Sean is the President & CEO of Community HousingWorks.

Sean has served as a top local and state government leader in successive community development roles in the cities of New York, San Francisco, Los Angeles, and in Sacramento for the State of California.

Prior to joining Community HousingWorks in 2020, Sean was the Assistant General Manager at the Los Angeles Housing + Community Investment Department where he was responsible for leading its housing production efforts and directing the operations of its Housing Development Bureau. The Bureau facilitates the financing of housing development projects with its business and community partners, leveraging its resources to the maximum benefit of the City’s residents and neighborhoods.

Sean was formerly the Managing Director with Hunt Mortgage Group where he consulted on the acquisition, development, financing and execution of affordable housing development transactions, and originated new debt and equity executions. He also most notably served as the Executive Director of the California Debt Allocation Committee (CDLAC) from 2009-2015, administering the $3.8 Billion private activity bond program for California. Sean brings additional private sector experience from his time with Fannie Mae; then providing housing development and public financing resources across the Western United States. Throughout his career he has developed both new project financing structures (especially for affordable housing preservation), as well as designed and implemented billion dollar governmental programs with the goal of building better communities for those in greatest need. Sean holds both graduate and undergraduate degrees from Cornell University, and is a member of the invitation-only Lambda Alpha International Society for Land Economics.

Bianca Neumann is responsible for growing the new construction pipeline for EAH Housing throughout Northern California. As the director of development, she researches and identifies new opportunities, working with city housing staff, advocates, and others to facilitate the development of new affordable housing communities.

Ms. Neumann brings more than 15 years of related experience to this position, including expertise in multi-family development, finance, public policy, and asset management. Most recently, she was a senior business development manager at MidPen Housing, where Ms. Neumann played a vital role in securing eight new affordable housing communities throughout the Bay Area, including San Francisco’s first affordable educator housing development.

She earned a Bachelor of Arts degree in political science from San Francisco State University and has done graduate level work at Hunter College.

Ron Metzker is an LPAS owner and Vice President of the Firm. With 36 years of experience, Ron specializes in the design of multifamily and mixed-use developments. In the past ten years he has designed thousands of residential units built throughout the Sacramento region and the Bay Area. Reflecting client advocacy and creative problem solving, Ron’s designs have received the highest recognition from civic/business groups and the design community with multiple awards for design excellence and sustainability. LPAS is currently working with some of the Sacramento Region’s and Bay Area’s most prominent developers due to the Ron’s ability to maximize the yield of marketable units within the parameters of site and local planning constrictions.

Tony is the Chief Executive Officer of Tricorp Group, Inc. (Tricorp), a general contracting company located in Rocklin. Tony has over 40 years of construction and construction management experience, nearly 20 years of which have been with Tricorp. He was a professor at CSU Sacramento teaching construction management and advanced estimating classes. He was also one the founders of the Sacramento Construction Management Education Foundation (SCMEF), promoting student learning that aligns with industry needs. Under Tony’s leadership, Tricorp has been delivering a number of award-winning projects in the Sacramento area, specializing in the following markets:

Hospitality – 3.5 to 5 star hotels and resorts

Tricorp has delivered over 346 units of affordable rehab multi-family, 150 units of market-rate mixed-use, 130 units of affordable housing, 300 beds of student housing, and 440 hotel rooms in the last 5 years. Tricorp is currently in preconstruction on number of upcoming local market rate and affordable housing projects.

David Mogavero, President of Mogavero Architects, has more than 40 years’ experience with special expertise in the areas of

ecological building, environmental planning, infill development, urban design, and placemaking design. His commitment to human-

based architecture, the revitalization of existing neighborhoods, economic and ecological sustainability of communities and

participation in the planning and design process by end-users is well-known and recognized within professional and citizen

communities.

As one of the most experienced advocates and practitioners in land use transit issues, David has actively lectured, written and

advocated for environmentally-sound urban development, including infill and higher density, transit and pedestrian-oriented

development. Through his professional practice and tenure as a board member and President of the Environmental Council of

Sacramento and The Planning and Conservation League, he facilitated the widespread adoption of these principles in many projects

and communities throughout California.

