Todd Sheaffer is a native Oregonian who graduated from the University of Oregon with a Bachelor of Science, majoring in Finance and Marketing. Todd manages the day to day development, investment, and consulting activities of the Specht Companies. During his tenure at Specht, he has been responsible for developing or providing project and construction management on over 8.7 million square feet with a cost basis exceeding $915 million. Beginning his career with the Federal Deposit Insurance Corporation, Todd spent three years as a Financial Institutions Examiner/Analyst. In this capacity he was responsible for analyzing the safety and soundness of banks, focusing primarily on commercial real estate portfolios. Todd joined PacifiCare of Oregon as a Financial Analyst in 1994 where he was responsible for budgeting, forecasting, financial and managerial reporting, and cost accounting. Seeking to focus on a career in commercial real estate, Todd joined Cushman & Wakefield of Oregon, Inc. in 1995, as a Financial Systems Analyst and was later promoted to Project Manager. He provided clients with customized financial and cash flow analysis, real estate portfolio analysis, disposition underwriting, due diligence studies, and computer generated presentations. In 1996 Todd joined Specht Properties, Inc. as a Project Manager, and was promoted to Vice President of Real Estate in 1998. In 2001 Todd was promoted to Chief Operating Officer, and was then promoted to President of Specht Development, Inc. in 2006. Todd currently oversees all aspects of commercial real estate development, which includes identifying new real estate development and existing asset acquisition opportunities, supervising Project Managers, overseeing due diligence activities, arranging debt and equity financing, negotiating lease and purchase and sale agreements, and soliciting and managing consulting services for clients. Todd has been a member of NAIOP since 1997. Todd previously served as a national director of the board for NAIOP in 2008, and served as a director of the Board for the Portland Chapter of NAIOP from 1997 through 2008 (chapter president in 2005). He has also been a NAIOP National Forum member since 2000 (2006 Chair). Todd has served on various boards and committees of local nonprofit organizations and continues to do so. Todd and his wife April have four children and live in Southwest Portland.

Dan joined Mortenson in 1988 as an estimator and has held successive roles as project manager, construction executive and director of project development. As vice president and general manager of Mortenson’s Portland office, Dan is responsible for overall strategy development and direction of all facets of the group, including relationship management, preconstruction, construction, business development and community outreach activities. Dan’s leadership is based on a long and successful track record in the industry and first-hand leadership of many large, world-class projects. Trust, communication, and a commitment to meeting customer expectations are his most important attributes. Dan holds a Bachelor of Science in Industrial Technology from the University of Wisconsin – Stout. Outside of Mortenson, Dan has served and led various educational, civic, foundational and private boards and committees. He is an active member of Design-Build Institute of America (DBIA), the American Institute of Architects (AIA) and sits on the Greater Portland Incorporated (GPI) Board.

In her 24-year career at ZGF, Kathy Shaloo Berg has led teams through all project phases, ranging from programming through construction, for a broad range of buildings, including mixed-use district developments, corporate offices, research buildings, and art and branding projects. Her involvement in these diverse project types has inspired project teams and resulted in the exchange of ideas and greater opportunities for innovation. Kathy’s work with leading clients in the fields of technology, workplace, higher education, and research has enabled her to offer a depth of experience in the latest advances in high-performance design, as well as learning and office environments.

Joe Nydahl has worked in real estate development and brokerage since 2005. He spent his first eight years in his career

as a project manager for Gerding Edlen Development managing multifamily developments in Seattle, Portland, Eugene

and Los Angeles. After making the move to brokerage Nydahl quickly became one of the top performing multifamily

brokers in the Portland region. Joe has completed over 1 billion in real estate transactions and has achieved record

breaking apartment pricing sales in Portland, Bend and Eugene.

Ben is committed to mass timber construction and believes it is the future of sustainable development. He is an advocate for its efficient construction, environmentally responsible development, safety, and seismic resilience. His most recent project, Carbon12, is the tallest CLT building in the United States.

To bring Carbon12 to life, Ben successfully worked with state officials to waive the restrictive codes that limit the height of wood buildings. This singular accomplishment has made mid- to high-rise CLT buildings possible for the first time in this country. By building with mass timber, Ben hopes to help reinvigorate the Pacific Northwest’s timber economy and continue Portland’s reputation as a leader in American urban revitalization.

Ben brings a unique perspective to urban development, informed by over 20 years of serving as the owner, developer, architect, and general contractor on his projects. He was involved in the early stages of Portland’s Pearl District and has spearheaded redevelopment in NE Portland, including the Historic Mississippi District and the Williams/Vancouver corridor. Ben is a former member of the Portland Design Commission, and he earned a Bachelor of Architecture degree and a Bachelor of Fine Arts degree from the Rhode Island School of Design.

