Sam Rodriguez serves as Senior Managing Director, with a focus on the Portland, Oregon market for Mill Creek Residential.

Formerly, Mr. Rodriguez served as a Development Associate for the Pacific Northwest division with Trammell Crow Residential. Before joining Trammell Crow, he worked as a Project Manager for a Portland residential developer for two years and prior to that practiced architecture for 16 years, the last six as a Senior Associate and Project Manager at SERA Architects, Incorporated in Portland, Oregon. In that capacity, Mr. Rodriguez oversaw construction of several award winning, urban mixed-use and multifamily housing projects in the Portland area. Projects he managed while at SERA include 8 NW 8, The Avenue Lofts, The Civic and The Tate Condominiums. At Trammell Crow, he successfully managed Tupelo Alley and Riva on the Park from design through construction.

Mr. Rodriguez received a Bachelor of Architecture from the Central University of Venezuela. He is a registered Architect in Washington DC and Venezuela.

Sarah Zahn is the Managing Director of the Development Group at Security Properties and a member of

the Investment Committee. Sarah and her team oversee all phases of new development projects

including site acquisition, design, entitlement and permitting, financing, construction management,

lease-up and disposition. She is also responsible for sourcing and analyzing new pipeline projects for the

group.

With over 20 years of experience in real estate development, Sarah is passionate about projects that

strengthen communities and enhance urban environments. Her diverse portfolio includes mixed-use

infill, multifamily, office, hospitality, higher education, civic uses and affordable housing.

Prior to joining Security Properties in 2023, Sarah was most recently Chief Operating Officer for Urban

Development Partners in Portland, OR where she oversaw the company’s development platform. Prior

to that, Sarah spent several years working on the redevelopment of a 33-acre former industrial site on

the Willamette River into a vibrant, mixed-use community. She also spent 5 years at Gerding Edlen

working on the firm’s public-private portfolio of projects. Sarah started her career in real estate

development in the San Francisco Bay Area.

Damin Tarlow serves as Principal for TCC’s Portland and Northern California offices. In his role, he manages sourcing and oversees urban office, multifamily for High Street Residential, TCC’s residential subsidiary, and mixed-use development and investment opportunities throughout the Greater Portland market. He is also involved in asset underwriting, financing and disposition. Additionally, Damin is responsible for research, strategy and leasing activity for TCC’s office, retail, High Street Residential and industrial investments. A 25-year veteran of the commercial real estate industry, Damin has completed +20 major projects in 10 cities, worth half a billion dollars. He has overseen design, entitlement, construction and leasing for over 400,000 square feet of office, 100+ acres of industrial property, 100,000 square feet of retail and 2,200 residential units.

Matt serves as President of Alamo Manhattan. He is involved in all aspects of the company, but focuses his efforts on investor relationships, transactions, and sourcing new deals.

Before founding the company, he worked at Simpson Housing LLLP, where he served as Simpson's Senior Vice President in charge of the company's West Coast Regional Office (based in Seattle). Matt was responsible for all new development activities in his region, where he developed approximately $500 million in new properties.

Prior to working at Simpson Housing, Matt served as an Investment Banking Associate at Credit Suisse First Boston in New York, where he primarily focused on Mergers & Acquisitions and Fortune 500 financings. Matt is a native Texan and holds an MBA from the University of Texas at Austin and an undergraduate degree in business from Texas A&M University. He also served on active duty as an infantry officer in the United States Marine Corps.

Mike brings three decades of construction and fenestration experience to his role at Innotech. His combined technical expertise, hands-on experience, and passion for sustainable construction ensures the windows and doors in every project are engineered and installed to exceed each project’s performance requirements. Mike is a Certified Passive House Tradesperson, the Chair of the HAVAN (Vancouver Home Builders Association) Education and Technical Committee and the Technical Advisory Group, a member of the Fenestration Canada Pacific Chapter group, and an instructor of windows and installations for the High Performance Building Lab at the British Columbia Institute of Technology.

