Beth Frisher joined the Port of Oakland in November 2014 after two decades in the international maritime industry with an ocean carrier. As the Port’s Manager of Business Development, she is responsible for all customer-facing activities including Business Development, Marketing, and Customer Relations.

The Port handles approximately $41 billion worth of trade every year and is the third largest U.S. West Coast gateway for containerized trade. Ms. Frisher leads efforts to attract additional containerized shipping cargo through the Port of Oakland and was involved in the negotiations for development of logistics facilities on the former Oakland Army Base within the Port’s footprint.

Ms. Frisher joined the Port from Denmark-based A.P. Moller-Maersk Group, parent of Maersk Line, the world’s largest container shipping line. She spent 18 years with the company in both their North America regional office in the NYC area and global headquarters in Copenhagen. Previously, she was the Director of Marketing and Communications for Maersk Line Limited, the company’s U.S. government business subsidiary.

Ms. Frisher graduated from Duke University and earned her MBA from the University of North Carolina-Chapel Hill. She lives with her husband in San Francisco.

Brian is a highly skilled construction executive with over fourteen years of

experience in the construction industry. The combination of solid leadership,

communication and technical knowledge has spurred success in all of Brian’s

projects, driving deep relationships with our clients built on a foundation of

trust, collaboration and mutual respect. With strong analytical and problem

solving skills, he positively impacts all his projects from preconstruction to value

engineering to cost management. Brian is a leader at Millie and Severson and

is recognized for his ability to efficiently manage large projects and teams while

delivering successful projects to our clients.

In his role as Vice President, Brian oversees all construction operations for Millie

and Severson’s Northern California region, ensuring that project teams meet and

exceed all standards for quality and safety, while delivering on all financial and

contractual obligations.

Over the course of his career, Brian has built nearly 5 million square feet in a

variety of sectors – industrial, office, healthcare, student housing and senior

housing. The list below provides a snapshot of the most notable:

Brian is a graduate of the College of William and Mary Mason School of Business

where he holds a Master of Business Administration degree. He earned his

Bachelor of Science degree in Civil Engineering from the Virginia Military Institute.

A licensed Professional Engineer, Brian is a graduate of NAIOP’s YPG program

and is a member of its National Market Perspectives & Practices Forum. Recognized

by ENR as a Top Young Professional in California, Brian is also a U.S. Army Veteran

who served as a Military Officer in Operation Iraqi Freedom.

Prior to SFMade, Gina worked as Senior Vice President and Director at Callan Associates, a financial consulting firm. Gina has experience in business development, project management, client service, and corporate communications. At Callan, she was responsible for overseeing all aspects of client educational services including programs and robust research offerings such as white papers, videos, periodicals, and surveys. Prior to Callan, Gina worked at ShareData, a software company in Silicon Valley, in the sales and marketing department.

Gina holds a BA in International Relations from the University of California at Davis.

Steve Arthur serves as a Regional Partner of Ridgeline Property Group and will lead west coast operations and development pursuits. Mr. Arthur has over 26 years of commercial real estate experience, ranging from leasing and investment brokerage, to speculative and build-to-suit industrial development, office build-to-suit development and capital markets expertise. Prior to joining Ridgeline, Mr. Arthur spent over 18 years with Panattoni Development Company, serving most recently as Director of Capital Markets, nationally. Mr. Arthur managed one of the firm’s primary programmatic institutional joint venture accounts consisting of nearly $1 billion in development projects totaling over 11 million SF across multiple U.S. markets. Mr. Arthur was also responsible for sourcing national build-to-suit equity, securing over $357 million in capital for 4.8 million SF of competitive build-to-suit projects. Mr. Arthur was integral to pricing, structuring and securing build-to-suit business. Additional duties included raising speculative joint venture equity and overseeing asset dispositions. Mr. Arthur is a member of the Urban Land Institution (ULI).

Mr. Condon was previously the Principal and Founder of Sponsor Properties. He has developed more than 20 million square feet in Northern California during the last 20 years. He also served as Senior Development Manager with Panattoni Development Company and Property Manager with Hogland, Bogart + Bertero.