Christopher Evans is an experienced, innovated, and energetic construction practitioner who works for

Swinerton Builders in Portland Oregon, an ENR top 25 contractor. Chris is the Mass Timber Director for

Swinerton Mass Timber, a division of Swinerton Builders. Swinerton Mass Timber is a full service timber

supply and installation group servicing the commercial mass timber market.

Architect, urban designer, and a pioneer in planning and design of zero-carbon and mass timber buildings, urban resilience, and regenerative cities, Craig is a principal and founding partner of DIALOG’s Toronto studio, and the Chair (acting) of the Mass Timber Institute Canada.

Trained as a biologist, and then as an architect and urban designer, Craig is passionate about finding planning and design solutions that make sense in a world challenged by climate change and environmental deterioration. Since graduating from the Graduate School of Design at Harvard University with a Master of Architecture in Urban Design,

Craig has focused on leading complex, sustainable planning and design projects, and is internationally recognized for his design and advocacy of zero-carbon mass timber buildings and regenerative cities.

Craig’s current area of practice at DIALOG includes the master planning and design of institutional and mixed-use projects. In addition to his professional practice responsibilities, Craig speaks about his research and design explorations of mass timber and zero carbon buildings and cities at conferences and workshops internationally. This has included recent presentations at the UN Habitat III Conference in Prague, the World Future Council Conferences in Munich and Beijing, and most recently, at the International Living Futures Institute Conference in Portland. Craig is also the producer and host of the Twenty First Century Imperative Podcast that explores compelling ideas about how we will reduce environmental harm, adapt to climate change, and repair environmental deterioration.

Craig is a founding Board Member of Sustainable Buildings Canada, and a past President of the Ontario Association of Architects. Craig was made a Fellow of the Royal Architectural Institute of Canada for his services to the profession of architecture, and an Honorary Member of the Ontario Association of Landscape Architects for contribution to the profession of landscape architecture.

Shirley has been with DCI Engineers for more than a dozen years and was just honored with the Daily Journal of Commerce 2019 Women of Vision Award. She was also recently featured in an exhibit at Portland’s Oregon Museum of Science and Industry (OMSI) called “Designing Our World: A Community Envisioning Girls as Engineers,” where she shared her career story about going into the engineering profession.

Her work providing structural design solutions for mass timber projects has helped reshape the region’s built environment by providing forward-thinking sustainable design concepts. These have included the Fair-Haired Dumbbell, Flatiron PDX and Block 8L.

She earned her Bachelor of Science in Civil Engineering at Trine University (formerly Tri-State University) in Angola, Indiana, and her Master of Engineering in Structural Engineering at Cornell University. Shirley is an Allied member of the American Institute of Architects (AIA) in Portland and the American Society of Civil Engineers (ASCE).

Patrick Gilligan serves as the Senior Executive Vice President for Lincoln Property Company’s Pacific Northwest and Mountain West regions, and is responsible for all business operations throughout Oregon, Washington, Idaho and Utah. This includes the implementation of all service lines and oversight for all acquisition, development, and redevelopment activities. He has over 20 years of experience in real estate investment and development, and has been a part of Lincoln since 2006, completing over $5.5 billion in transactions.

Since entering the Pacific Northwest and Mountain West markets in 2014, he has grown Lincoln’s portfolio to over 10 million sq. ft. of office, industrial, retail, and multi-family assets under management, including such notable projects as Pacwest, Wells Fargo Center, The Sutton multi-family development in Portland, OR; Terminal 1 in Vancouver, WA; and Eastport Logistics in Boise, ID. He also played an integral role in securing development rights to The Point in Draper, UT; a 100-acre master-planned mixed-use community that will result in over 3.3M sf of office, retail, entertainment, and residential projects. Prior to running the Pacific Northwest and Mountain West regions, Patrick served as a Vice President in Lincoln’s San Francisco office for nearly a decade.

Mr. Logue is based in San Francisco and is involved in acquisitions and development opportunities for Intercontinental sponsored funds with a primary focus on the Western United States. In this role, he performs sourcing, analysis, negotiation, due diligence and closing functions for real estate acquisitions. Mr. Logue has over a decade of real estate experience in acquisitions, asset management, debt financing and development. Prior to joining Intercontinental in 2014, Mr. Logue worked as an Associate, Asset Management for AEW Capital Management. While at AEW, Mr. Logue was responsible for the management of 14 properties totaling $800 Million across multifamily, industrial, office and development projects located in the Western Region. Previously, Mr. Logue held positions at Prudential Mortgage Capital Company and TA Associates Realty. Mr. Logue is also the former President of the Junior Board for Big Brothers Big Sisters of San Francisco where he oversaw the development and implementation of fundraisers. Mr. Logue earned his BA in Economics from CAL Berkeley and earned his MBA with a concentration in Real Estate Finance from the McCombs School of Business at UT Austin.