As a leader at the state and national level, I am dedicated to a simple vision: every person deserves a safe, stable and affordable place to call home, and we have a shared responsibility to build a future where Black, Indigenous and People of Color thrive in communities of opportunity. An experienced public agency executive, I also have a commitment to grassroots community development, and a proven track record of inspiring people to come together to innovate solutions for housing and homelessness and make and impact on the ground.

Ernesto Fonseca joined Hacienda as CEO in April 2017, bringing his passion for community development and a belief in the power of connecting families to opportunity. Ernesto’s own story reflects the potential that can be unleashed by investing in all our community members. Raised in a poor but loving family in central Mexico, Ernesto watched his parents take advantage of educational opportunities and their own initiative to build careers in construction and nursing. They passed on their values of hard work and education to their children, and Ernesto embraced those values to gain a foothold in this country by initially working in kitchens and restaurants as he pursued his educational goals, culminating with a Ph.D from Arizona State University in Environmental Design and Planning. During his time in Phoenix, he spearheaded initiatives to assess the health impacts of community development including gentrification, access to public transportation, and affordable housing, and helped to create the Stardust Center for Affordable Homes & the Family.

Ernesto believes it is Hacienda’s job to help all families access the critical ingredients they need to achieve their goals: a stable, affordable home, a healthy family life that allows youth to learn and grow, opportunities for economic success, and access to affordable health care and healthy neighborhoods. He believes in the power of social enterprise to bring increased investment into breaking the cycle of poverty. He joined Hacienda because he shares the same values and experiences with this community, and is eager to empower families to flourish like his own has. Madeline believes that housing justice is climate justice. She is dedicated to Adre’s mission, to innovate and lead in sustainable building techniques while creating social and economic benefits and industry opportunities for Black, Indigenous and people of color (BIPOC), centering equitable outcomes in our built environments.

Prior to joining Adre, Madeline served as a Project Manager with community-oriented middle housing developer and general contractor Orange Splot and with middle housing developer UrbanRoost Development.

Madeline has over a decade of experience in policy analysis and advocacy for more just and sustainable climate, housing, and land use policies. Her early career was as a youth climate organizer, both domestically and at the UNFCCC, working to help amplify underrepresented voices in the climate movement.

She came to focus on the built environment through graduate work in land use planning and advocacy for local and statewide housing policy and zoning reforms. Most notably, she coordinated the Portland for Everyone coalition with 1000 Friends of Oregon, advocating for reforms to Portland’s single- and multi-dwelling zones, among other campaigns, organized to help pass Oregon’s HB 2001 (2019) and Seattle’s recent ADU reforms with Sightline Institute, and co-founded Portland: Neighbors Welcome.

Madeline currently serves on the Executive Council for AARP Oregon and as an advisor for the Parking Reform Network and ElectrifyPDX. She also served on the Proud Ground Community Land Trust board of directors for four years. Madeline is a 2018 Skidmore Prize winner and recipient of the John Fregonese Urban Innovator Award.

Matt is a highly accomplished architect with over 38 years of experience, known for his expertise in navigating complex challenges and leading teams to project success. His leadership fosters seamless collaboration between stakeholders, architects, and contractors, creating an environment that encourages innovation and efficient execution. Specializing in residential, mixed-use, retail, and Commercial projects, Matt consistently delivers exceptional results through his meticulous approach and strategic vision. His ability to balance aesthetics with precision and efficiency ensures that each project meets the highest standards of design and functionality. Since joining Otak as a leader in 2016, Matt has played a pivotal role in shaping architectural excellence. Having worked in the Pacific Northwest since 1995, he remains deeply committed to building communities that residents can take pride in and call home.

Scott Rosenthal represents developers, real estate private equity firms, institutional investors, real estate management companies, and other property owners with the acquisition, disposition, financing, and leasing of apartment buildings, office and industrial buildings, healthcare facilities, and mixed-use properties. Scott also counsels clients on affordable housing projects that use Low Income Housing Tax Credits, tax-exempt bond financing, state and local financing and equity structuring, and workforce housing initiatives. In addition, Scott represents a wide variety of tenants and landlords in office, retail, and industrial leasing transactions, including ground leasing and sale-leaseback transactions
