Mr. Kirchofer serves as Senior Vice President of Development for AvalonBay, with responsibility for all of the company’s development activity in Northern California. The company is a leading developer, owner, and manager of multifamily and mixed-use developments in the region. Mr. Kirchofer joined the company in 2013.

Prior to joining AvalonBay, Mr. Kirchofer led complex residential and mixed-use projects in the Bay Area for one of the Bay Area’s top nonprofit affordable housing developers, MidPen Housing.

Mr. Kirchofer is a former member of the Executive Committee of the San Francisco Housing Action Coalition, and a member of the SPUR Housing Policy Board. Mr. Kirchofer received a Bachelor of Arts from Stanford University.

Steve Buster is Senior Vice President, Development for Grosvenor Americas with overall responsibility for the development activities in the San Francisco Bay Area. Steve has fifteen years of real estate investment and development experience, most recently directing development activities for large master planned, mixed use projects in the Bay Area. He earned his MBA in Finance from the University of Chicago, Booth School of Business in 2007 and Bachelor of Science in Business Administration (BSBA), Finance from the Marshall School of Business at the University of Southern California in 2000. Steve is an active member of the Urban Land Institute (ULI) & the International Council of Shopping Centers (ICSC).

Elaine Breeze

Elaine Breeze leads all community development activities for SummerHill Apartment Communities in the Bay Area. As Senior Vice President of Development, she oversees new community development, including land planning, land acquisition due diligence, architecture and design, budgeting, community engagement, and securing all necessary entitlement approvals.

Ms. Breeze has been affiliated with the Marcus & Millichap companies since 1988, starting as a research analyst with Marcus & Millichap Real Estate Investment Brokerage. With affiliate SummerHill Homes until 2008, as Senior Vice President and Managing Director, she oversaw the development of award- winning single family and multifamily for-sale projects throughout the Bay Area. From 1989 to 1990, she was an analyst and project coordinator for Essex Property Company specializing in multi-family investment real estate and retail shopping center joint ventures.

Ms. Breeze graduated from the University of California at Berkeley with a Bachelor of Arts degree in History. She completed post-graduate studies in Real Estate and Architecture at U.C. Berkeley and in Construction Practices at San Jose State University. She is a current member of the SAMCEDA Executive Board and the Home for All San Mateo County Task Force and serves as a stakeholder representing the residential development community on numerous city-led planning initiatives in San Mateo and Santa Clara Counties.

Alex Walker represents owners, developers, and real estate investors in complex real estate transactions, including acquisitions and dispositions, joint venture agreements, financing, and leasing of multifamily, office, retail, and mixed-use properties throughout California and the United States. He has experience with ground leases, construction loans, and loan assumption purchases and sales.

He is recognized in Best Lawyers: Ones to Watch in Real Estate (2021-2025) and was recommended by The Legal 500 US (2022).

Alex received his J.D., magna cum laude, from New York University School of Law in 2017, where he was elected to Order of the Coif and managing editor of the NYU Environmental Law Journal. He received his B.A. from Reed College in 2012, where he was elected to Phi Beta Kappa.

He is admitted to the State Bar of California.

As Chief Executive Officer for Related California's Northern California Affordable and Northwest Divisions, Ms. Silverberg is responsible for the strategic direction, overall management and daily operation of the company's over $3.5 billion affordable portfolio in Northern California and Oregon. She has been directly responsible for the growth of the affordable pipeline in Northern California and Oregon to over 5,000 units under construction and in pre-development.

Prior to joining Related California, Ms. Silverberg was Executive Vice President and Chief Investment Officer at BRIDGE Housing Corporation where she was responsible for directing and overseeing their Northern California Division. She led the development and redevelopment of more than 8,000 affordable, mixed-income, mixed-use and transit-oriented housing units, including the acquisition and redevelopment of nearly 1,000 public housing units in San Francisco and Sacramento, the joint venture development of mixed-income residential units in Milpitas. She was also responsible for the capital aggregation and placement of equity and debt for their Low Income Housing Tax Credit (LIHTC) and non-LIHTC developments and has overseen the negotiation and placement of over $3 billion in project level debt and equity.

