Tim Mustard, AIA, brings more than 15 years of experience as architect, strategist, and mixed-use master planner, in addition to a decade of business development and marketing expertise to his role as Principal and Studio Director. A hands-on leader recognized for both his business and technical acumen, Tim is a member of TCA’s executive committee, leading the firm’s continued expansion into new markets.

As Principal and Studio Director, Tim collaborates with many of the nation’s leading developers, including AMLI Residential, Kilroy Realty, Legacy Partners and Irvine Company and many others; designing award-winning communities across the country.

As a proponent of technology and innovation, Tim is leading TCA’s pioneering adoption of virtual and augmented reality technology into all phases of the firm’s workflow. He is collaborating with the leaders in VR hardware and software, including HTC VIVE, IRIS VR and Kalloc Studios, pushing the limits of his profession and exploring new procedures and materials to solve modern complexities of design. Tim’s goal is to advance the evolution of wood construction, while pushing the limits of high design.

Tim has become a highly-respected and recognized thought leader in multifamily design, and is a frequent speaker at the Pacific Coast Builders Conference (PCBC). He is currently serving on the Urban Land Institute (ULI) Affordable and Workforce Housing Council where he is championing the application of market-rate housing ideas to affordable housing in innovative and cost-effective ways.

A strong proponent of community service, Tim contributes his time and expertise to Habitat for Humanity of Orange County. Tim holds a bachelor’s degree in Architecture from California Polytechnic University, Pomona and is a licensed Architect in the state of California. He currently resides in Irvine, California with his wife and 2 adopted children.

Terry is a 34-year construction veteran who has a solid reputation built on integrity and a track record of success. He has completed projects for developers and end users such as Four Seasons Resorts, Omni Hotel, Embassy Suites, Marriott, The Ivy Hotel (now Andaz San Diego), and Barona Resort & Casino. He has overseen over 25 million square feet of construction combined, which includes hospitality, historical renovations, restaurants, medical, and office projects. Terry has been on the Board of Directors for Downtown San Diego Partnership for 18 years.

Terry’s knowledge and experience combined with his dedication to achieving the highest standards of excellence and total client satisfaction from project start to finish has made TSA Contracting a progressive leader in construction.

Chris Beucler provides strategic direction for Zephyr and oversees entitlements, forward planning, product development, construction, sales and marketing and has been instrumental in the growth of Zephyr since 2012.

Mr. Beucler brings incredible experience to his role at Zephyr, but also great perspective, as he has roots in multiple disciplines within the industry. He brings knowledge from the public home building sector, as he was a division president with Ryland Homes, as custom home builder, as he was principal of Beucler Signature Homes and Johnson-Beucler Communities, and as a licensed contractor, as he currently holds a California Class B Contractors License and is the General Contractor for Zephyr Construction Services, Inc.

Mr. Beucler takes an active role as a leader in Zephyr through education, coaching and development of his team. Throughout his tenure in the home building industry, he has been known as a visionary builder, with a vast understanding of everything from construction to advertising. He continues to work closely with many of the same colleagues, subcontractors, partners and vendors from his very start in the industry, and these lasting relationships that span more than 25 years have afforded him the ability to develop a true team of experts and artisans who share his vision for excellence.

Mr. Astalos oversees the design, development, permitting, buyout, and construction of Multi-Family projects for Garden Communities. He is involved with the entitlements, marketing/branding, leasing, accounting, and property management of the projects as well. Developments Mr. Astalos has worked on include Casa Mira View (2167 units), Torrey Gardens (384 units), Monte Verde (560 units), Metropolis (457 units), Elements (1600 units), and 360 at La Jolla Crossroads (309 units). Mr. Astalos graduated from the University of California, Los Angeles and is a candidate for his Masters Degree in Real Estate from Georgetown University.

Based in Solana Beach, Mr. Vasbinder’s primary responsibilities include identifying, negotiating and acquiring development opportunities throughout the Western US. Since joining the company in 2008, he has been responsible for the acquisition and development of over 3,200 residential units with a valuation over $1.2B. He is currently active in a number of markets, including Los Angeles, Santa Monica, San Diego and Austin. He is a member of the San Diego Building Industry Association and the Mission Valley Planning Group.

Timothy M. Hutter is a partner in our San Diego office, where he practices in the firm's Litigation and Land Use groups. Tim's practice focuses primarily on business and real estate disputes, including contract, construction, joint venture, entitlement, land use and commercial landlord/tenant litigation. Many of his projects and cases involve residential and mixed-use projects, and several invoke California's density bonus law to incorporate and develop affordable housing. Tim also handles cases on appeal, and has successfully represented clients in the California Court of Appeal and the California Supreme Court.

Elyse W. Lowe is the Deputy Director over Project Submittal & Management Division of the Development Services Department in the City of San Diego. Elyse oversees 90 employees in three work sections- the Project Submittal and Permit Issuance of 55,000 building permits annually, Discretionary Project Management for applicants needing Hearing Officer, Planning Commission and City Council decisions on entitlements, and also the Historical Resources section, including the management Historical Resources Board as associated sub-

commmittees. Elyse has a 20 year background in public policy with a focus on land use, transportation and sustainable communities. Elyse served as the Executive Director of the non-profit Move San Diego, and as Deputy Executive Director of Circulate SD. She is the former Land Use and Housing Committee Consultant to the San Diego City Council, and worked for several years as a Council Representative for San Diego Councilmember Jim Madaffer handling infill and Redevelopment issues. Elyse was named 35 under 35 by San Diego News Network, is a graduate of LEAD San Diego and was named as a Power Woman in San Diego Real Estate in 2015 by Bisnow. She is married, is a mother of 2 young boys, a former PTA President and currently serves as a member of the Board of Directors for Southwestern Yacht Club.
