Dusty concentrates her practice on all aspects of real estate development,

acquisitions and economic incentives, with an emphasis on real estate litigation,

including real estate tax-assessment appeals, land-use and zoning appeals, and

eminent domain proceedings. Dusty counsels her clients on an array of sustainability

issues that impact development projects and facilities, including advice on

sustainable development matters such as the U.S. Green Building Council's

Leadership in Energy and Environmental Design (LEED) rating system, and

regulatory compliance matters such as greenhouse gas emission regulations,

obtaining other regulatory approvals, negotiating complex contractual arrangements,

resolving disputes, and managing risk avoidance.

Dusty's work in real estate development includes handling the acquisition, financing

and tax increment financing for commercial, retail, office, industrial and institutional

properties, and obtaining economic incentives for development projects. She

regularly handles issues involving public-private partnerships, and transportation

issues including highway occupancy permits.

She represents real estate developers, property owners and nonprofit institutions in

real estate assessment appeals of industrial, commercial, office, retail and exempt

properties in issues regarding valuation of real estate, tax-exempt status, taxation of

mineral rights, and tax abatements for newly constructed and reconstructed

properties. Dusty litigates matters throughout Pennsylvania before administrative

hearing boards, as well as in trial and appellate proceedings.

Dusty's general real estate practice involves negotiating with local tax jurisdictions on

tax-increment financing, transportation and highway occupancy permits, and

business and neighborhood improvement districts. She also represents property

owners in realty transfer tax and sales-and-use tax matters, prepares loan and loan-

workout documents for both lenders and developers, and negotiates sales

agreements.

Carolyn is an architect, planner, urban designer, and expert in creating memorable, contextually relevant, and sustainable places focused on the human experience. As a Principal and Office Lead in Gensler’s Pittsburgh Office, Carolyn is responsible for leading major transportation and commercial work in the Western Pennsylvania region and beyond. For the past seven years, Carolyn has managed the design team for Pittsburgh International Airport’s Terminal Modernization Program, set to open this fall.

Susheela Nemani-Stanger is the Urban Redevelopment Authority of Pittsburgh’s (URA) Executive Director. As the leader of the organization, she facilitates its mission to build a prosperous and equitable economy for all of Pittsburgh. Nemani-Stanger is the first woman and first person of Indian descent to hold the Executive Director position in the URA’s 77-year history. Before the URA, she served as Allegheny County Economic Development’s Deputy Director. While there, she managed the project-related divisions including development, business expansion and attraction, affordable housing development and planning, in addition to providing oversight over the tax diversion and abatement program unit. During a previous 13-year tenure with the URA, she directed the overall planning, financing, and implementation of significant mixed-use, transportation, infrastructure, and public space projects within the City of Pittsburgh. As the URA’s Director of Economic Development, she formulated

public-private partnerships related to the City’s Tax Increment Financing and Parking Taxing Diversion programs and was instrumental in creating and financing the first Transit Revitalization Investment District in the Commonwealth of Pennsylvania. For a short time after the URA, Susheela led an effort for WQED’s partnership with the Black Equity Coalition and POISE Foundation to produce a COVID-19 vaccine hesitation public health campaign.

A Pittsburgh area native, Nemani-Stanger returned to Pittsburgh to pursue a Master of Public Administration degree from the University of Pittsburgh’s Graduate School of Public and International Affairs with a focus on urban and regional affairs after working in Philadelphia and Baltimore. She also holds a Bachelor of Arts from Mercyhurst University in Erie, PA. She lives in

Squirrel Hill with her family.

Residential. Jide has over fifteen years’ experience in commercial real estate

acquisitions, development, capital markets and asset management. Prior to founding

Alpha Residential Jide was the Executive Vice President at Rice Energy (RICE), a

publicly traded energy firm, where he was responsible for engineering, asset

management, construction, production technology, and operations of a $10 billion

operating asset base. He has three oil and gas patents and has been involved in over

$4 billion in capitalization for various real estate and energy transactions.

Jide received his Bachelor’s degree in Mechanical Engineering from the University of

Oklahoma and an MBA with a concentration in Technology and Engineering

Management from Oklahoma Christian University.

P.J. Kemerer is Group Manager of M&T Bank’s Greater Pennsylvania commercial real estate team and co-head of M&T’s Pittsburgh commercial office. He leads a team of relationship managers who serve as M&T’s primary point of contact for the comprehensive banking needs of local real estate developers across the region. Prior to his current role, P.J. originated approximately $1 billion as a real estate lender on M&T’s Harrisburg and Pittsburgh teams and was a three-time winner of M&T’s Presidents’ Council award for sales excellence. Before joining M&T, P.J. was a music teacher in a small school district in upstate NY. He holds music education degrees from Mansfield University and Ithaca College and an MBA from Cornell University. P.J. lives in Pittsburgh with his wife and their two daughters.