Prior to joining Capstone Partners LLC in 2011, Lauren worked as an urban planning consultant specializing in redevelopment strategic planning. She has worked closely with public and private sectors to develop financing strategies for municipal projects, identify catalytic redevelopment sites, and develop strategies to encourage private investment in redevelopment areas. Lauren has extensive experience managing planning and entitlement processes for development and infrastructure projects. Lauren graduated from the University of Southern California with a Master of Real Estate Development and Master of Planning. Lauren received a B.A. in sociology from Reed College. Lauren is the former Land Use Chair and Board Member of the Sullivan's Gulch Neighborhood Association. She is a member of the Urban Land Institute.

Josh Katzin is Chief Investment Officer of AECOM Capital, where he is focused on sourcing, structuring, and negotiating complex development and value-add projects.

Previously Mr. Katzin was a Managing Director at ACORE Capital, a leading commercial real estate finance company, where he was responsible for the origination of transitional and construction debt in the Western U.S. Prior to joining ACORE, Mr. Katzin was Vice President of Acquisitions at Starwood Capital Group, where he sourced and executed direct commercial real estate acquisitions and joint ventures across asset types.

Mr. Katzin holds an A.B. in economics from Harvard College, a J.D. from Harvard Law School, and an M.B.A from Harvard Business School. He is a member of the California Bar and the Urban Land Institute.

Ms. Kimberly Branam, executive director for Prosper Portland, has led the city’s economic and urban development agency since 2016. From inclusive engagement and development projects in Lents Town Center, the Central Eastside, and Broadway Corridor to the creation of a network to support diverse businesses, under Ms. Branam's leadership the agency is actively working with partners to build a thriving and equitable economy in Portland. As deputy director of the agency for five years, Ms. Branam oversaw the delivery of programs and projects within the Central City, Neighborhood and Business & Industry Divisions as Portland emerged from the Great Recession.

She joined Prosper Portland after four years leading Mayor Sam Adams’ economic development agenda, first as then-Commissioner Adams’ Senior Policy Director for Economic Development & Workforce Development and then as Director of Economic Development in the Mayor’s Office. In this latter role, Ms. Branam oversaw the development, adoption and implementation of the City’s first economic development strategy in 15 years on the Mayor’s behalf.

Ms. Branam holds a master’s degree in public policy from the Harvard Kennedy School. While at Harvard, she consulted to the US Treasury and worked in Congressman Earl Blumenauer’s office. Before attending Harvard, Ms. Branam worked for the Peace Corps in Burkina Faso, West Africa, where she focused on education and community development in a rural village. After the Peace Corps, Ms. Branam remained in West Africa to serve as a community development project manager for Catholic Relief Services. Ms. Branam is a third generation Portlander and a graduate of Grant High School and Colby College

Ted was motivated to enter politics while volunteering as an overnight host at the Goose Hollow Shelter and he saw firsthand that we could do much more to help the most vulnerable among us. He has a reputation as a leader who brings people together to get things done.

As the Chair of Multnomah County from 2007-2010, he balanced a county budget during the worst years of the recession, reducing the debt while maintaining safety net programs for the elderly, drug and alcohol treatment programs and forging partnerships to fund a Mental Health Crisis Center. He jump-started long-stalled infrastructure projects, including the Sellwood Bridge and East County Courthouse.

Under Ted's stewardship as state Treasurer, Oregon's investment portfolio outperformed every one of its peers in the nation and earned an upgraded credit rating. He re-launched the Oregon college savings plan, and passed legislation that created the Oregon Retirement Savings Plan, which is now a national model for state-sponsored retirement security.

Ted has assumed a leadership role in economic development. He convened business leaders and spearheaded a new statewide blueprint, dubbed the Oregon Investment Act, and it was approved by the Legislature in 2012. The Oregon Investment Act helps the State invest more effectively in the growth of small businesses.

A sixth-generation Oregonian, Ted was born in Portland, and graduated from Lincoln High School. Ted earned his undergraduate degree in Economics from Stanford University, an MBA from Columbia University and a Masters in Public Policy from the John F. Kennedy School of Government at Harvard University.

Ted is a longtime community volunteer leader, and has devoted energy to diverse organizations including Neighborhood House, Portland Mountain Rescue and the Oregon Sports Authority. He is an Eagle Scout. He lives in Southwest Portland with his wife and daughter.
