases and Brownfield properties. She manages Langan’s Bay Area environmental practice and co-leads Langan’s Corporate Sustainability Program. Shipman also serves as an Advisory Board Member for the national nonprofit Center for Creative Land Recycling.

Shipman is adept at integrating environmental cleanup and mitigation with design and construction for real estate property transfer and redevelopment. She leads soil and groundwater investigation and cleanup, soil gas and vapor intrusion risk assessments, water supply assessment, and dewatering evaluations; provides litigation support; and directs groundwater-flow and fate and transport modeling. She is actively involved with the nonprofit Center for Creative Land Recycling (CCLR) as an Advisory Board member.

Ken Lowney is the Founder and President of Lowney Architecture, a multidisciplinary practice offering architectural, interior, and master planning services. With locations in Oakland and Honolulu, the firm focuses its practice on residential, mixed-use, hospitality and retail projects. In his hometown of Oakland, Ken leads discussions about community development, affordable housing and off-site construction design methods while serving in leadership roles for the Modular Building Institute, SPUR, the Oakland Metropolitan Chamber of Commerce, and the Oakland Land Use Committee. Lowney Architecture first made its mark with expertise in urban retail, specifically grocery store design. The firm is now also synonymous with the design and delivery of innovative, prefabricated projects, having designed over 6,000 modular units.

Kurt Chambliss is Executive Vice President of business development for TMC

Alicia Guerra has developed a multi-disciplinary practice focused on local, state, and federal land use entitlement and permitting and environmental review for a broad sector of private industry, developers, and public agencies. Ms. Guerra’s practice often involves complex and controversial projects at all levels of the administrative process including due diligence, land use entitlements, development agreements, disposition and development agreements, permitting advice, and counsel for water resources, environmental compliance, and wetlands natural resources. She has handled all aspects of these substantive areas, from advising private and public sector clients regarding the applicability of the law, to guiding clients through a permitting or entitlement process at the local, state or federal level.

Joe is a founder of srmErnst and has over 20-years of real estate experience in development, investment, asset management and finance. Joe joined SRM Associates in 1999 and was the principal in charge of all new development since 2005.

Prior to SRM, Joe was a Vice President in Structured Finance with Norwest Bank Minneapolis (prior to acquisition of Wells Fargo) structuring private mortgage and asset-backed securities transactions. Joe was also a Vice President with Cargill Financial Services focused on developing a conduit for acquisition and securitization of subprime residential mortgages, and a Vice President with Piper Jaffray as a structured finance analyst involved in the acquisition, restructuring and fund management of a $1 billion portfolio of distressed residential loans and under-performing CMBS deals.

Joe graduated magna cum laude from the University of Saint Thomas receiving his B.A. in Finance and Computer Science. He is a Portfolio Advisor with Inner City Advisors, an Oakland based non-profit small business and jobs advocacy group.

Caroline Guibert Chase practices real estate, development, and land use law, with an emphasis on representing real estate developers in the entitlement of residential, commercial, and institutional development projects. Caroline has a unique multidisciplinary background including architecture, California Environmental Quality Act (CEQA) and National Environmental Protection Act (NEPA) consulting, urban planning, and zoning enforcement. Caroline has extensive experience with CEQA and has been involved in every step of the preparation of various CEQA documents, including the review of technical studies and the preparation of Environmental Impact Report (EIR)-required project objectives and alternatives. Steven Golubchik is Vice Chairman and Head of Capital Markets with Newmark, and

leads the Office, Industrial and Life Science Capital Markets Practice Group for

Northern California. Previously he was a senior managing director and co-office head

for the San Francisco office of HFF, where he was responsible for managing the growth

of all the capital markets service lines throughout Northern California in conjunction with

overseeing the sale of institutional-grade investment property sales concentrating on

office, industrial and life science assets located throughout the western United States.

Steven has closed more than $25 billion in transactions encompassing more than 50

million square feet throughout the West Coast during his career.
