Serving as Vice President, Mark brings a passion for urban revitalization and commitment to quality development to the Weston Urban team. With wide experience in multifamily product types and various markets, he is focused on creating vibrant residential communities that contribute to the density and diversity of downtown. Mark has a successful track record of multifamily development from project origination through construction execution and stabilization and has been instrumental in the creation of thousands of residential units in Texas and other regions of the country. Before Joining Weston Urban, previous employers include Landmark Properties, The NRP Group, Sares-Regis Group, and the Taubman Company. With Landmark Properties, Mark focused on developing purpose-built student housing communities across various University-centric markets around the country. With The NRP Group he was responsible for the origination and execution of market rate developments throughout the state of Texas with a focus on urban and suburban class “A” mixed-use communities. Mark earned his Bachelor of Science in Construction Management from Brigham Young University and his Masters of Business Administration from the University of Michigan Ross School of Business. While still a Detroit Pistons fan at heart, he has adopted the Spurs as his western conference team and he and his lovely wife Carrie have two creative and energetic daughters, Kaylie and Brynn.

A 35+ year commercial real estate professional and native of Central Texas, Eric brings a rare combination of appraisal expertise, brokerage acumen, and development experience to Metropolitan. He holds the prestigious MAI designation from the Appraisal Institute, the highest credential in the appraisal profession, held by fewer than 10,000 practitioners worldwide, as well as the CCIM designation from the CCIM Institute, which recognizes mastery of investment analysis, market analysis, and financial decision-making in commercial real estate. He also holds a BBA from the University of Texas at Austin.

Eric spent 20 years as a review appraiser with Frost Bank, ordering and reviewing thousands of appraisals on existing properties and proposed commercial deals across Texas, spanning retail, office, medical office, multifamily, condominiums, industrial, mixed-use, farm and ranch, and special-use properties. That breadth of exposure gave Eric an unusually complete picture of how lenders evaluate risk and value across every asset class, a perspective that directly informs MDC’s underwriting and site selection process. He also brings court and eminent domain experience, having served as an expert witness in valuation disputes.

His deep appraisal background, layered with brokerage experience and now hands-on involvement in ground-up development, gives Eric a multi-dimensional view of real estate that few practitioners possess. At Metropolitan, he contributes to site evaluation, deal structuring, and market analysis, helping the team identify not only what a site is worth today, but what it can become.

Emiliano Guerrero, PE, is a Regional Manager in the Civil/Site practice at Colliers Engineering & Design, bringing over 15 years of comprehensive land development expertise to every project. Throughout his career, Mr. Guerrero has successfully guided multi-million-dollar investments from initial land acquisition through final construction and community operations, demonstrating the ability to manage the full development lifecycle with precision and strategic foresight.

Mr. Guerrero has built a distinguished career overseeing complex developments spanning a diverse range of asset types, from large-scale industrial facilities to master-planned residential communities. His broad technical background, combined with his leadership as a licensed Professional Engineer, positions him as a trusted advisor to clients navigating the challenges of today's development landscape.

As Project Manager with Shreve Land Constructors, specializing in SFR’s, Clayton puts his passion, education, and experience to work where he can truly make a difference. Clayton takes great pride in his work and always puts our clients’ needs first. Clayton holds a Bachelor of Science Degree in Construction Science from Texas A&M University, as well as a Post-Graduate Degree from the University of Texas in Business Analytics, AI, and Machine Learning.

Tim O’Krongley, A.A.E., IAP, IACE, has more than 35 years of experience in the aviation

industry, including over 30 years of airport management. In his current role as Deputy Aviation

Director of Planning Infrastructure and Design for the City of San Antonio Aviation Department,

O’Krongley directs a $2.4 billion new terminal and enabling projects development program, as

well as all other capital improvement programs for SAT and Stinson.

O’Krongley’s experience includes serving as the Aviation Planning Director at a national

consulting firm, where he oversaw the Aviation Planning Team and the development of facility

planning projects, Airport Master Plans, Strategic Plans, Safety Management Systems, ACRP,

and PARIS projects. As the Assistant Aviation Director for SAT and SSF, O’Krongley created

several airport-wide programs, such as the Foreign Object Debris Prevention Program and the

Security Management System Program (SeMS), and the Safety Management System (SMS)

program, which is frequently regarded as the standard for North American airports.

O’Krongley is a globally recognized expert in SMS and has been involved in aviation safety

planning since the FAA’s pilot programs. He also served as one of six authors of the official,

worldwide SMS document for Airports Council International.

Key projects O’Krongley has been involved with include building a new airport, a new terminal

building, significant airfield programs, new parking garages, and a consolidated rental car facility.