She is a recipient of the Northern California Real Estate Women of Influence and Most Influential Women in Bay Area Business awards by the San Francisco Business Times, and has been recognized twice as one of the most dynamic women in commercial real estate by BISNOW. Ms. Silverberg is the immediate past chair of the Board of Directors of the California Housing Consortium and was a co-chair of California State Treasurer Ma’s California Debt Limit Allocation Committee/Tax Credit Allocation Committee Working Group. She currently serves as the co-chair of the Bay Area Council Housing Policy Committee and is on the Housing Policy Committee of the San Francisco Bay Area Planning and Urban Research Association (SPUR). She was appointed to the SF Housing Leadership Council, is a board member of the San Francisco Housing Action Coalition (SFHAC), a co-chair of the ULI San Francisco Local Product Council, and past president of the Board of Directors of the Non-Profit Housing Association of Northern California. Ms. Silverberg is a faculty lecturer in the College of Environmental Design at the University of California, Berkeley where she teaches a graduate level methods class in project analysis.

She holds a Master of City and Regional Planning from the University of California, Berkeley and a Bachelor of Arts from the University of California, Los Angeles.

Andrea Osgood

Andrea lead’s Eden’s Real Estate Development team and is responsible for Eden’s new business and pre-development pipeline, new construction, real estate acquisition and portfolio renovation efforts. Under her leadership, Eden currently has a pipeline totaling nearly 5,000 homes for lower-income households across California.

Since joining Eden’s development team in 2008, Andrea has overseen the development of over 2,500 new units and the acquisition of over 1,500 existing units in six California counties – from Sonoma to San Diego County. She is currently managing Eden’s expansion into new regions in California, with a growing department of 27 development professionals.

Andrea has significant experience in construction management, construction litigation and public contracting. She worked as a construction management consultant for Capital Projects of UC Berkeley where she was involved in large rehab and new construction projects – from planning and development through funding and construction. Additionally, she was the lead paralegal in the construction group at Hanson Bridgett Marcus Vlahos & Rudy, a San Francisco law firm.

Andrea serves as President of the Housing Leadership Council of San Mateo County (board member since 2013) and is an inaugural board member and Treasurer of SV@Home, a housing advocacy organization in Santa Clara County.

Andrea Osgood earned her Bachelor of Arts (BA) with Honors from Pomona College and a Master of Arts in Urban Planning from the UCLA Graduate School of Public Policy and Social Research.

Under Richard's leadership, Forge currently has over $500 million in development and almost 1000 units in the current pipeline. The entire portfolio is targeted to Essential Housing and Impact investment.

Richard has been on the leading edge of sustainability and innovation throughout his career. In 1978, Richard served as the interior architect for 505 Sansome Street, the first “fresh air building” in the U.S. Even today, the building operates so efficiently that it was recently recertified as LEED Platinum. Similarly, Richard designed and delivered as Executive Architect, the first pre-fabricated concrete office building in Northern California, 1101 5th Avenue in San Rafael, CA. As an early LEED AP professional, his projects have looked to advance the implementation of new technologies in sustainable building practices.

Richard’s innovative efforts in architecture and development have paved the way, numerous times, for record-breaking profits. For example, Richard served as the Executive Architect for Belvedere Place, a 103,000 square foot office complex in Marin County. The project sold in November 2016 for $46.75M, or $454 psf, one of the highest prices ever paid in Marin County. Similarly, Richard served as the Design Architect for Piers 1.5, 3 & 5 in San Francisco managing the architecture and redevelopment on behalf of Pacific Waterfront Associates and CalSTERS. The award-winning $50M mixed use renovation of the Piers was sold in March 2017 for $103M or $1,250 psf, a record high for office space in San Francisco at the time.

mentorship. Under Geoff’s guidance, WGA has developed a strong reputation for design quality,

technical execution, and excellent project management with a client-centric approach. WGA has grown

in staff, structure and project size, with expertise in creative infill as well as large scale multifamily

architecture, while maintaining a boutique approach and a team-oriented collaborative culture. Geoff

has presented at numerous conferences, AIA tours, and local design schools and has been featured in

local media frequently.

Geoff received his architectural degree from McGill University in Montreal and has practiced in San

Francisco for 25 years. He formerly taught architectural design at the Academy of Art University for

many years. In a cooler past life, Geoff was a DJ, playing house and techno music at clubs and festivals.