He has extensive experience in industrial development from land acquisition to project completion. His specialties include deal sourcing, due diligence, development/repositioning, team selection, project design and budgeting, proforma and DCF development, equity and debt offerings, land acquisition, entitlements, permits, project management, marketing, leasing, tenant improvements and disposition.

In 2015, Mr. English has successfully led the effort to secure entitlements for a business park in Petaluma, CA on behalf of New York Life and is advising Columbia Property Trust on the potential entitlement of a $95 million expansion of an office campus in East Palo Alto, CA.

He leads the Investment Advisory group for San Francisco, overseeing all asset classes.

Mr. Pertel’s primary investment advisory focus is on the sale of and equity placement for

storage industry and the net-leased asset class throughout the U.S.

Mr. Pertel is an active board member and past president (2016) of NAIOP’s San Francisco

Joe is a founder of srmErnst and has over 20-years of real estate experience in development, investment, asset management and finance. Joe joined SRM Associates in 1999 and was the principal in charge of all new development since 2005.

Prior to SRM, Joe was a Vice President in Structured Finance with Norwest Bank Minneapolis (prior to acquisition of Wells Fargo) structuring private mortgage and asset-backed securities transactions. Joe was also a Vice President with Cargill Financial Services focused on developing a conduit for acquisition and securitization of subprime residential mortgages, and a Vice President with Piper Jaffray as a structured finance analyst involved in the acquisition, restructuring and fund management of a $1 billion portfolio of distressed residential loans and under-performing CMBS deals.

With more than 15 years of real estate experience, William Lu serves as senior vice president and market officer for CA’s industrial division. In his role, William is responsible for the strategic oversight and execution of the division’s growth across the West through deal pipeline generation and market strategy creation.

Prior to joining CA, William served as senior vice president for CenterPoint Properties, where he was responsible the development department across the West including the Greater Los Angeles, Oakland and Seattle markets. There, William was responsible for setting strategic goals for the western United States region, recruiting and managing a regional team, ensuring execution of corporate goals, working with the investments team on acquiring stabilized assets, sourcing development sites and serving as the primary point of contact for brokers and tenant for development projects. William has also served as a vice president at Conor Commercial Real Estate where he was responsible for managing development projects in the California/​Nevada market, including land selection and acquisition, feasibility/​underwriting, entitlements, financing, development/​construction, leasing and disposition efforts. He has also held roles as a project manager with Pulte Homes and a senior staff manager with AMEC Earth & Environmental.

William earned a BS in Civil Engineering from the University of California, Los Angeles, and an MBA in Business Administration and Management from the University of California at Irvine’s Paul Merage School of Business.

Delphine Prévost joined the Port of Oakland in 1997 as a project manager for the Port’s Environmental Division, managing the Port’s dredging program and the redevelopment of the 400-acre former Oakland Naval Supply Center. Ms. Prévost then went on to work in both the private and non-profit sectors on a variety of Bay-Delta resource and real estate development projects. In 2007, she returned to the Port of Oakland as a senior project manager in the Maritime Division of the Port, responsible for managing a number of infrastructure projects. Ms. Prévost is currently Manager of Administration and Finance Services for the Port’s Maritime Division. Her areas of responsibility include marine and rail terminal leasing, management of rates and charges, implementation of select infrastructure projects, and various programmatic initiatives. Ms. Prévost holds a Bachelor of Arts in Earth Science from the University of California Berkeley, and a Master of Business Administration from McGill University in Montreal, Québec.

Dan Smith has over 39 years of consulting experience in freight transportation

economics, strategy, policy, and planning. His clients have included ports, railroads,

shippers, leasing companies, industry associations, and government agencies. He has led

landmark intermodal studies, cargo forecasts for major container ports, and most recently

contributed to the second annual Port Performance Freight Statistics Report. Dan has also

been a frequent contributor to trade journals and industry conferences, and testified

before the House Judiciary Committee on anti-trust issues and economic conditions in the

world shipping industry. Before co-founding Tioga in 1997, he was with Mercer

Management Consulting and Manalytics.