Additionally, David is a real estate developer of mostly residential new construction. This brings a deep understanding of the

economic and management dimensions to his architecture and urban planning work. David was also the author of the original LOS

to VMT legislation that eventually became part of SB 743.

La Shelle Dozier is Executive Director of the Sacramento Housing and Redevelopment Agency, serving in this capacity since 2009. She is the longest tenured Executive Director for SHRA since the Joint Powers Agency was formed in 1981. Ms. Dozier is responsible for administering the Agency’s FY 2022 budget of $347 million and a workforce of over 300 employees.

As Executive Director, Ms. Dozier oversees community development and revitalization strategies in the City and County of Sacramento, as well as the provision of housing for low income residents using a wide variety of programs and financing mechanisms. Ms. Dozier leads the Agency’s management of a $325 million affordable housing portfolio. Over the past 20 years, SHRA has assisted in the production of more than 22,800 units of affordable housing through the application of various financing tools.

Ms. Dozier is also responsible for the Agency’s function as the Housing Authority for the City and County of Sacramento which administers federally funded rental assistance programs to provide safe, decent housing that serves more than 14,000 low income families.

Denton Kelley is a Managing Principal of LDK Ventures, LLC, an entity formed with his father, Larry Kelley, with a focus on value-add real estate acquisition and development opportunities in the Western Region of the US. Mr. Kelley is responsible for identifying and executing new real estate investment opportunities. Mr. Kelley is also responsible for sourcing equity capital requirements for all LDK acquisition and development projects. Mr. Kelley is currently an owner in McClellan Business Park.

Prior to joining LDK Ventures, LLC, Mr. Kelley worked as an equity research analyst at Bessent Capital (a global macro hedge fund in New York) covering financials, real estate, health care and other diversified industry sectors. Mr. Kelley worked directly with Scott Bessent, the current CIO of Soros Fund Management. Mr. Kelly spent 3 years at Robertson Stephens in the Investment Banking Division where was promoted to Associate from Analyst. The first year was dedicated to the real estate sector and he then spent the next two years banking the semiconductor and technology industries working on multiple IPO's, follow-on offerings and various other corporate finance deals. Prior to Robertson, he worked for Prentiss Properties, LLC. (an office REIT based in Dallas, TX) as an acquisition and development analyst and was also partly responsible for the asset management of the 2 million square feet office/industrial portfolio in the Southwestern US.

Mr. Kelley received his Bachelors of Science in Business Administration from the University of Colorado at Boulder. He was a scholarship athlete during his collegiate tenure on the track and field team.

Ray Nalangan is a Senior Architect for the Sacramento Municipal Utility District, working

to support the adoption of utility scale solar energy and high performance, carbon

reducing energy efficient design practices within the SMUD’s territory. He combines his

knowledge of design processes, construction methods and building codes to help

Developers and their design teams work with SMUD to optimize a building’s energy

performance and sustainability.

Prior to joining SMUD in 2008, Ray held leadership roles with Sacramento based firms

New Faze Development, Lionakis, Ray Nalangan & Associates and with Chicago based

international design firm De Stefano and Partners.

Ray holds a Bachelor of Architecture from Cal Poly San Luis Obispo and a Master of

Architecture from the Florence Italy Campus of Syracuse University. He is a licensed

Architect in the State of California and a LEED (Leadership in Energy & Environmental

Design) Accredited Professional.

Ray is a member of the American Institute of Architects, and frequently supports design

education, serving as a design studio critic at Cosumnes River College and Orange

Coast College. He has been both a mentor and adjudicator in the SRBX CREATE

Mentor Program. Ray has served on the Leadership Committee of the Sacramento

Branch of the U.S. Green Building Council, Sacramento City and County’s Green

Building Task Force and as a former Board Member of the Shalom School of

Sacramento.

He is successful in creating relationships, building trust, and executing business plans focused on key stakeholders across diverse sectors. A proven performer with identifying cost reduction opportunities while maintaining project timelines within established budgets and contracts. Ricky excels with cross-functional team collaboration, and operations management within a metrics-tracking system.