Additionally, he has over 16 years as an adjunct professor for Embry-Riddle Aeronautical

University where he taught graduate and undergraduate Airport Management, Planning, and

Operations courses, and 15 years as an instructor for Airports Council International World

(AMPAP) Instructing courses in Airport Management for the International Airport Professional

Accreditation Program – a joint venture between ACI and ICAO.

O’Krongley holds a Bachelor of Science in Aeronautical Studies, and a Master’s in Aeronautical

Science and Aviation Management, both from Embry-Riddle Aeronautical University. He is an

Accredited Airport Executive, an International Aerodrome Certified Employee through AAAE, and

an accredited International Airport Professional through ICAO and ACI. O’Krongley was recently

appointed to the ACI World Facilitation and Services Standing Committee, which focuses on

universal design – a key focus area for the new SAT terminal.

Tim is also a commercial instrument-rated pilot and owns an airplane, which he shares with his

wife and sons – all pilots!

Jason Arechiga joined The NRP Group in 2012 as a Land Acquisition Specialist and now serves as Senior Vice President of Development.

He is responsible for the company’s affordable housing and mixed-income portfolio throughout Texas. His primary duties include sourcing and entitling new projects, from land acquisition to the start of construction, and he does the preliminary underwriting of all development deals.

Arechiga fosters strong working relationships with housing authorities, government agencies, and other development partners, ensuring a smooth and collaborative approach to achieving shared goals. These relationships and shared goals have led to many creative approaches to financing affordable housing throughout the state of Texas. He serves on the board of the Texas Association of Local Housing Finance Agencies and is an active member of the Texas Affiliation of Affordable Housing Providers.

Prior to joining NRP, Arechiga was the co-owner and manager of Hillstar Investments, a single-family residential development firm in South and Central Texas for more than a decade. He also served as an adjunct professor at Alamo Colleges teaching both Texas and U.S. history courses. Arechiga currently serves as the board chair of Any Baby Can, a non-profit organization dedicated to providing direction and guidance for families of children and youth with special needs. Arechiga holds a bachelor’s degree in marketing from Texas A&M University and a master’s degree in military history from Norwich University.

Much of Natalia’s work focuses on elevating cultural significance of places through interpretive power of art and its creative integration in designed landscapes. Be it an urban, industrial, or post-industrial context, she prioritizes maximizing the effect of design by grounding it in research of cultural and historical heritage of sites and communities that inhabit them. Working in metropolitan regions in the US, she has developed multiple approaches to incorporating art and cultural expression in large infrastructural environments. She helped re-envision the Atlanta Connector downtown freeway as a linear gallery displaying original art within the busy transportation corridor, and directed award-winning installations along Houston highways. She assists her clients in re-imagining mono-functional urban landscapes as a more integrated part of the city that is beautiful, green, and accessible to the public. Her work on Avenida Houston plaza helped re-brand the city of Houston as an international cultural destination from solely a business hub, while deriving unique iconography and design language from its industrial roots and cosmopolitan values.

Natalia’s work has been recognized with several national awards and featured in design publications. She spoke at national and state conferences on the topic of “Art and Infrastructure” and taught architectural design studios at the University of Texas in San Antonio and Louisiana State University taking on the patterns of urbanization in environmentally vulnerable landscapes of the Gulf Coast.

Brett is a dedicated leader with 25 years of experience and a proud San Antonio resident who is deeply engaged in advancing both the local economy and community spirit. As the driving force behind the iconic University Health System (UHS) project, Brett has played a pivotal role in shaping one of the city’s most impactful healthcare initiatives, enhancing access to quality care for residents across the region.

With a strong industry excellence, Brett actively participates in key professional organizations across San Antonio, including Greater San Antonio Chamber and the San Antonio Chapter of Associated General Contractors of America.

Known for his collaborative approach, Brett builds partnerships that reflect a deep appreciation for San Antonio’s unique culture and values, while championing projects that create opportunities and long-term impact for residents and businesses alike.

As partner and lead counsel, Andy represents commercial real estate developers

primarily in the areas of multi-family, industrial, retail and mixed-used projects.

He specializes in Public Facility Corporation transactions which facilitate affordable

housing projects across Texas. To date, Andy and his team have been involved in more

than 30 PFC transactions with an average transaction size in excess of $80,000,000.00.

Andy’s expertise allows him to guide clients throughout the entire lifecycle of

development transactions from land acquisition, title and survey review, and the

formation of joint ventures, to financing, development, leasing and disposition of

properties.

Prior to founding Cohen Rabinowitz, Andy was a shareholder at Hornberger Fuller

Garza & Cohen where he served clients throughout Texas and across the United

States. He also served as a partner at Golden Steves Cohen & Gordon LLP as well at

Akin, Gump, Strauss, Hauer & Feld where he was a partner in the real estate

department of that company’s San Antonio office.
